India seeks financial details of pharmaceutical marketing practices, industry caught in a bind

The Centre has asked pharma companies for details of expenditure on marketing in the last one year, putting the industry in a bind.
The details sought by the Department of Pharmaceuticals (DoP) has to be submitted by 31 July, failing which action will be taken against pharmaceutical companies.The Union government is keeping a close watch on the marketing practice of pharmaceutical companies amid reports of these companies continuing to offer a range of freebies to doctors, despite the Uniform Code for Pharmaceutical Marketing Practices (UCPMP) being implemented to check unethical marketing practices.

A communication, dated 29 May, has been issued by the government to all the pharmaceutical associations to fulfil the compliance as per the targeted deadline.
'The department of pharmaceuticals (DoP) has directed for the submission of the self-declaration and disclosure of marketing expenditure under the Uniform Code for Pharmaceutical Marketing Practices (UCPMP) 2024. The timeline for submissions pertaining to the financial year 2024–25 is now 31st July 2025," said Daara Patel, secretary general at the Indian Drugs Manufacturers Association (IDMA).
The self-declaration is a legal undertaking to be filed by company bosses to assure the government that they are not indulging in any unethical marketing practices to promote their products.

Patel said that the implementation of the UCPMP guidelines has created a sense of caution and transparency in the marketing practice of the companies which is good for the industry.
Sudarshan Jain, secretary general of the Indian Pharmaceutical Alliance said, 'It is for the first time that such a massive compliance is being done by the pharma companies. The data has to be uploaded on the dedicated portal of the government to make it a standardized practice for the companies for further point of view."
'Our member companies are ready to update the financial details of the pharmaceutical marketing to the government," the industry executive said.
The UCPMP was introduced in March last year with an objective to bring about transparency and ensure ethical conduct in the marketing practices of pharmaceutical companies and restrict them from offering freebies such as gifts, travel, hospitality and monetary benefits to doctors for prescribing a particular medicine.
According to government data, India is home to approx. 3,000 drug making companies and 10,500 manufacturing units. The industry is projected to reach a value of $130 billion by 2030.
Queries sent to the department of pharmaceutical spokesperson remained unanswered till press time.

This entire exercise is being done in the backdrop of the Micro Labs controversy: the makers of Dolo650 mg allegedly offered freebies to doctors during the pandemic to prescribe the anti-fever medicine.
Last year in December, DoP, accused Abbvie Healthcare India Pvt. Ltd of breaching the guidelines of the UCPMP by allegedly sponsoring vacations for 30 medical professionals to Monaco and Paris. The company could not be contacted for comment.

The state govt is virtually struggling to achieve balance between the growers' demands for high prices and the slow response from the traders to pick up stock. Virginia tobacco growers have been complaining about rejection of stocks in the auction platforms particularly in Ongole-I, Ongole-II and Vellampalli platforms in Prakasam district. In order to escape from the demands for high price, the traders are simply rejecting the stocks without offering any price. While the farmers are expecting a price of anywhere around Rs 300 per kg, the traders are ready to pick up the stock between Rs 220 and Rs 250 per kg. State govt held several rounds of discussions with the big exporters, cigarette manufacturing companies and requested them to pick up stocks to avoid further protests from the field. However, the situation did not ease as traders are still awaiting for export orders. CPI(M) state secretary V Srinivasa Rao demanded that the Centre must purchase stocks through state trading corporation (STC) or tobacco board. He criticized the state and Union govts for not responding to the tobacco growers' concerns. The tobacco board authorized a crop of 167 million kg for FCV during the 2024-25 crop season after taking feedback from the growers and traders. Tired of too many ads? go ad free now Sensing trouble that farmers might go for additional crop, board chairman Yaswanth Kumar Chidipothu himself went around the tobacco growing districts and appealed to farmers to stick to the authorized stock. However, several farmers went ahead with the additional crop and the production touched almost 240 million kg, which is nearly 70mkg higher than the authorized crop size. Taking advantage of the situation, exporters and traders deliberately slowed down the purchase apparently to exert pressure on the growers. The growers too did not realise the situation in the initial weeks and sticked to their demand for a price above Rs 300 per kg. The stalemate led to almost no purchase situation in the auction platforms. After nearly 70 days of launching the auctions, just 52 mkg of stock was purchased, of the total expected production of 240 million kg. The growers are worried that it might take at least 4 to 5 months to pick up the authorized crop and another two months to pick up surplus stock. This means that auctions might not be going to be completed any time before Nov. Even as the FCV growers struggle to overcome the crisis, the cultivation of about 80 mkg of black burley, which is just a mixing stock, has deepened the crisis. While the white burley was almost picked up by the traders as per the bond, the black burley was left unattended.

Construction of four EXIM godowns under way at port

To attract new cargo and enhance the storage of sensitive cargo, the construction of four new EXIM (Export-Import) godowns is under way at Chennai Port. The work is expected to be completed early next year. The godowns, being built at an estimated cost of ₹73.91 crore, is crucial for the port to retain the existing cargo as well as to accommodate more clean and sensitive goods such as agricultural products, and food grains, including rice, sugar, pulses, maize, and wheat. The norms of trade demand that these commodities should not be contaminated, and that they have to be kept separately in a clean area. According to officials of Chennai Port Authority, since coal and iron ore are no longer handled, apart from agricultural products there has been an increased focus on cargo such as steel coil, silica sand, magnesite, fertiliser and barytes. There is also a greater demand for covered areas for handling cargo items, and exporters and handling agents have been requesting for the same. 'These four godowns sprawl over an area of 18,000 sq.m. (size of each godown is 4,500 sq.m), and the capacity of covered warehouse of the port will increase to 85,000 sq.m. when the project is completed. 'We will be equipped to handle 2-2.5 MTPA (million tonnes per annum) of cargo after this expansion work is over,' an official said. This could prevent the diversion of cargo to other ports, and fetch additional revenue in terms of vessel and cargo-related charges, officials said. The funding of the project comes from the Sagarmala scheme of the Centre since the government has been keen on augmenting trade capacity in major ports of the country, including the Chennai Port. It could also help significantly reduce traffic congestion inside and outside the port.
