By: Sisca Humphrey Text Size: Director of Strategic Planning at the Energy Commission of Sabah (ECoS) Terence John Kouju Kota Kinabalu: Sabah is embarking on a transformative journey towards clean energy, with the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040) setting an ambitious vision for a sustainable energy future, which was unveiled at the Sabah Renewable Energy Conference (SAREC) 2025. Director of Strategic Planning at the Energy Commission of Sabah (ECoS) Terence John Kouju, said the roadmap outlines a clear path to meeting the State's energy demands with renewable sources, targeting 50 per cent renewable energy capacity by 2035. 'This shift represents a commitment to both cleaner energy and economic growth. 'It's a bold goal, but it's essential for Sabah's long-term energy security and environmental sustainability,' he said during the conference here, Thursday. The SE-RAMP 2040 not only focuses on expanding renewable energy sources but also aims to improve energy access and reliability, targeting a reduction in the System Average Interruption Duration Index (Saidi) to below 100 minutes by 2030 and achieving full rural electrification by 2030. Sabah's grid currently records a peak demand of 1,166 MW, with generation capacity projected to increase to 1,334 MW by early 2025 with 13 percent of that capacity coming from solar, hydro and bioenergy. 'To further stabilise the power supply, ECoS is prioritising technologies like Battery Energy Storage Systems (BESS). 'The 100 MW BESS project in Lahad Datu, expected to be completed by mid-2025, will play a crucial role in managing fluctuations in renewable energy generation,' he said. He also emphasised that rural electrification remains a top priority, with the State focusing on providing reliable, clean electricity to every household, regardless of location. 'Two special committees — the Jawatankuasa Elektrifikasi Luar Bandar Sabah (JELaS) and the Jawatankuasa Teknikal Pembangunan Hidro Sabah (JTPHS) — have been established to ensure that remote areas benefit from energy access and that hydropower resources are responsibly developed.' Terence said. Furthermore, Sabah is embracing advanced technologies like Ocean Thermal Energy Conversion (OTEC) and Small Modular Reactors (SMRs). 'With the Sabah OTEC Enactment 2024 in place, studies are underway to explore the potential of OTEC in coastal areas like Tawau, and collaboration with the Federal Government on SMRs could provide a transformative solution to Sabah's long-term energy needs,' he said. As the State progresses towards its renewable energy goals, Terence conveyed optimism that with coordinated efforts across the Government, private sector and local communities, Sabah is well on its way to becoming a regional leader in clean energy. 'Through strong collaboration and innovation, we are confident that our energy future will be sustainable, secure and environmentally responsible,' he added. This pioneering achievement sets a new benchmark for safety validation methods, marking a milestone in the global energy storage industry. As thermal runaway and other safety incidents in BESS draw increasing concern, more rigorous and standardized safety testing is urgently needed. The open-door fire test was developed to meet this requirement—featuring four ultimate test challenges: All open-door combustion: The container doors remained fully open throughout the test, creating an unrestrained combustion environment with intensified oxygen flow—far more severe than traditional closed-door scenarios 15cm minimum spacing: The BESS were placed side by side and back to back with just 15cm spacing. Despite flames over 1300°C, no thermal propagation occurred, proving effective close-range isolation. Fire suppression system deactivated: All fire suppression systems were deactivated. The system relied solely on passive fire protection to withstand prolonged intense fire, demonstrating autonomous fire resistance and reliability. 100% State of Charge (SOC): The BESS was tested at full capacity to maximize thermal energy release, validating the system's reliability and stability under the harshest conditions. Conducted by UL Solutions, a globally recognized safety certification authority, and witnessed by certified U.S. fire protection engineers and customers, the test strictly adhered to UL 9540A and NFPA 855 safety standards. Despite undergoing 15 hours of full combustion, the system structure remained intact, with no fire propagation to any of the three adjacent containers. This result validates Hithium's multi-layered passive safety architecture and thermal isolation capabilities, even under the most extreme conditions. This achievement highlights Hithium's commitment to innovation and quality, providing valuable insights for future safety standards in the industry. KOTA KINABALU: The Energy Commission of Sabah (ECoS) has formed a strategic partnership to boost technical and vocational education and training (TVET) and enhance workforce skills in the state's energy sector. ECoS signed a memorandum of understanding on Wednesday (June 4) with the Institute of Technical and Commercial Training (ILTP) under its Inspirasi TVET ECoS-ILTP Programme. ECoS chief executive officer Datuk Abdul Nasser Abdul Wahid ( pic ) said the programme will strengthen the collaboration between the commission and ILTP. He said ILTP's recognition as ECoS's first "adopted" TVET institution was a crucial step in developing a sustainable and competitive energy ecosystem for the state. This programme will also serve as a platform to provide accurate information about ECoS' role to trainees who represent the state's future skilled workforce, he said. "Energy for the future starts with you today," Nasser said at the signing, urging trainees to gain a deeper understanding of the realities of the energy industry, as well as its challenges and opportunities. He also observed trainees' progress in electrical competency upgrading and gas competency programmes. Under their collaboration, ECoS and ILTP will work to enhance skills training in the energy sector, expand networking with industry players, and improve the employability of local TVET graduates. Kota Kinabalu: The Energy Commission of Sabah (ECoS) has conducted comprehensive monitoring and evaluation of key energy projects in Sabah, aligning with the commission's efforts to strengthen the electricity supply system in Sabah. Datuk Ir. Abdul Nasser Abdul Wahid, accompanied by delegations from ECoS and Sabah Electricity, visited several existing power stations and energy development project sites located at the West Coast of Sabah. Locations visited included the SPR Energy Power Plant, Kimanis Power Plant, Sabah Oil & Gas Terminal (SOGT), Tenom Pangi Hydro Station, and two new project sites in Kimanis. The purpose of these visits was to assess project progress, ensure compliance with safety and technical standards, and evaluate the operational efficiency of existing power plants that play a crucial role in the stability of Sabah's electricity supply. 'This close monitoring is vital to ensure all projects are on schedule and can increase generation capacity. Both of these new projects will contribute 200MW of energy to the grid upon completion,' said Nasser. He also emphasized that these efforts are part of the Sabah State Government's commitment to address electricity supply issues and strengthen the state's energy sector holistically, in line with the goals outlined in the Sabah Energy Roadmap and Master Plan 2040 (SE-RAMP 2040).
