"There is a requirement of enhanced global cooperation in this regard which must also extend to technology transfer, R&D funding, and skills development to enable development of technical expertise to identify, design, and structure bankable sustainable and green infrastructure projects," he said.

The Deputy Governor said that the focus needs to shift from project-based finance to overall market development with policy reforms, development of a project pipeline, and consistent regulatory frameworks, creating systemic conditions for fostering sustainable and green infrastructure finance.
The senior RBI official also made a case for an adequate mix of public and private funding where the public funds crowd in the private funds through appropriate incentive structure.
Specific mechanisms need to be enabled wherein global funds scale their mandates from project-level support to market-shaping interventions, also targeting underdeveloped sectors like adaptation infrastructure, and nature-based solutions.
"There is also requirement for Multilateral Development Banks (MDBs), Development Financial Institutions (DFIs), National Development Banks (NDBs) and Vertical Climate and Environmental Funds (VCEFs) to harmonise approach and operations and enable joint funding to enable shift from being direct lenders to catalytic partners and bring in economies of scale in sustainable and green infrastructure projects financing," Rao said.
He further said the international financial architecture also needs to be reoriented toward sustainability.
The de-risking of sustainable and green infrastructure can work best when national, local, and multilateral institutions co-invest, signalling policy credibility and technical robustness, Rao said.
He emphasised that MDBs and global climate funds may need to revisit their governance structure to reflect the voice of recipient countries, particularly the global south and not just donor countries.
"Innovative financial instruments such as debt-for-climate swaps and climate-resilient debt clauses must also be scaled up to create fiscal space for green investments," he said.
The Reserve Bank of India, he said has been proactive in its resolve to facilitate creation of a robust ecosystem wherein the assessment and mitigation of climate change risks are fostered and its impact on the economy and financial system is curtailed.
Rao emphasised that the scale of the impact of events arising out of climate change requires sizeable investments in technology and scale of finance to both build resilience and enable mitigation.
As per OECD report, the investment required for green and sustainable infrastructure is estimated at USD 3-5 trillion per year until 2050.

Kolkata: In a joint operation by Border Security Force (BSF)-RPF a gold smuggling bid in Nadia district was foiled while a woman was arrested with gold worth Rs 57.6 lakh while in a separate operations, 89.4 kgs of Ganja was seized in Nadia and North 24 districts. BSF troops deployed along the India-Bangladesh international border in West Bengal's Nadia district foiled a gold smuggling attempt based on intelligence input. 'As part of this operation, the BSF in a joint operation with Railway protection Force (RPF) apprehended a female smuggler red-handed at Ranaghat Railway Station with five gold biscuits weighing 583 grams. The estimated market value of the seized gold is Rs 57.68 lakh, BSF said in a statement. Acting swiftly on the tip-off, a BSF team tracked the suspected woman and informed the Railway Protection Force (RPF) in Nadia's Ranaghat, an official said. The RPF officials stopped the woman at Ranaghat Railway Station and brought her to the RPF office for questioning. During the search, five gold biscuits weighing a total of 583 grams were recovered from her. During a joint interrogation by BSF and RPF, the woman confessed that she had received a call from a man instructing her to deliver the consignment and she was promised Rs 1,000 for the task. She was directed to deliver it to a person at Simurali Railway Station. Public Relations Officer of BSF South Bengal Frontier N K Pandey expressed satisfaction over the success of the operation and appealed to the residents of border areas to immediately share any information related to gold smuggling via BSF's "Seema Saathi" helpline number 14419 or WhatsApp number 9903472227 through text or voice message. He assured that credible information will be rewarded and the identity of the informer will be kept strictly confidential. Meanwhile, South Bengal Frontier of Border Security Force (BSF), deployed along the India-Bangladesh international border in North 24 Parganas and Nadia districts, thwarted multiple attempts to smuggle narcotics through vigilant monitoring and swift action. During these operations, a total of 89.4 kilograms of Ganja was seized. The seized narcotics have been handed over to the concerned authorities following the necessary legal procedures. Pandey said due to BSF's 'continuous surveillance and strategic operations, major smuggling attempts are being foiled. BSF remains dedicated to ensuring the security of border areas through rigorous monitoring and precise operations.'

WHO sees 'deadly' surge in malnutrition in Gaza; 21 children under five killed in 2025

Guwahati: In view of apprehension of influx of illegal migrants into the Manipur especially due to the turmoil situation in neighbouring countries, Manipur home department asked Deputy Commissioners and Superintendent of Police to keep robust mechanism to prevent anyone from crossing into State Boundaries illegally and must ensure to maintain utmost vigil at international, inter-State and inter-district boundaries to prevent any such movement. Commissioner- cum secretary (Home) N Ashok Kumar stated in an advisory any such movement, if detected, should be immediately reported and biographic and biometric details of such persons be captured mandatorily. 'Such illegal migrants shall have to be kept in put at secured designated locations for providing shelter and humanitarian support without allowing them to get mixed up or naturalised with local Populace'. All Deputy Commissioners shall constitute District level Committee with members from District Police to conduct checking at all suspected locations and shall conduct regular review of the same. Deputy Commissioners shall regularly monitor the Exit-Entry Points under the Border Pass System. Tracing of defaulters/ overstayed cases shall be done through District Police.' It added that the district level Task Force for checking of illegal migrants shall have to be made operational at the earliest. The task force must consist of Additional Superintendent of Police of the District – leader, Officer representing office of DC not below the rank of SDC, representative of Assam Rifles/ BSF/CRPF as desired by team leader and biometric staff. The Mizoram government is providing training to the district level officials to collect biometrics and biographic data of Myanmar and Bangladeshi refugees. The process of recording biometrics and biographic data of Myanmar and Bangladeshi refugees would start from this month (July). After a military coup in Myanmar in February 2021, refugees around 35,000. Around 5,000 Myanmar refugees also took shelter in Manipur. The Manipur government has almost collected the biometric and demographic data of the refugees staying in the state. Over 2,370 Bangladeshi Bawm community tribals from Chittagong Hill Tracts (CHT) are also staying in Mizoram for over two years after they fled from their country due to ethnic troubles after the Bangladesh Army launched a crackdown on the tribals. The MHA had earlier asked both the Manipur and Mizoram governments to capture biographic and biometric details of "illegal migrants" in the two states and complete the process at the earliest. Both the northeastern states had earlier agreed to undertake the collection of biometrics and biographic data of Myanmar nationals. Over 4,650 people, including women and children, from Myanmar earlier this month fled to Mizoram and took shelter in three locations of Champhai district following a series of armed clashes. However, as the situation along the India-Myanmar border is relatively calm now majority of the newly arrived Myanmar refugees have returned to their villages in the neighbouring country.
