Monsoon hits Telangana, but desilting of 300 km stormwater network is yet to be completed

Time of India7 days ago

Hyderabad: Though the monsoon hit the state three days ago, nearly 300 km of the stormwater network is yet to be desilted by Greater Hyderabad civic officials. The accumulated waste in these drains poses a risk of flooding abutting areas, if not cleared to allow free flow of stormwater.

Incidentally, these details emerged hours after a 40-year-old fell and drowned in an open nala in Suraram on Tuesday night,
According to data from Greater Hyderabad Municipal Corporation (GHMC), of the total network of 951 km of stormwater drains and nalas, only 651 km have been desilted, while work was on for the remaining 300 km. The civic body has allocated Rs 50 crore for this year's desilting activities.
The intermittent rain over the past three days has complicated the desilting operations, as waste and silt continue to accumulate and block stormwater drains, leading to waterlogging and flooding on roads.
Several Metros, including Mumbai and Bengaluru, were already experiencing flooding in the first few days of the monsoon.
Among the six zones in Greater Hyderabad, the Khairatabad zone, covering the central parts of the city, lags significantly with only 54% of desilting work completed thus far. This situation has necessitated the Khairatabad zone to invite expressions of interest for providing stormwater drains (solid and liquid) cleaning services by using jetting and suction mechanisms and detecting bottlenecks using robotic technology fitted with cameras to eliminate waterlogging points on main roads.
According to GHMC officials, the early onset of the monsoon has disrupted the desilting operations. 'We initiated the cleaning of nalas and stormwater drains in April, with plans to wrap it up by the first week of June, anticipating the monsoon's arrival around June 10. While manual labour is being utilised for clearing stormwater drains, earthmovers and jetting machines have been deployed at nalas. However, efforts are underway to complete the remaining works within the next 10 to 15 days,' a senior GHMC engineering wing official said.

Survey of dilapidated buildings yet to be completed
On the other hand, GHMC is yet to complete the survey for the identification of dilapidated structures and old compound walls. Three weeks ago, the GHMC commissioner had asked the town planning wing to serve notices on the owners of all dilapidated structures and carry out immediate vacation or sealing of the most dangerous structures.
According to GHMC officials, if the owner undertakes the repair of the dilapidated structure as per the opinion, it must be ensured that the repair works meet the standards and a certificate on structural safety was submitted. A special drive for demolition of dilapidated structures was being carried out periodically.

Chellanam sea erosion: Kerala HC summons Ernakulam district collector, other govt officials

1 2 Kochi: HC has directed govt officials, including the Ernakulam district collector, irrigation department officials and Chellanam grama panchayat secretary to appear in court on Thursday along with relevant files in connection with a public interest litigation (PIL) seeking protection for residents of Chellanam from sea erosion. The bench of Chief Justice Nitin Jamdar and Justice Basant Balaji issued the order in a petition filed by T A Dalfine of Chellanam and two other residents. The 2021 petition described the recurring hardships faced by residents during monsoon. According to the petitioners, although the installation of Geo tubes had commenced as a temporary protective measure following protests by residents, the work was later abandoned. They also pointed out that despite the state govt sanctioning Rs 15 crore for the reconstruction of the damaged sea wall at nine locations, the project failed to materialise. Considering the matter, HC noted that the issue required a two-pronged approach — immediate short-term intervention in view of the approaching monsoon and a long-term permanent solution. The senior govt pleader informed HC that he would seek instructions from the officers concerned regarding urgent measures. Similar submissions were made by counsel for Chellanam panchayat. In view of the urgency and to prevent further delay, HC directed the senior govt pleader and the panchayat counsel to ensure that their respective officers appear before court on June 5 with all necessary documents.

Use cold mix to quick fix potholes: BBMP Chief

BENGALURU: Bruhat Bengaluru Mahanagara Palike (BBMP) Administrator Tushar Girinath has instructed civic agencies to promptly fill potholes in the city with cold mix and eco-fix materials. At a meeting with officials on Tuesday, Girinath emphasised the need for swift action in tackling the menace of potholes, especially during the rainy season. 'In the eight BBMP zones, local contractors must be engaged to procure asphalt and complete the pothole-filling work promptly. Daily reports on the progress of pothole-filling work must be submitted,' he said. Informing that road asphalting projects worth Rs 690 crore are currently under way within BBMP limits, Girinath instructed officials to ensure that the work is completed without any delay. On flooding that proved to be the Achilles' heel of the Palike, he said during the monsoon, waterlogging is expected at 82 key locations. 'Steps must be taken to prevent water accumulation on roads, and ensure smooth flow of rainwater into side drains,' he said.

He inquired about the progress of the water harvesting well works taken up at the identified 141 water logging points in Hyderabad and suggested to take adequate measures to pump out rainwater which enters the harvesting wells by using automatic pumps. The officials were instructed to take immediate preventive measures as per the Indian Meteorological Department (IMD) forecast in the state. A new system should also be developed at the Command Control Centre to monitor the intensity of rains and floods regularly. Expediting the completion of pending drainage and desilting works, identification of the problematic areas and preventive measures was also discussed in the meeting. The CM instructed the officials to prepare plans in advance and pay special attention to prevent floods and submergence in the Core Urban Region located inside the Outer Ring Road.
