Consumer Boycotts target DEI retreats—are they working? What we know.
Consumer boycotts are targeting companies like Amazon and Target, who've rolled back DEI initiatives, but are they working? Here's what we know.
A leader in the Black faith community who has been spearheading a consumer boycott of Target is expanding his group's efforts to put pressure on another retailer he said has retreated from diversity, equity and inclusion.
Next up is an electronic protest of Dollar General starting immediately. The protest will entail flooding the discount retailer's email account and phone lines and a social media campaign to get it to change course.
At the same time, Jamal-Harrison Bryant, senior pastor of New Birth Missionary Baptist Church in Stonecrest, Georgia, who led what started as a "Target Fast" during Lent that was extended into a longer boycott, said his group is moving to a "Target blackout" that will be indefinite.
"Target is canceled since they have betrayed and walked away from our community, and we've gone on from there,'' Bryant told USA TODAY in an exclusive interview. "We're done with Target, and then our next focus will be around Dollar General."
Why is the group protesting Dollar General?
Bryant said Dollar General has also "walked away from DEI and have said absolutely nothing."
"Like other corporations, Dollar General has bowed to pressure from the Trump administration and rolled back their diversity, equity and inclusion initiatives," Bryant said. "Dollar General also needs to be held accountable for failing to invest in the very Black and low-income communities that make up the backbone of their customer base. This isn't just a corporate retreat − it's a betrayal of the people they profit from.'
The call to action for Dollar General will be different from Target's, Bryant said. Instead of boycotting shopping at Dollar General, the group is calling for "a mass technological campaign of telephone and e-mail and social media." Supporters will be encouraged to clog the retailer's phone lines and email and use social media to pressure Dollar General to reinstate its DEI initiatives, Bryant said.
Shoppers who want to stay away from Dollar General can, but Bryant is not calling for a full boycott because "a lot of our family members in rural communities are at the hands of Dollar General because of food deserts that bring a whole other conversation."
In parts of the country where Dollar General locations are in a "food desert," or an area where access to fresh fruits and vegetables are limited, the store may be the only place people "can get produce and vegetation, and so we'll be shifting the approach ... so that we can really make an impact without having an adverse impact on those who really need a Dollar General," Bryant said.
There are more than 20,000 Dollar General stores in the United States as of April, the company said on its website.
The effort begins immediately, Bryant said.
Bryant's group wants Dollar General to restore and strengthen DEI infrastructure, create a community reinvestment fund, expand contracts to Black-owned vendors and address systemic racism within Dollar General's corporate culture.
Bryant said he believes the electronic protest can put pressure on Dollar General even if some who participate don't actually shop at the retailer.
"The reality is the amount of people who protest Tesla dealerships, those people don't drive Teslas," Bryant said. "The impact of the brand is still tarnished, so we think we've found there's more than one way to skin a cat."
What is the Target boycott?
Two boycotts have been aimed specifically at Target – one that began on Feb. 1 to coincide with Black History Month, then Bryant's action.
The first indefinite Target boycott was launched at the start of February by Minnesota activists, including Nekima Levy Armstrong, a civil rights attorney and founder of the Racial Justice Network. Armstrong has told USA TODAY that Target's DEI retreat was a slap in the face to many Black shoppers who supported the retailer.
Separately, consumer boycotts also have been led by The People's Union, which organized a one-day economic blackout of all consumer spending Feb. 28. The group has since held several weekly boycotts of other businesses and supported a three-day economic blackout in April.
The Latino community has also been active on social media, using the hashtag #LatinoFreeze to encourage supporters to "hold your money'' amid freezes on DEI initiatives, reduced funding for the National Institutes of Health and actions on immigration.
On May 25, Bryant's group partnered with more than 50 Black churches around the country to peacefully protest outside Target stores on the anniversary of the murder of George Floyd in Minneapolis in 2020 to continue to pressure the retailer to reinstate its DEI initiatives and meet the four demands of Bryant's organization. Those also include investing in Black-owned banks and establishing retail centers at historically Black colleges and universities.
How has Target reacted to the consumer boycotts?
On April 17, the Rev. Al Sharpton, founder and president of the National Action Network (NAN), met with Target CEO Brian Cornell at Cornell's request. Bryant, who was at the meeting, told USA TODAY a commitment to reestablish a $2 billion pledge to invest in Black-owned brands and businesses was underway, and Cornell said at the meeting that it would be complete by July 31. No announcements have been made by Target, and a Target spokesman said the goal would be completed within the year. Bryant said that because the other three demands have not been met, the Target blackout will move on.
Target is "suspended indefinitely," Bryant said, adding that he is always "amenable to meet."
On May 16, Target told USA TODAY in a statement: "We are absolutely dedicated to fostering inclusivity for everyone – our team members, our guests and our supply partners. To do that, we're focusing on what we do best: providing the best retail experience for the more than 2,000 communities we're proud to serve."
How have the Target boycotts affected the retailer?
Target stock has plummeted since earlier this year. On Jan. 31, before the first boycott began on Feb. 1, shares closed at $137.91. It reached a low of $88.76 on April 8, a 35.6% drop.
In-person foot traffic at Target has also been affected, according to Placer.ai, which uses a panel of tens of millions of devices and employs machine learning to make estimations for in-store visits. Traffic dropped as much as 8.10% the week of Feb. 17 and has ebbed and flowed, sometimes increasing. Traffic was down 2.1% the week of May 12, according to the latest information available.
Target also slashed its annual forecast during its last earnings report on May 21, reporting a sharp fall in quarterly same-store sales as customers pulled back on purchases because of worries about inflation and the economy. Target also acknowledged that its performance was affected by the consumer boycotts.

Will the Black faith community scrutinize other businesses?
Bryant said his group's efforts will expand to other businesses that have rolled back DEI initiatives.
"Any organization or company that is adverse to our community is on the list. It is just so exhaustive that we start strategically, and it is better to focus on one at a time," he said.
Bryant said he has been grateful to supporters who have stayed away from Target as well as expressed their displeasure on social media.
"I'm grateful for every post on TikTok and Instagram and Snapchat and Facebook,'' Bryant said. "They are really the unsung heroes that helped make this happen."

The rain drizzled down as Terrence Cribbs-Lorrant peeled back the plastic bags unveiling a swastika and racist slurs that cover a mural of Jackie Robinson at the historic Dorsey Park in Overtown, hallowed grounds where Negro League players once played ball. The racist epithets — including a swastika and N***** spray-painted onto the concrete walls surrounding the park — were reported to the Miami Police on Monday afternoon in what the community and police are calling a hate crime. The park is located at Northwest 17th Street and Northwest First Avenue. 'We need the community to uncover the hurt and the hatred that is existing,' Cribbs Lorrant, director of Miami's Black Police Precinct and Courthouse Museum, told reporters at a Tuesday morning press conference. The mural's defacing galvanized the Overtown community, with members of the Overtown Business Association, the museum and others calling for more of a police presence around the park, once home to the Negro Leagues' Ethiopian Clowns. 'We're going to increase police patrols,' Miami Police Commander A. Cooper told the small crowd inside Dorsey Memorial Library. 'We're going to make sure we also partner with some of our specialized units to bring more presence, more enforcement in the key hot spots in Overtown.' The murals have been up since 2011 and were spearheaded by URGENT Inc., a youth development organization based in Overtown, along with funding from the Knight Arts Challenge. This is the first time they have been defaced, said Saliha Nelson, the founder and CEO of URGENT. Nelson's brother Kadir Nelson painted some of the murals that adorn the park, including that of Satchel Page, James 'Biz' Mackey and Josh Gibson — all stars of the Negro Leagues, which began in 1920 to counter Major League Baseball excluding Blacks from playing professional ball. Jackie Robinson played for the Negro Leagues' Kansas City Monarchs in 1945, before signing with the Los Angeles Dodgers in the winter of 1945, becoming Major League Baseball's first Black ballplayer. 'I was really floored and appalled that someone would have the audacity to come and deface in such a derogatory, mean-spirited way,' Saliha Nelson told the Miami Herald.

Santa Ono rejected for University of Florida presidency amid conservative backlash
ST. PETERSBURG, Fla. (AP) — Longtime academic Santa Ono was rejected Tuesday for the University of Florida presidency by the state university system board amid sharp criticism from political conservatives about his past support for diversity, equity and inclusion programs and other initiatives they view as unacceptable liberal ideology. The Florida Board of Governors, which oversees the state's universities, voted 10-6 against Ono, who was most recently president of the University of Michigan. The University of Florida Board of Trustees had voted unanimously in May to approve Ono as the school's 14th president, and it is unprecedented for the governors to reverse such an action. Now the search will start all over. Ono's proposed contract included a number of ideological requirements, such as how well he stopped programs that focus on diversity, equity and inclusion, or DEI. He was to cooperate with Gov. Ron DeSantis' Office of Government Efficiency — similar to the office created by President Donald Trump — and appoint other university officials and deans who are 'firmly aligned' with Florida's approach. Several prominent conservatives raised questions about Ono before the vote over pro-Palestinian protests, climate change efforts, gender ideology and DEI programs at the University of Michigan and his previous academic positions. These actions, Republican U.S. Sen. Rick Scott of Florida said on the X social platform, show 'he is willing to appease and prioritize far-left activists over ensuring students are protected and receive a quality education.' Others raising objections include Donald Trump Jr. and Florida GOP U.S. Reps. Byron Donalds, Greg Steube and Jimmy Patronis. Donalds is a Republican candidate for governor. Writing in Inside Higher Ed, Ono said he supported DEI initiatives at first because they aim was 'equal opportunity and fairness for every student.' 'But over time, I saw how DEI became something else — more about ideology, division and bureaucracy, not student success,' Ono wrote, adding that he eventually limited DEI offices at Michigan. 'I believe in Florida's vision for higher education.' DeSantis, a Republican who has pushed reforms in higher education to eliminate what he calls 'woke' policies such as DEI, did not take a public stand on Ono but did say at a recent news conference that some of his statements made the governor 'cringe.' Ono faced similar pointed questions at Tuesday's meeting — especially from former Republican state House speakers Paul Renner and Jose Oliva — leading board member Charles Lydecker to object to the procedure. 'We have never used this as a forum to interrogate. This is not a court of law. Candidly, this process does not seem fair to me,' Lydecker said. Oliva, however, questioned how to square Ono's many past statements about hot-button cultural issues with his more conservative stance now that he sought the Florida job. 'Now we are told to believe you are now abandoning an entire ideological architecture,' Oliva said. 'We are asking someone to lead our flagship university. I don't understand how it becomes unfair.' Florida Board of Governors rejects Santa Ono as University of Florida president
(This is a breaking news story and will be updated.) The Florida Board of Governors during its June 3 meeting in Orlando voted against the confirmation of Dr. Santa Ono as the University of Florida's next president. The decision by the 17-member board, which serves as the governing body for the state's 12 public universities, comes a week after UF's Board of Trustees unanimously approved Ono for president on May 27. Ono was grilled by governors for nearly three hours on his past support of diversity, equity and inclusion programs during his time as president of the University of Michigan, and for allowing an encampment of pro-Palestinian protesters to remain on campus for a month. He also was questioned at length about his views on antisemitism, and holistic versus merit-based admissions. The selection of Ono had faced intense backlash from some Republican lawmakers after he was announced on May 4 as the sole finalist by UF's Presidential Search Committee, including from U.S. Reps. Greg Steube, R-Bradenton, Byron Donalds, R-Naples, and Jimmy Patronis, R-Panama City. "@UF sets the benchmark for education nationwide. There's too much smoke with Santa Ono. We need a leader, not a DEI acolyte. Leave the Ann Arbor thinking in Ann Arbor," Patronis posted June 2 on X. Former Florida governor and current U.S. Sen. Rick Scott in a June 2 press release said he has "serious concerns about Santa Ono's nomination," and Donald Trump Jr. questioned on X whether "the decision makers at @UF lost their minds!???" Florida Gov. Ron DeSantis signed a bill in 2023 banning DEI initiatives in public colleges. He said during a news conference on May 29 that while some of Ono's past statements have made him "cringe," he planned to leave the decision of Ono's confirmation to the members of the Board of Governors, most of whom he appointed. Ono has said multiple times since being announced as the finalist that while he previously supported DEI programs, he now believes they do more harm than good. He closed Michigan's DEI offices in March, and said before being confirmed by the UF board that DEI will never return to UF's campus while he is president. 'The fact is some of my past remarks about DEI do not reflect what I believe, and that evolution did not take place overnight and it was shaped over a year and a half of thinking, discussions, listening to faculty, staff and students and their thoughts on the DEI program," Ono said. In a prepared statement during his meeting with UF's Board of Trustees on May 27, Ono said he is "committed to combating antisemitism on campus." "Let me be very clear: based on my experience, I believe that antisemitism is not just one form of hatred among many — it is a uniquely virulent and persistent threat, especially on college campuses today." Ono was scheduled to sign a five-year contract with an initial base salary of $1.5 million. With annual performance and retention bonuses, Ono could have earned as much as $15 million over the life of the contract, making him one of the highest paid public university presidents in the country.
