NH-66 collapse in Kerala: Centre debars construction and consultancy firms involved

The Union Ministry for Road Transport and Highways has debarred the contractor allegedly responsible for the collapse of a significant portion of the elevated national highway-66 near the Kooriyad bridge in Malappuram district in Kerala on May 19 from participating in future Central government tenders.
Indian Union Muslim League (IUML) leader and Lok Sabha member from Malappuram, E.T. Muhammed Basheer, told reporters in New Delhi on Thursday (May 22, 2025) that the action transpired after he met with Union Minister Nitin Gadkari at the latter's office in New Delhi on Wednesday and apprised him of the public safety risk posed by the arterial NH-66's 'structural flaws' in Malappuram, Kozhikode, Kasaragod and Thrissur districts.
He said Mr Gadkari deputed an expert committee headed by retired IIT-Delhi professor G.V. Rao, which consisted of technical experts Jimmy Thomas and Anil Dixit, to conduct a preliminary inquiry. Based on their prefatory report, the Central government blacklisted the Andhra Pradesh-based construction company KNR Constructions.
The Centre also barred the consultant firm, Highway Engineering Consultant (HEC), from participating in future construction tenders floated by the Union government. The Centre also brought two company officials under the ambit of its ongoing inquiry into the highway collapse.
Mr Basheer stated that the Centre also withdrew the bank guarantees for the two firms. He said Mr Gadkari promised to conduct a safety audit of NH-66 passing through north Kerala and send teams to examine stretches under construction. He said the Centre would recover the cost of the upcoming rectification works from KNR Constructions and HEC.
DPR questioned
Meanwhile, the National Highway Authority of India (NHAI) resident engineer, Manoj Kumar, told reporters in Malappuram that the Detailed Project Report (DPR) submitted to the NHAI appeared faulty. For one, the DPR had no provision for underpasses to ensure the connectivity of residents on either side of the walled-off elevated NH-66 at Kuriyadi.
Suresh Gopi, MP, cast doubts on DPR's soundness in Thrissur. Speaking to reporters. Mr Gopi alleged that some vested interests had altered the DPR three times to suit their interests at the expense of the local environment.
UDF charge
Kerala's Leader of the Opposition V D Satheesan said the United Democratic Front (UDF) had flagged the unscientific and environmentally destructive design of the NH-66 passing through paddies and wetlands. He said the designers failed to assess the environmental impact before finalising the project. 'They failed to conduct soil tests or study the natural water flow or seasonal precipitation', he added.
However, the ruling Left Democratic Front (LDF) ridiculed the UDF's concerns in the Assembly. At the same time, the government took credit for the completion of NH-66. Neither the Centre nor the Kerala government is owning up to responsibility for the structural precariousness of the NH stretches across Kerala', he added.

He said the development reflected the government's efforts under Chief Minister A Revanth Reddy to attract investment and generate employment opportunities for the state's youth. The minister pointed out that the Congress regime had filled over 60,000 posts in the government sector and attracted investment worth over Rs 3 lakh crore in the last 18 months, which, he said, led to the creation of more than one lakh private sector jobs. Sridhar Babu added that the two UAE firms had expressed interest in investing an additional Rs 24,000 crore over the next three years in areas such as biotechnology, artificial intelligence, data centres, defence, energy, fintech and public infrastructure. In biotechnology, the focus would be on reducing sugar in consumables, anti-diabetic innovations, food management products and large-scale projects like 'Fourth City' and 'AI City'.

NEW DELHI: As Prime Minister Narendra Modi completed 11 years in office, Chief Minister Rekha Gupta praised the Centre for its development and relief initiatives in the national capital. She met the Prime Minister and handed over documents detailing how central government schemes have benefitted Delhi and how her administration has implemented them. Addressing a joint press conference with Delhi BJP President Virendra Sachdeva on the occasion of PM Modi's 'Sankalp se Siddhi' (Resolution to Achievement) journey, the Delhi CM Rekha Gupta said, 'This is the first government in India's history that enjoys the trust of every citizen. People believe that 'Modi hai to mumkin hai' — Modi makes the impossible possible.' Gupta criticised the previous Delhi government, particularly during the Covid-19 pandemic. 'The then state government issued only 97 death certificates, while the crematoriums were overflowing. It is regrettable that many deaths weren't even recorded. The only help Delhi received during that crisis came from the Modi government,' she said. Highlighting healthcare contributions, chief minister said the Centre's health infrastructure, particularly AIIMS, serves around 5 lakh OPD cases annually in Delhi, easing the load on city hospitals. She pointed out that corruption in the health sector has been curbed and 1,500 nurses have been permanently appointed. She also noted that over 1,000 people have benefited from the Ayushman Bharat scheme. She further added that Delhi has received road infrastructure projects worth Rs 1.25 lakh crore from the Centre. 'In the first phase, Rs 35,000 crore projects were completed, the second phase worth Rs 64,000 crore is nearing completion, and Rs 24,000 crore worth of projects are planned for the third phase. These roads will become Delhi's lifeline,' the chief minister further said. BJP Delhi President Virendra Sachdeva said the PM has given the country a new governance mantra — 'Reform, Perform, and Transform.' Citing the Chandrayaan mission, India's rise to the world's top five economies, cross-border defense strikes, and the revival of cities like Ayodhya, Kashi, and Ujjain, he said, 'This government has become a symbol of transformation and pride for the nation.'

The Punjab government Tuesday de-empanelled the HDFC Bank citing lack of 'cooperation' and failure to 'implement' orders to carry out 'certain time bound transactions'. In an order issued by the Secretary Expenditure-cum-Director Institutional Finance and Banking, Punjab, the government has asked all the financial commissioners, principal secretaries and administrative secretaries to government of Punjab, heads of the departments of the state government, all divisional commissioners, deputy commissioners and convener of state level bankers committee not to conduct any business with HDFC bank. 'Considering that the HDFC bank has not cooperated with the state government in implementing its order to carry out certain time bound transactions, it has consequently failed to comply… Under such circumstances, it would not be prudent to conduct any government business with the HDFC bank. Accordingly, the HDFC bank is hereby de-empanelled, and the updated list of empanelled banks is enclosed,' reads the order. The order has listed 23 banks which have been empanelled. These are Central Bank, Punjab Gramin Bank, Canara Bank, Punjab National Bank, Punjab and Sind Bank, State Bank of India, Union Bank of India, Bank of India, UCO Bank, Indian Overseas Bank, Indian Bank, IndusInd Bank, ICICI Bank, Bank of Baroda, Axis Bank Limited, IDBI Bank Limited, Capital Small Finance Bank, AU Small Finance Bank, Punjab State Cooperative Bank, Kotak Mahindra Bank, Yes Bank, Federal Bank and Bank of Punjab State Cooperative Bank has been empanelled as a special case. The move comes days after Punjab government asked various departments to deposit the money, released to them, back in the state's treasury to mitigate the fund crunch. A few days ago, the Centre had slashed the borrowing limit of the state by Rs 16,676 crore for the current fiscal. This was considered a major setback for the state that has been able to keep afloat only after taking loans. The state had sought approval for Rs 48,000 crore under the open market borrowing (OMB) limit, but the Centre had imposed a cut of Rs 16,676 crore. The Department of Expenditure under the Union Ministry of Finance had communicated this to the Reserve Bank of India and informed the state government accordingly. The deduction was understood to be due to multiple pending liabilities, including unpaid power subsidies of Rs 5,444 crore, power subsidy arrears of Rs 4,107 crore, additional borrowing linked to the power sector of Rs 4,151.60 crore, and borrowings from previous years worth Rs 1,976 crore. For the first nine months of the financial year, April to December, Punjab had received approval to borrow Rs 21,905 crore against a request for Rs 35,307 crore. For the entire fiscal, the state had sought a gross borrowing limit of Rs 51,117 crore, which included other borrowing components like negotiated loans from NABARD, SIDBI, and transfers from the state provident fund and public accounts. On June 5, an emergency meeting of Chief Secretary had discussed the financial situation. All the departments were asked to pay back the released money immediately.
