
Focus on connection with citizens, PM tells ministries; no celebration of 11th year

NEW DELHI: In a span of just a month, Prime Minister
Narendra Modi
has twice taken top central government bureaucrats and state chief secretaries by surprise by flagging public grievances that had reached him directly.
On April 30, secretaries and chief secretaries attending a meeting under Pragati — the performance audit PM holds periodically — were surprised when Modi raised shortcomings in implementation of the Jal Jeevan Mission, an ambitious scheme to reach piped water to all households. On Wednesday, he again left them amazed when, during a review of the functioning of real estate regulators, he shared feedback that files in many RERA offices don't move unless 'vyavastha', a popular Hindu euphemism for pleasing the authorities, has been made.
Senior officials said the two meetings, apart from providing a peek into the PM's continuing connect with the grassroots, were also symbolic of the government's decision to focus on problems which are holding up last-mile delivery of well-intentioned schemes. 'The push is towards on-ground engagement, where ministries and departments are to conduct focused drives, enrolment camps, and beneficiary interactions to strengthen access and awareness,' a senior govt source said.
This also helps explain, sources said, why the 11th anniversary of the Modi govt passed without large-scale events or publicity campaigns. 'The spirit is not of celebration but of connection. The idea is to understand what more needs to be done and to do it better,' a government functionary said, adding that the PM has encouraged ministries to mark the milestone by 'listening and connecting'.
This marks a shift away from the publicity campaign and advertisement blitz that has traditionally marked anniversaries.
'Ministries have instead been encouraged to use existing platforms and field networks to communicate achievements organically and prioritise authentic citizen's voices over packaged messaging,' the official said.
Senior officials said the PM's observations on JJM and RERA were a clear signal to everyone to ensure that public grievances were redressed and impediments in the way of completion and saturation were removed.
'He made it clear that addressing public grievances is a top priority and cannot be treated as routine paperwork,' another senior bureaucrat said. In fact, the PM did not agree with the proposition of a chief secretary that they don't review the performance of a regulatory authority. He asked all chief secretaries to regularly review the performance of RERAs.
TOI has learnt that at last month's Pragati meeting, Modi had directed the Jal Shakti ministry to dispatch 100-200 officers for on-ground verification of grievances. Sources said a large share of complaints related to no supply of water even after laying of pipelines, homes still waiting for taps within the premises, and bad quality water. Post this direction, the government has deployed 100 central nodal officers' (CNO) teams to inspect 183 JJM projects across 135 districts and the details of this were shared by cabinet secretary T V Somanathan at Wednesday's meeting.

Kochi: High court has held that the commissioner of examinations has the authority to make changes to the caste and religion entries of students in their SSLC books under Rule 3(1), Chapter VI of the Kerala Education Rules (KER), 1959. After attaining majority, he chose not to follow Islam and began practising the Hindu religion, having been raised by his mother in accordance with Hindu tenets. He subsequently applied to the district educational officer seeking changes to his name and religion in the SSLC book, supported by relevant documents, including a certificate from the Arya Samajam, Kozhikode. However, the authorities rejected his request, citing an absence of provisions under the KER, 1959, for altering religious identity in the SSLC book. This led the petitioner to approach the high court. The govt pleader opposed the plea, arguing that no authority had been notified under Rule 3(1), Chapter VI of the KER to effect changes in the caste or religion columns, and that the commissioner of examinations was only authorised to alter the date of birth. The court, however, underscored that the petitioner has a fundamental right to practise a religion of his choice. If a person changes their religion voluntarily and without coercion, fraud, or undue influence, such an act is protected under the Preamble to the Constitution and Article 25, the court noted. Upon examining Rule 3(1), Chapter VI of the KER — titled 'Alteration of Date of Birth etc.' — the court observed that the scope of the rule is not limited to date of birth alone; it also allows for other changes, including religion and caste, to be effected by a competent authority. Accordingly, the court directed the authorities to carry out the changes as requested by the petitioner with respect to his name and religion in the SSLC book.

After two hours, Surya Kumar Yadav, Sunil's brother, got a call from Anupama, who told him Sunil was not taking her to Nepal, but to Bihar. After the call, her mobile phone became unavailable. On February 22, around 9 am, Sunil Yadav told Sushmita over the phone that Anupama was not with him. Sushmita has since alleged that Sunil Yadav has either sold her sister, aged 25, or murdered her. Sunil Yadav alleged that the two sisters ran a blackmail racket. According to his counsel, Sunil Yadav had given Anupama a role in an album and paid her around Rs 6 lakh. But she refused to work on the album, and subsequently fabricated the kidnapping story, he claimed. Quick Routes Int'l exits Zinka Logistics; pares 9% stake for Rs 672 cr
New Delhi, Jun 3 (PTI) Quick Routes International on Tuesday exited Zinka Logistics Solutions by selling a 9 per cent stake in the company for Rs 672 crore through open market transactions. Zinka Logistics Solutions is the parent entity of logistics unicorn Blackbuck. According to the bulk deal data available on the NSE, Quick Routes International sold more than 1.59 crore shares in two tranches, representing a 9 per cent stake in Zinka Logistics. The shares were offloaded in the price range of Rs 420.06-420.25 apiece, taking the combined transaction value to Rs 671.76 crore. In a separate transaction on the NSE, Peak XV Partners' affiliate Peak XV Partners Investments VI disposed of 12.10 lakh shares in Zinka Logistics Solutions for Rs 53 crore. The shares were sold at an average price of Rs 444.71 per piece, taking the deal size to Rs 53.84 crore. Meanwhile, Abu Dhabi Investment Authority, Massachusetts Institute of Technology, ICICI Prudential Mutual Fund, SBI Mutual Fund and Nomura India acquired a total of 83.87 lakh shares or cumulatively a 4.73 per cent stake in Bengaluru-based Zinka Logistics. Details of the other buyers of Zinka Logistics' shares could not be ascertained on the National Stock Exchange (NSE). In a separate bulk deal on the BSE, private equity firm Accel through its affiliates — Accel India IV (Mauritius) and Accel Growth Fund V — divested a 2.7 per cent stake in Zinka Logistics Solutions for Rs 204 crore through open market transactions. The shares were sold in the price range of Rs 420.04-420.29 per piece, taking the aggregate deal value to Rs 203.78 crore. Details of the other buyers of Zinka Logistics Solutions' shares could not be identified on the exchange. Shares of Zinka Logistics Solutions rose 1.43 per cent to close at Rs 443.75 apiece on the BSE, and it went up by 0.96 per cent to settle at Rs 441.85 per piece on the NSE.
