
Disaster response: UP submits proposals to finance panel, urges rule revision for funds
This push stems from the reality that these incidents disproportionately impact Uttar Pradesh, stated a release from the state government media cell.
Notably, as many 4,534 deaths were reported due to state-notified disasters, compared to 176 from nationally recognized ones, in the financial year 2024–25.
Key among these proposals is the request to revise the rules governing the State Disaster Response Fund (SDRF) and the State Disaster Mitigation Fund (SDMF) to ensure faster and more effective relief for disaster-affected citizens, it said in a statement.
Chief minister Yogi Adityanath has urged the central government to acknowledge the severity of these challenges and to extend appropriate support. In line with this, the state has proposed increasing the permissible expenditure limit for state-notified disasters from 10% to 25%, reflecting the scale and intensity of their impact, according to the statement.
Another notable recommendation seeks to allow flexibility in fund allocation by permitting inter-head budget transfers within disaster funds. This would ensure optimal utilisation of resources, especially in cases where certain allocations remain unspent, it noted.
Additionally, the state said it has requested approval to construct dedicated buildings for District Disaster Management Authorities (DDMAs) in every district — a move currently not permitted under existing SDRF and SDMF guidelines.
A demand has also been made to allocate 1% of the fund for administrative expenses, which would support the creation of a more robust and responsive administrative framework for disaster management.
These proposals are driven by the CM's vision of making disaster management more flexible, efficient and people-centric. With the approval and implementation of these recommendations, the state is poised to become a model for disaster management nationwide, ensuring the safety and well-being of millions of its citizens.

He also instructed the urban development department to ensure that the names of local public representatives are inscribed on the foundation plaques of the projects undertaken in their areas. As part of the ongoing 'Mandalvaar Samvad' series initiated by the CM, representatives from six districts—Kanpur Nagar, Kanpur Dehat, Farrukhabad, Kannauj, Etawah, and Auraiya—were invited to participate in the meeting. Yogi Adityanath engaged with each MP and MLA, seeking detailed insights on the ground realities of their constituencies, local expectations, progress of developmental projects, and coordination with the administration. He underlined the pivotal role of the Kanpur division in the balanced and sustainable development of Uttar Pradesh. The division, he noted, is not only the industrial and educational hub of the state but also a centre of cultural richness, historical depth, and active public leadership. Reiterating the importance of elected representatives, the CM stated that they are the most dependable bridge between the government and the people. Their insights and suggestions should not be limited to documentation but should be integrated into the design and implementation of government schemes, he added. Yogi urged officials to treat experiences and feedback of public representatives as living inputs for policy formulation. Describing Kanpur division as a 'pioneer of development', the CM expressed confidence that it will soon emerge as a model for not just Uttar Pradesh but for the entire country.

India's first private AI university launched in UP, 1.5 lakh to be trained monthly
Chief Minister Yogi Adityanath on Saturday inaugurated India's first private Artificial Intelligence-augmented multidisciplinary university in Uttar Pradesh's Unnao. The university has been set up by Chandigarh University. According to an official statement, the state is implementing Artificial Intelligence (AI) in several areas, including education, security, agriculture, administration and industry. This includes youth, teachers, village leaders, government workers and farmers. AI-enabled CCTV cameras, automatic number plate recognition, SOS alert systems, and facial recognition technology have been installed in 17 city corporations. Furthermore, the Revenue Department is using satellite imaging and AI to manage land records, carry out village-level digital mapping, and support more efficient land is also being used in prison and mining operations. Big win for UP's urban poor: PMAY gets Rs 12,031 Cr boost
Lucknow, July 26 (UNI) In a major push towards 'Housing for All', the double engine government has secured financial approval of Rs 12,031 crore under PMAY (Urban) Mission 2.0, officials here on Saturday said. This funding will help provide pucca houses to urban poor across Uttar Pradesh, with Chief Minister Yogi Adityanath directing strict measures to ensure transparency and quality in construction. To ensure transparency and quality, geo-tagging and photographic documentation of each house will be mandatory under PMAY (Urban). This will allow real-time monitoring of construction at every stage. Additionally, all houses will be built with disaster-resilient features to protect against earthquakes, floods, and other calamities, making safety a core part of the scheme. Under the scheme, the Central and State governments are sharing costs in a 60:40 ratio to ease the financial burden on Uttar Pradesh. Each eligible beneficiary will receive Rs 2.5 lakh in assistance to help build a permanent (pucca) house. Launched on September 1, 2024, Pradhan Mantri Awas Yojana (Urban) Mission 2.0 aims to ensure pucca houses for all families by the set deadline.
