RCU professor suspended for sexual, mental harassment of research student in Vijayapura
In his order issued on Monday, RCU Registrar Santosh Kamagouda has said that as the charge against Prof. Murthy appears to be true prima facie, as per the report of the Internal Grievances Redressal Committee, he has been suspended under the provisions of Section 10 (1)(D) of Karnataka Civil Service (Classification, Control and Appeals) Rules 1957.
The research student had, on November 4, 2024, orally made the complaint of sexual and mental harassment by her research guide (Prof. Murthy) before the vice-chancellor and registrar of the university and in the presence of Prof. Murthy.
The complainant was asked by the authorities to submit a written complaint and evidence and also the progress of her research work to the university within seven days thereof.
Accordingly, the aggrieved research student submitted a handwritten complaint along with evidence to prove her charge.
Subsequently, the university asked the Internal Grievances Redressal Committee to inquire into the complaint of the research student and submit a report.
The committee which submitted its report on July 14 this year said that Prof. Murthy misused his position and his acts amounted to sexual harassment as per the provisions of relevant Act. And, the committee recommended disciplinary action against him, saying it was justified to prevent the recurrence of such acts.
The committee in its report said that the teacher accused of sexual and mental harassment prima facie violated Rule 3(1)(i), 3(iii), 30(1) and Rule 33(a), (b), (c), (d) and (e) (prohibition of sexual harassment) of the Karnataka State Civil Services (Conduct) Rules 2021.
Based on the committee report, Prof. Kamagouda passed the suspension order and Prof. Murthy has been directed not to leave the headquarters without the permission of the competent authority.

New Delhi, Aug 2 (UNI) The Delhi High Court has upheld the conviction of three Delhi Police personnel in a 2013 sexual harassment case including a woman and her minor niece, directing the convicts to surrender before the trial court within five days. The Court ruled that no leniency will be granted given the nature of the offence and the fact that the convicts were law enforcement officers who violated the very law they were meant to uphold. The three convicts, Jaidev, Jagmal, and Suraj Bhan alias Monu were found guilty under various sections of the Indian Penal Code (IPC) and the Protection of Children from Sexual Offences (POCSO) Act. The Court noted that the incident occurred in May 2013 and involved repeated misconduct by the convicts, who were also neighbours of the complainant. The High Court observed that the convicts, despite being public servants, had persistently engaged in inappropriate behaviour, including making vulgar gestures, sexually explicit remarks, and, in one instance, indecent exposure in the presence of the complainant and her niece. The Court rejected claims for leniency based on the age, health conditions, or family responsibilities, citing the seriousness of the offences and their prolonged nature. The judgment showcased that the case did not merit a rehabilitative approach due to the aggravating circumstances, including the convicts' positions in the police force and the repeated nature of the acts. The Court further noted that other FIRs had been registered by the complainant in subsequent years, indicating ongoing harassment and misconduct. Citing Supreme Court precedents, the High Court highlighted that sentencing must be proportionate to the gravity of the crime and serve as a deterrent, especially when the perpetrators hold positions of authority. The Court concluded that a punitive approach was necessary to restore public confidence in the justice system. Kerala nuns arrested in Chhattisgarh in ‘forceful conversion' case granted bail
An NIA court in Bilaspur Saturday granted bail to three people, including two nuns from Kerala, who were arrested recently in Chhattisgarh's Durg district in an alleged forced conversion and human trafficking case. A sessions court had earlier disposed of the bail application reasoning that the matter should be heard by the National Investigation Agency (NIA) court in Chhattisgarh's Bilaspur district. The nuns, Preeti Marry and Vandana Francis, and one more person, Sukaman Mandavi, were arrested last Friday at the Durg railway station in Chhattisgarh on allegations that they were involved in forceful conversion and human trafficking. The FIR, registered under sections of the Chhattisgarh Religious Freedom Act and the Immoral Traffic (Prevention) Act, was based on a complaint by a local Bajrang Dal worker, who alleged that the accused forcibly converted three women from Narayanpur district and were attempting to traffic them.
