Singapore companies must go global despite ongoing trade turbulence: SBF returning chairman SS Teo

[SINGAPORE] In his second tenure as Singapore Business Federation (SBF) chairman, Teo Siong Seng is prioritising efforts to push businesses to venture into new markets.
In the face of global uncertainties and trade tensions, he stressed that companies can no longer rely exclusively on a few established major markets, such as the United States, for growth.
'While the environment is so complicated and fast changing, we have to be confident that Singapore companies do have a good reputation in terms of their quality of services and goods,' he said.
He urged businesses to 'break out of their comfort zone' and actively pursue new opportunities in emerging markets, particularly in South-east Asia, Africa and the Middle East.
This was one of the key priorities Teo shared in his first media interview since he was reappointed as chairman on May 20.
He succeeded Lim Ming Yan, who stepped down early from his third consecutive two-year term to focus on his new role as chairman of Changi Airport Group.

The appointment marks Teo's second stint as SBF chairman, having previously held the position from 2014 to 2020.
The 70-year-old shipping veteran, known among industry peers as SS Teo, is the first person in SBF's history to return to the role.
Predecessor to successor
Though Teo stepped down from his post five years ago, he told The Business Times that he has remained active in the organisation.
Past council members are often consulted and engaged on matters, even after they step down from their posts, he noted.
In 2024, Teo was appointed chair of SBF's Internationalisation Action Committee, which supports local companies to scale up their business overseas.
He was chosen due to his experience as executive chairman of Pacific International Lines, a home-grown shipping company with operations in South-east Asia, the Middle East, Africa, and Latin America.
Teo's experience in internationalisation is also a key reason SBF saw him as a strong fit to return as chairman, as it aligns with the chamber's 2030 plan to promote overseas expansion.
Asked if he will serve as an interim chairman until another successor is found, Teo replied: 'We will always be looking out for a successor, and you will know in due course.'
He noted, however, that while previous SBF chairmen typically completed three two-year terms, the rapidly changing external environment means this may no longer be the case.
Going global
Though only five years have passed since he was last chairman, Teo noted that outside factors have transformed significantly.
'I would say that in my first six years of SBF chairmanship, the majority of the time, (Singapore's) economy was growing and there was free trade,' he said. At the time, the chamber's main priorities were growing its membership and leading business delegations.
However, since the Covid-19 pandemic, global crises have become shorter yet more frequent. Teo, who stepped down during the pandemic, is back at the helm amid a wave of trade tensions, triggered by US President Donald Trump's 'Liberation Day' tariffs.
In light of these challenges, businesses in the Republic must seek out like-minded partners and pursue overseas opportunities. 'If they do nothing, they will be marginalised,' he warned.
To support this push, SBF will intensify its efforts to organise more trade missions, helping local companies explore promising international markets.
These missions typically bring together Singapore firms that have successfully expanded abroad to share their experience, as well as provide networking opportunities with local businesses in the target markets.
This year, SBF plans to lead trade missions to Dubai, Saudi Arabia, Africa, and Latin America.
According to Teo, interest in these missions has grown in recent years, thanks to the advocacy efforts of business chambers such as SBF in making companies more open to overseas expansion.
SBF also plans to launch two new Singapore Enterprise Centres (SECs) this year – one in Bengaluru, India, set to open in the third quarter; and another in Dubai, scheduled for the fourth quarter.
These international centres support businesses to expand overseas through providing advice on the market, business matching, and networking opportunities, under the chamber's GlobalConnect programme.
The SECs in Vietnam, Indonesia and Thailand have successfully helped companies in the city-state to expand to these markets, said Teo.
When it comes to sectors that can seize opportunities in these emerging markets, Teo highlighted education, lifestyle, food manufacturing, and accommodation.
The new Johor-Singapore Special Economic Zone is another opportunity for firms. For instance, food-manufacturing companies can consider opening facilities in Johor to scale up production, he said.
Trump's tariffs
Another priority for Teo is to help Singapore firms navigate the uncertainties caused by the US tariffs.
According to a survey by SBF in May, over a third of local businesses are already feeling the impact of the global tariff war, with nearly 90 per cent expecting to experience its effects within the next six months.
Many companies have also communicated to the chamber their need for larger and longer-term financing to weather these trade challenges, as they are uncertain if they can sell their inventory during this period of uncertainty.
Teo, who is now a member of the Singapore Economic Resilience Taskforce chaired by Deputy Prime Minister Gan Kim Yong, plans to raise these concerns with the taskforce.
In addition, SBF intends to enhance educational efforts to improve businesses' understanding of how tariffs are applied and the role of free trade agreements – areas Teo noted many companies remain unfamiliar with.
In May, the chamber's Centre for the Future of Trade and Investment launched a digital playbook aimed at helping businesses understand, respond to, and plan for the impact of the US tariffs.
In addition, SBF offers tailored advice to companies facing specific challenges and is working on launching a mentorship programme. This initiative will connect experienced business leaders with younger companies, including startups, to provide hands-on guidance.
In particular, it has been actively supporting the trading sector, which has been particularly affected by the ongoing tariff situation.
Beyond these immediate-term priorities, Teo will continue with efforts to help businesses transform, in areas of sustainability and digitalisation.
For instance, the chamber has a committee which advises small and medium-sized enterprises on how to adopt sustainability measures more meaningfully.
As for digitalisation, SBF is looking at how to help companies adopt artificial intelligence without breaking the bank.

PHOTO: ST FILE SINGAPORE - Minority shareholders of Singapore Paincare Holdings, which has received a privatisation offer, should wait for a report to be released by an appointed independent financial adviser before selling their shares on the open market , said the Securities Investors Association (Singapore), or Sias, on June 4. Shareholders who do sell on the open market will not have recourse if the privatisation offer price is subsequently revised upwards, Sias added. It also reminded shareholders that 'for a delisting to take place, the IFA has to conclude that the offer is both fair and reasonable'. Singapore Paincare, a local medical services company, has received a privatisation offer from Advance Bridge Healthcare at 16 cents a share, valuing the company at about $27 million. This was announced after the firm requested a trading halt on May 27. The offer represents a 27 per cent premium over its last traded price and 77.8 per cent above its share price in March 2024, when a potential deal was first announced. Singapore Paincare will be delisted from the Singapore Exchange's Catalist board if the deal is successful. According to guidelines by Singapore Exchange Regulation, an offer is 'fair' if the value of the offer price is greater than or equal to the value of the securities subject to the offer. Securities are tradeable financial assets such as shares in a company. How 'reasonable' an offer is depends on factors such as the concentration of pre-existing voting power in the securities of the issuer, the market liquidity of those securities and the likelihood of an alternative offer being made. Sias noted that Singapore Paincare was listed at 22 cents per share in July 2020 during Covid-19 when valuations were depressed and when the Straits Times Index (STI) was trading at around 2,500. Sias added that the company now wishes to delist at 16 cents per share when the STI is trading at around 3,900. The company's initial public offering (IPO) price of 22 cents was also a 123 per cent premium on the group's unaudited net asset value per share of about 9.86 cents on Dec 31, Sias noted. It added that the price offered under the scheme of arrangement is at a slight discount to the company's audited net asset value per share of 16.6 cents as at June 30, 2024, while the unaudited net asset value stands at 16.3 cents per share as at Dec 31, 2024. 'If the same IPO premium was to be applied now, the privatisation price should be around 36 cents to 37 cents,' Sias said, noting that 'well-managed healthcare companies generally trade at premiums to their net asset value'. It added that the deal is conducted through a scheme of arrangement, which means the approval of the scheme has to be approved by more than 50 per cent of those present and voting at the scheme meeting, and by more than 75 per cent in value of the shares held by shareholders voting. 'Sias would like to remind all offerors to treat shareholders fairly... As such, they should therefore make offers that are fair and reasonable when subsequently delisting,' it said. [SYDNEY] Virgin Australia is set to return to the stock market after a five-year absence, with the Bain Capital-owned airline launching a A$685 million (S$572 million) initial public offering on Wednesday (Jun 4) amid a rebound in domestic tourism. The offering, Australia's largest for the year so far, will see Bain's stake drop to 39.4 per cent from about 70 per cent, while Qatar Airways, which recently bought into the airline, will retain a 23 per cent holding, according to a deal term sheet seen by Reuters. It's one of the most closely watched deals in Australia in years as a successful listing will be seen as a vote of confidence in prospects for a solid recovery in the nation's consumer spending. The shares will offered at a fixed price of A$2.90 per share, the term sheet showed, valuing the company at A$2.32 billion on a fully diluted basis. Bain, which bought Virgin for A$3.5 billion including liabilities, declined to comment on the deal details outlined in the term sheet. The US private equity company acquired the airline in 2020 after it went into voluntary administration, hit hard by Covid-induced travel restrictions. Investors lodged indicative bids for Virgin before book building began that would cover the size of the deal, a bookrunner's message sent on Wednesday showed. Domestic travel demand is also recovering, helped by two recent interest rate cuts. That in turn has contributed to shares in rival Qantas trading at a record high. Australia's ASX200 is also trading close to an all-time peak reached in February. As part of its revival efforts over the last few years, Virgin pared back its international business. But it is due to resume long-haul flights through its partnership with state-owned Qatar. The two airlines are planning 28 new weekly return services between Doha and major Australian airports. In March, 5.1 million passengers were carried on domestic commercial airlines in Australia, official figures show. That's a slight dip on last year but more than a four-fold increase from the peak of Covid in mid-2021. 'Ongoing strong local demand, slow overall capacity growth and reduced competition in the domestic market have also benefited the revived Virgin Australia,' said Simon Elsegood, head of research at CAPA Centre for Aviation. He noted that the failures of rivals Bonza and REX in the mainline jet market have only benefited Virgin and Qantas. Virgin has a domestic market share of 34.4 per cent as of March, not far behind Qantas which had 37.5 per cent, according to an Australian Competition and Consumer Commission report. The airline's IPO is being carried out through a front-end book-building process, which means investor bids are taken ahead of the prospectus being reviewed and approved by Australian regulators. Institutional investors will be allowed to lodge their bids for the shares until Thursday and the stock is due to start trading on June 24, the term sheet showed. The deal will be the largest IPO in Australia since DigiCo Infrastructure Reit raised A$2 billion in December. DigiCo's shares are trading down about 30 per cent since its market debut. REUTERS

BAIN Capital-owned Virgin Australia is looking to raise A$685 million (S$442.7 million) in an initial public offering, according to a term sheet seen by Reuters on Wednesday. The company has set the offer price at A$2.90 per share and the offer size reflects 30 per cent of Virgin's total issued capital. Bain Capital did not immediately respond to a Reuters request for comment. The airline, Australia's second largest behind Qantas, will sell 236.2 million shares in the IPO to value the company at A$2.32 billion on a fully diluted basis, the term sheet showed.
