
Kuwait Cabinet reviews national projects, marks invasion anniversary
The Cabinet was briefed on a series of messages received by the Amiri Diwan, addressed to His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, from leaders of various brotherly and friendly nations. These messages focused on enhancing bilateral relations and strengthening cooperation across diverse fields between Kuwait and those countries.
In observance of the 35th anniversary of the brutal Iraqi invasion of the State of Kuwait, which falls on Saturday, August 2, the Cabinet recalled with deep sorrow and pain the treacherous act carried out by the Iraqi regime in the early hours of that day in 1990. The Council expressed profound appreciation and respect for the crucial roles played by the late Kuwaiti leaders — His Highness the late Amir Sheikh Jaber Al-Ahmad Al-Jaber Al-Sabah, His Highness the late Father Amir Sheikh Saad Al-Abdullah Al-Salem Al-Sabah, His Highness the late Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, and His Highness the late Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah — in the liberation of Kuwait from occupation.
The Council emphasized the Kuwaiti people's unity, steadfastness, and heroic sacrifices during that period, describing it as a model of national resilience. It paid tribute to the righteous martyrs who gave their lives for their homeland and prayed for their souls. Furthermore, the Cabinet reiterated its heartfelt gratitude to all nations that stood with Kuwait and contributed to its liberation and the restoration of its sovereignty. It concluded by invoking God's blessing for continued peace and stability under the wise leadership of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah.
In the same meeting, the Cabinet reviewed a visual presentation submitted by His Excellency the Minister of Commerce and Industry, Khalifa Abdullah Al-Ajeel Al-Askar, and the Acting Undersecretary of the Ministry, outlining the Strategic Supply Centers Project. This initiative seeks to strengthen Kuwait's food security system by establishing supply centers with enhanced storage capacity in all governorates. The goal is to ensure a sufficient strategic stockpile of essential commodities to meet citizens' needs by the highest quality standards. The Cabinet praised the minister, along with officials and employees of the Ministry of Commerce and Industry, Kuwait Municipality, and the Kuwait Supply Company, for their ongoing dedication to improving supply services throughout the country.
Aligned with the government's commitment to providing an appropriate educational environment for all students across the country, the Cabinet also reviewed a detailed visual presentation submitted by His Excellency the Minister of Education, Dr. Sayed Jalal Abdul Mohsen Al-Tabtabaei, and senior officials from the Ministry of Education. The presentation outlined the readiness plan for the 2025–2026 academic year, including workstreams focused on facility maintenance, equipment upgrades, educational programming, and administrative and technical preparations. These efforts are part of ongoing development projects aimed at ensuring a smooth and effective start to the academic year. The Cabinet extended its sincere appreciation to the Minister of Education and all ministry staff for their efforts to meet the needs of students and educational institutions across Kuwait.
The Cabinet was further briefed on the recommendations recorded in the minutes of a meeting held by the Ministerial Committee for Economic Affairs. Among the key items discussed was the annual report on public-private partnership (PPP) projects implemented or concluded during the period from April 2024 to March 2025, by Law No. (116) of 2014. The Council decided to refer the report to the Higher Committee for Partnership Projects between the Public and Private Sectors, which will take the appropriate steps in light of the findings and recommendations contained therein.
In another important matter, the Council reviewed a report submitted by the Ministry of Finance concerning cases of encroachment on state-owned real estate in 2024. In response, the Cabinet issued directives to several governmental bodies, instructing each to take the necessary legal and procedural measures to remove any encroachments from land allocated to them. These directives were issued to ministries and authorities including the Ministry of Foreign Affairs, the Ministry of Public Works, the Ministry of Health, the Ministry of Islamic Affairs, the Public Fire Force, the Kuwait Direct Investment Promotion Authority, the Public Authority for Industry, the Public Authority for Youth, the Kuwait Ports Authority, the Kuwait Petroleum Corporation and its subsidiaries, and the General Administration of Customs. Each of these entities was instructed to coordinate with the appropriate bodies to execute removal operations without delay.
Additionally, the Council instructed other government institutions to report any instances of encroachment or interference with state property under their jurisdiction to the Ministry of Finance within two weeks from the date of the meeting. These include the Ministry of Education, the Ministry of Social Affairs, the Ministry of Commerce and Industry, the Ministry of Justice, the Environment Public Authority, the Public Authority for Applied Education and Training, the Kuwait Municipality, the General Secretariat of the Supreme Council for Planning and Development, the National Council for Culture, Arts and Letters, and the Central Statistical Administration. These entities were also directed to take the necessary steps to remove any violations, if present.
The Cabinet proceeded to review several items listed on its agenda and approved a number of them. Others were referred to specialized ministerial committees for further study and the preparation of reports to ensure completion of necessary procedures. As part of the session's outcomes, the Council of Ministers approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Nationality. These minutes included decisions regarding the loss and withdrawal of Kuwaiti citizenship from certain individuals, based on the provisions of Decree Law No. (15) of 1959 and its amendments governing Kuwaiti nationality.

Kuwait rolls out relief drive for Gaza people
KUWAIT CITY, July 31: The Ministry of Social Affairs has launched an urgent relief campaign to support the Palestinian people in the Gaza Strip. This campaign is in line with the directives of Kuwait's political leadership and reflects the country's firm and ongoing support for the Palestinian cause. The campaign is being carried out in coordination with the Ministry of Foreign Affairs and involves the participation of the Kuwait Red Crescent Society (KRCS) along with several charitable organizations. Iman Al-Enezi, the acting Director of the Charitable Associations and Foundations Department at the Ministry of Social Affairs, announced that the collection of financial donations has been approved for three days, starting Sunday, August 3, through the official online platforms of the participating relief organizations. She explained that the ministry has authorized the collection of in-kind food donations beginning Thursday, July 31, for the remaining charities, under established guidelines and regulations. The participating charities and foundations are required to purchase food supplies exclusively from the Kuwait Flour Mills and Bakeries Company, under Cabinet Resolution No. 1461. Approved charities are permitted to place their official labels on the aid packages, and all in-kind donations must be delivered to the Kuwait Red Crescent Society (KRCS), which will coordinate their transfer to the appropriate relief agencies in Egypt, Jordan, and Palestine. The ministry does not allow the launch of new financial donation campaigns outside the designated framework. Funding is limited to existing relief project balances or personal contributions from the participating charities. TICAD9 and the Japan-Kuwait partnership: Strengthening development cooperation
The Ninth Tokyo International Conference on African Development (TICAD9) will be held in Yokohama, Japan, from August 20-22, 2025, under the theme 'Co-create Innovative Solutions with Africa'. TICAD is a long-standing international conference and platform led by the Japanese Government since 1993. It is focused on promoting Africa-led sustainable development under the two principles, African ownership and international partnership, in the priority areas of human capital development, human security, private sector-led growth, and quality infrastructure. TICAD provides an opportunity for a wide range of stakeholders, including African countries and development partners such as regional and international organizations, donor countries, the private sector, academia, and civil society organizations, to discuss how to respond to regional and international complex challenges. Strengthening Cooperation with Kuwait: TICAD plays a vital role in uniting various nations and organizations for promoting development in Africa, with Japan playing a central role in hosting the forum. Simultaneously, Japan has been actively developing cooperative relationships with key international partners to amplify the impact of our cooperation in Africa. Notably, a strengthened partnership with Kuwait is pivotal. On the occasion of the successful visit of His Highness the Crown Prince of Kuwait Sheikh Sabah Khalid Al-Hamad Al-Sabah to Japan, in May 2025, Memorandum of Cooperation (MoC) on International Cooperation between Japan International Cooperation Agency (JICA) and Kuwait Fund for Arab Economic Development (KFAED) was signed to strengthen cooperation in the field of development. The areas of cooperation will include exchanging information and best practices, conducting consultations, and jointly identifying potential projects, and so on. The MoC also provides a foundation for various activities and collaborations, such as jointly aiding third countries in the region, including Africa, and delivering capacity-building workshops in Japan. The Significance of the Japan-Kuwait Partnership: The collaboration between Japan and Kuwait is especially important in the context of TICAD9. Japan warmly welcomes the presence of KFAED in the forum, as it represents the first meeting focused on development since the signing of the MoC between our nations, which is essential for sharing visions and finding the next step for further practical collaboration. Furthermore, the participation of KFAED, which has extensive knowledge and experience in the development sector in Africa and other regions, will further enhance the influence and importance of TICAD9 in bringing resilient and sustainable growth to Africa. Japan's Strategic Approach and Cooperation: Besides such initiatives, Japan has been developing a strategic approach and framework to engage multi-stakeholders to deliver practical cooperation in the region. The approach includes collaboration with Multilateral Development Banks (MDBs), development financial institutions, and the private sector. Furthermore, Japan newly introduced the 'Co-creation for common agenda initiative' in 2023. Under this initiative, Japan will proactively propose appealing cooperation menus to achieve development goals by the 'co-creation' of social value through dialogue and collaboration with the partner countries, while mobilizing other official flows (OOF) and private finance in combination with ODA. Sustainable development cannot be achieved solely by a single nation. Japan will continue to further deepen the partnership with Kuwait and relevant stakeholders and undertake efforts for a sustainable future in Africa and the world. With the renewed partnership between JICA and KFAED, we envision that this cooperation will contribute meaningfully to addressing economic, social, and environmental challenges and realizing sustainable development in the African continent to strengthen the partnership between the two countries.
