At present, the subsidy is paid to fertilizer manufacturing companies.
"If implemented, farmers would be free to spend the amount as they see fit," said Chouhan. However, speaking to TOI later on the sidelines of the event, he clarified that the idea is still under consideration. "I wonder if such a system can be worked out," he said.
Chouhan was speaking at the launch of the One Nation, One Agriculture, One Team mission in Nagpur on Sunday.
The ambitious initiative, set to begin on May 29, aims to bridge the gap between agricultural research and ground-level farming practices. Under the plan, 16,000 researchers across the country will spend at least one month in villages to engage directly with farmers, gather insights, and tailor innovations to farmers' needs.
Chouhan criticised companies for coercing farmers into purchasing additional products along with fertilizers.
"Why should farmers be forced to buy other items? It's sheer bullying," he said, referring to the bundling practices commonly adopted by companies.
This season, the agri-input dealers association in Maharashtra has also passed a resolution opposing bundling practices. According to sources, it's a widespread tactic—farmers are often compelled to purchase other inputs as a condition for accessing fertilizers.

Detailing the One Nation, One Agriculture, One Team mission, Chouhan pointed out the disconnect between research agencies, including those under the Indian Council of Agricultural Research (ICAR), and farmers. "There are 11 such agencies in Maharashtra alone. Yet, there is minimal coordination between them. Last year, they released 300 new seed varieties, but farmers are barely aware of any," he said.
He emphasized that scientists should not remain confined to laboratories.
"Let them work in labs for 11 months, but one month must be spent in rural areas. Each scientist should visit two villages daily—one in the morning, one in the evening—and also meet farmers during lunchtime," he said.
The goal is for researchers to inform farmers about recent advancements, understand their challenges, and return with actionable solutions. Chouhan said 2,000 teams, each comprising four researchers, will be formed to execute this mission.

Migrating to US too big of a gamble now, rue students
Hyderabad: The 'Great American Dream' seems to be on the wane among students from the Telugu states aspiring to migrate to the United States for higher education. Worried by a sudden freeze on US visa slots, confusion around the Optional Practical Training (OPT) policy and abrupt revocations of SEVIS (Student and Exchange Visitor Information System) IDs, hundreds of prospective applicants from Telangana and Andhra Pradesh have dropped their US plans — ahead of the popular Fall season. Consultants in Hyderabad that TOI spoke to peg this decline at a significant 60% to 70%. Some even claim that dozens of students have either withdrawn their applications or put them on hold in the last 10 days alone. The Fall intake — stretching from Aug to Sept — typically accounts for nearly 60% of the yearly student traffic from these two southern states to the US, especially in STEM disciplines. In 2024, India sent that largest cohort of students (3.3 lakh approx) to the US, according to the Open Doors Report, and students from Telangana and Andhra Pradesh form the majority with 13%, as per Indian Student Mobility Report by the Univeristy Living. Worst crash ever "The demand has just crashed," said Arvind Manduva, founder of I20Fever Consultancy that has multiple branches across Telangana. "In June alone, we used to process as many as 2,000 applications. This year, we barely touched 400. Normally by now, our teams are neck-deep in last-mile visa documentation. But 2025 is unlike anything we've seen before. Uncertainty has paralysed students, If they do not release visa slots within next two weeks, the ones who are still keen on flying to the US will lose out on this intake," he added. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với mức chênh lệch giá thấp nhất IC Markets Đăng ký Undo Consultants said that even students with I-20 forms (which certifies students' admission to a study program and verifies their ability to financially support themselves) are backing out owing to uncertainty over visa. "Those who booked slots in April are the only ones with a clear path forward. Everyone else is stuck in limbo. The rate of withdrawals is at an all-time high," said Rajni Mankotia of Way2 Abroad Consultancy. OPT bill confusion Adding to the chaos is the proposed bill that could ban or significantly restrict OPT, a key post-study work benefit that many Indian students rely on to repay their educational loans. "Everyone I speak to is advising against going to the US right now. And if OPT goes away, how will we pay back our loans? It's too big a gamble. I'll try again next time," said a 26-year-old woman from Hyderabad who recently withdrew her application from a supply chain management course. Consultants said that only a small group of high-performing students are still pursuing their US dream. "These are students who applied to top-tier universities and are academically strong. They're taking the risk — but they are the exception, not the rule," said Ankit Jain of One Window Overseas Education Consultancy. Sources in the US consulate, meanwhile, said they too are awaiting an official update from Washington DC on the visa issue. "Only after that can we inform students about the next steps," said a source. Alternate destinations In the wake of the US conundrum, local students are turning to alternate destinations — Europe being the most preferred academic hotspot. "The ones withdrawing from US universities are applying to Germany, France, and Luxembourg in large numbers," said Sanjeev Rai from Hyderabad Overseas Consultant. Shubh Sathe, a 28-year-old tech professional from Hyderabad, is among them. "The tuition fee is more affordable, the competition is less, and the visa process is more predictable. I'm seriously exploring these destinations for post-study work opportunities and long-term prospects," he said.

Fraud PIL filed in court, GDA stalls approvals for 137 plots in Swarn Jayanti Puram scheme
Ghaziabad: Ghaziabad Development Authority (GDA) has barred map approvals for 137 plots in the Swarn Jayanti Puram housing scheme, which are currently under litigation in the civil court. The scheme, launched in 1998, sold 1,553 plots of various sizes, but allotment of 137 were cancelled when owners defaulted on instalments. It was alleged that a few GDA officials, in connivance with property dealers, got the allotments of these plots restored between 2005 and 2007 after paying a paltry sum to the original allottees. The officials then got the plots transferred in their names. The irregularities came to light in 2011 when a petition was filed in the high court, alleging that officials had indulged in fraudulent means to restore cancelled plots in the area. The court had directed Moradabad range commissioner to investigate the matter. The inquiry had found some officials, including former secretary and vice chairperson of GDA, were involved in the scam, and FIRs were registered against them in Dec 2017. However, action against officials found involved in the irregularities has been slow. In Oct 2022, Allahabad high court had reprimanded the GDA, saying it "slept over these files without taking any action". by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 경기도 거주자 전용: 무료 영웅 캐릭터를 받으세요! 레이드 섀도우 레전드 Undo Sources said the Authority recently received map approval applications for some of these 137 plots. Subsequently, GDA additional secretary wrote to the town planning department asking it to bar map approvals of any of these 137 plots."There were attempts to get the map approval of 137 plots in the Swarn Jyanti Puram housing scheme, even though there is an ongoing case in the Ghaziabad civil court over plot allotment. The additional secretary has directed the town planner to cancel map approvals for these plots, if any have been cleared already," a GDA official told TOI. The fraud is estimated to have cost the state exchequer a loss of about Rs 3 crore and an additional Rs 30 lakh in stamp duty. TOI earlier reported that the 137 plots were allegedly restored at the sector rate of 1998 — when it ranged between Rs 2,575 per sqm and Rs 2,820 per sqm. But according to the rules, the plots ought to have been restored at the prevailing sector rate of 2005-2007 or 75% of the market value, whichever was higher. The sector rate then was Rs 12,000 per sqm.

In another step forward, India to host Chinese vice minister for talks
Chinese vice foreign minister Sun Weidong is likely to travel to India this week for what will be the second high-level bilateral visit from either side this year, following foreign secretary Vikram Misri's visit to Beijing in January during which Sun and Misri had agreed to a slew of measures aimed at normalizing ties. The 2-day visit by Sun will be the latest reinforcement of the improvement in bilateral ties resulting from the completion of the troop disengagement process in eastern Ladakh, after almost 5 years of a military standoff that wrecked the relationship. This was quickly followed by a meeting of PM Narendra Modi and President Xi Jinping in Russia in October and the resumption of the Special Representatives' (SR) Talks on the Boundary Question 2 months later. ToI has learnt that Sun will arrive in India on Thursday for a 2-day visit that will likely see him calling on NSA Ajit Doval, apart from holding talks under the foreign secretary-vice minister mechanism. Doval is also likely to host the Chinese Special Representative, Wang Yi, who doubles up as foreign minister, later this year for another round of SR talks. The meeting this week will be an important occasion for India and China to review progress on steps announced in January to normalize the relationship. The 2 sides had then agreed to resume the Kailash Mansarovar Yatra in the summer of 2025, an Indian demand that has been fulfilled. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Mix 4 Kitchen Ingredients, Wake Up Thinner Every Morning Health Now Undo While there has also been progress in cooperation on trans-border rivers, both sides are yet to resume direct air services between the 2 countries, something they had agreed to do 'in principle' in January. The 2 sides will likely also touch upon the possibility of a visit by PM Narendra Modi to China in September to cap a year of détente in the bilateral relationship. Modi has been invited for the SCO summit in Tianjin but is yet to confirm his participation. The summit will be preceded by a meeting of the foreign ministers which external affairs minister S Jaishankar is likely to attend. The visit by Sun, who served as ambassador to India when the eastern Ladakh standoff erupted, also signals an intent on the part of both sides to build upon the nascent thaw in the relationship, not allowing India-Pakistan hostilities to come in the way. India wants dialogue mechanisms to be resumed step by step, in a way that allows both sides to address each other's concerns. India is likely to raise its concerns related to trade in the meeting, as it seeks a more transparent and predictable economic and trade relationship. Both sides in the last Misri-Sun meeting had also agreed to facilitate people-to-people exchanges, including media and think-tank interactions.
