City-owned public diners could help fund food insecurity

City-owned public diners should be explored as a solution to help fight food insecurity in Edinburgh, according to a councillor.
Councils across the UK used to run public, low-cost diners for residents, but the last of them closed in the 1970s.
Now, Green councillor Dan Heap, representing Sighthill/Gorgie, wants to see Edinburgh explore bringing them back through a six month trial run.
He told the Local Democracy Reporting Service: 'The idea is that you have a place where you can access a basic meal.
'It won't be a gourmet meal, but it will be a healthy meal produced with local ingredients. You can get a reasonable price.
'It will be designed to be not for profit, and that will be reflected in the price, It's meant to help people access local, healthy food, which is not always easy at the moment, given the cost of living and given food prices.'
In a motion Cllr Heap has put forward to the next full Edinburgh Council meeting, he proposes a six month trial run of one restaurant, providing meals for at least one afternoon and one evening a week.
According to the motion, it would involve a 'small range of simple and healthy meals' with locally sourced ingredients, including at least one vegan option.
A report by a charity published in 2022 found that an estimated 30,000 people in Edinburgh went hungry due to a lack of money in 2020.
And UK government figures published this year showed that 11% of Scottish households struggled with low food security in 2022-23.
Public diners in the UK started during the second World War, as a means of helping to keep the public fed.
At their height, over 2,100 such public diners existed throughout the country, run mostly by local authorities.
Often known as 'British restaurants', the vast majority of them were financially self sustaining, using massive economies of scale to help drive down prices.
Hundreds continued running after the war, mostly in council ownership, with the last one in Cambridge closing in the mid 1970s.
Some councils today do own restaurants and pubs, but to date no local authority has tried to bring back the concept of a public diner.
Heap's motion comes on the heels of a report by food charity Nourish Scotland which encourages councils to bring back public diners.
The charity sees public diners as a way of both helping to combat food insecurity across the country and providing places for communities to come together.
Heap says that the concept of a public diner already exists in Edinburgh, through canteens in schools and businesses.
For him, the idea is worth being made universal, so that everybody in society can benefit from it.
Nourish Scotland points to the success of similar schemes in Poland and Singapore, where the state to this day helps to fund low-cost restaurants available to the public.
In Poland, 'milk bars' – canteens that provide low-price, mostly vegetarian meals, have existed for over a century.
Today, the state subsidises 70% of the price of most meals they offer, providing a low-cost dining option for anyone who wants it.
And in Singapore, the state runs over 100 'hawker centres', dining halls where street vendors can sell food.
Rents are controlled for vendors, and the state controls prices of some staple foods and provides most of the utilities and amenities needed for them to function.
In both countries, the cheap public food options also provide a place for community to flourish, with families and groups of friends often visiting the same milk bars or hawker centres on a weekly or daily basis.
Heap believes this would be an important element of any public diner scheme that Edinburgh might eventually roll out.
He said: 'Why should people not have the chance to go out once a week for a meal? Lots of people have the ability to do that. Some people don't.
'I think there's something in getting people out to a place where they can socialise, where they don't have to do the washing up after.
'I think it's not just access to food, because you can do that through other means, like food banks. There's something a bit extra that this adds.
'It's an idea whose time has come.'

A vast fortune to be made for the UK, and far lower energy costs for the people!' Mr Swinney had dinner with the President who was flanked at the table at Trump MacLeod House & Lodge – named after Mr Trump's Scottish mother, Mary Anne MacLeod Trump – in the Menie estate alongside Prime Minister Sir Keir Starmer. Asked if the President pressed Mr Swinney to back new oil and gas licenses during the two-hour event, the First Minister said: 'He didn't. He didn't press me to do that. Mr Swinney had dinner with Mr Trump for around two hours where the First Minister made the case for exempting Scotch whisky from US tariffs, while a shorter discussion on Tuesday morning focused on what Mr Swinney said was the 'humanitarian catastrophe' in Gaza. During his trip – his first since 2023 and first since winning re-election – Mr Trump repeatedly referred to Aberdeen as 'the oil capital of Europe'. The US President campaigned on 'drill baby drill' during his election campaign last year. He has been outspoken in his dislike of 'windmills', having taken the Scottish Government to court over an offshore wind farm near his Aberdeenshire estate. Mr Trump said Scotland had the 'ugliest windmills I've ever seen', describing them as 'ugly monsters' that were 'destroying the beauty' of the country. Britain set for minor boost as world economy growth forecast upgraded despite Trump tariffs

The world economy will grow faster than expected after the impact of Donald Trump 's tariff war waned and imports to the US surged, new projections show. Britain is in line for a small boost with the IMF upgrading its growth predictions by just 0.1 per cent for 2025. Growth is expected to sit at 1.2 per cent this year and 1.4 per cent for 2026, the International Monetary Fund's (IMF) latest World Economic Outlook forecasts. It came as the IMF said the global economy would be more resilient than it expected in May. Global growth is set to be 3 per cent this year and 3.1 per cent next year, up from 2.8 per cent and 3 per cent respectively. Like Britain, Germany and Italy have both had their growth upgraded by 0.1 per cent for 2025, and received no upgrade for 2026. Meanwhile, Canada was handed a marginally bigger upgrade of 0.2 per cent in 2025 and 0.3 per cent in 2026, taking its growth to 1.6 per cent in 2025 and 1.9 per cent in 2026. The world growth upgrade reflects what the IMF called front-loading in recent months, with countries rushing to ship goods to the US to get ahead of Mr Trump's tariffs. This has happened as businesses and households tried to prepare for planned increases to US tariff rates, following Mr Trump's "liberation day" announcements in April, according to the report. The IMF said front-loading had "shaped economic activity in the first half of the year", adding that it was "creating exposures that could amplify the impact of any potential negative shocks". For example, firms could end up having too much stock, therefore pushing down future imports, or it could lead to additional holding costs or the risk of items becoming obsolete. Meanwhile, the growth upgrade since April was also driven by US tariffs being lowered since higher rates were first announced by Mr Trump, alongside improved conditions in the financial markets. This came after the US struck new trade deals, including with the UK and, most recently, the EU. But the UK's growth rate flatlining while trade deals benefited other economies poses fresh questions for Rachel Reeves. The chancellor has been accused of stalling growth with her and Sir Keir Starmer 's economic doom and gloom after taking office last July and through October's tax-hiking Budget. She has a multi-billion pound black hole to fill ahead of this autumn's Budget and is considering a range of potential tax hikes and spending cuts to balance the country's books. The Conservatives said under Labour 'growth is going nowhere', adding that the IMF report confirms that. Shadow chancellor Mel Stride said: 'Business confidence has collapsed all because of the chancellor's reckless economic choices. "You can't tax your way to growth - we need to back British businesses and workers. "Yet Rachel Reeves looks set to do it all over again in the autumn - yet more taxes, yet more pain for our economy." But Ms Reeves said the forecast still forecasts the UK to have the highest growth in the G7. The chancellor said: 'I am determined to unlock Britain's full potential, which is why we are investing billions of pounds through our Plan for Change - in jobs through better city region transport, record funding for affordable homes, as well as backing major projects like Sizewell C to drive economic growth and put more money into people's pockets.' Countries also benefited via the introduction of some higher tariff rates while others were paused until August, notably between China and the US, helping diffuse escalating trade tensions and open the door to negotiations. However, the IMF warned that a "rebound in effective tariff rates could lead to weaker growth" and weigh on wider sentiment. "Elevated uncertainty could start weighing more heavily on activity, also as deadlines for additional tariffs expire without progress on substantial, permanent agreements," the report said. Furthermore, the IMF flagged conflict in the Middle East creating potential risks to global shipping and trade, which could further raise commodity prices like oil. On the other hand, the report found that global growth could be lifted if trade negotiations lead to lower tariffs, ease tensions, and create more certainty and predictability. The IMF also highlighted technological advancements, including the use of artificial intelligence (AI), as a way to further boost growth around the world.

Donald Trump has thanked an unlikely ally for supporting plans for his new golf course during the official opening at his Aberdeenshire resort. The US president did a lacklustre impression of James Bond star Sir Sean Connery 's accent as he addressed guests and the media from the Scottish resort. Referring to difficulties getting the new site approved, Mr Trump said: 'This has been an unbelievable development. "The land, they said it couldn't get zoned, it was an impossibility. "And Sean Connery said 'let the bloody bloke build his golf course'. Once he said that everything came into line.' Mr Trump previously paid tribute to the late Sir Sean after his passing in 2020, saying: 'The legendary actor, 007 Sean Connery, has past (sic) on to even greener fairways. He was quite a guy, and a tough character. I was having a very hard time getting approvals for a big development in Scotland when Sean stepped in and shouted, 'Let him build the damn thing'. 'That was all I needed, everything went swimmingly from there. He was so highly regarded & respected in Scotland and beyond that years of future turmoil was avoided. Sean was a great actor and an even greater man. Sincere condolences to his family!' This is not the first time President Trump has suggested Sir Sean had been influential in getting approval for the new development, although doubts have been raised about the veracity of the claims. In 2008 Connery is reported to have said of the development: 'During tough economic times, this is a major vote of confidence in Scotland's tourist industry and our ability to rise to the challenge. I look forward to seeing a new gem in the north-east that is good for Aberdeenshire and good for Scotland.' But Aberdeenshire councillor Martin Ford, who was chair of the planning committee that initially refused Trump's application to build the resort, told the Guardian: 'Mr Connery was not involved in the due process that led to the granting of planning permission for a golf resort at Menie. He did not submit a letter of representation to the council, appear at the planning hearing, or at the public local inquiry.' Ford added: 'Opinions offered in press articles are not material considerations in decisions on planning applications.' Mr Trump said he discussed Sir Sean's support for the golf course with Scottish first minister John Swinney on Monday night, as the two attended a private dinner. They then met more formally on Tuesday ahead of the opening ceremony for the course. At Tuesday's meeting Mr Swinney raised the plight of Gazans with the US president, pleading for Mr Trump to do more to support those suffering from malnourishment. At the launch of the golf course, Mr Trump said he is "working together" with Israel "to try and get things straightened out" in Gaza amid warnings of severe mass starvation in the enclave. After opening his new golf course in Menie, Aberdeenshire, a reporter from the crowd asked the US president "what will you say next to Benjamin Netanyahu", the prime minister of Israel. "We're working together to try and get things straightened out," Mr Trump said. Earlier during his speech at the course, the US leader said he would fly back to Washington to "put out fires all over the world". Mr Trump's meeting with Mr Swinney came after he spent the day with Sir Keir Starmer, taking more than an hour of media questions alongside the prime minister. The president, seen as one of Israel's strongest supporters, signalled the United States would not object to such a move – giving Sir Keir the green light as pressure mounts on him politically to follow Emmanuel Macron, who last week announced France would do so. In an apparent shift in US backing for Israel, the president also expressed his concern at images and reports of children starving in Gaza, as a ground blockade means only very limited aid is getting through. And he joined calls for Benjamin Netanyahu to soften his tactics in Gaza, saying the Israeli PM 'may have to do it a different way'.
