Airports, dry ports: FBR intensifies enforcement steps

ISLAMABAD: The Federal Board of Revenue (FBR) has intensified enforcement operations at airports and dry ports and empowered the customs department to re-assign functions relating to assessment and examination of import and export goods to the Central Appraising Unit (CAU)-Faceless Customs Assessment or Centralised Examination Unit (CEU) at Karachi.
The FBR has issued a SRO.1156 (I)/ 2025 here on Wednesday to amend the SRO.1637 (I)/2024.
According to the notification, Board may re-assign functions relating to assessment and examination of import and export goods assigned to any organisation to the CAU of Faceless Customs Assessment and CEU established by the Board. Now, the designated customs officials have also been allowed to conduct information-based checking of customs cleared cargo anywhere including blocking within airport or dry port areas.
The FBR had introduced the Centralised Customs Examination system by establishing a Centralised Examination Unit (CEU) at Karachi where all examinations of imported consignments would be completed on the same day.
According to the new procedure, in order to improve the quality of customs examinations, bring transparency, expedite clearance of goods and enhance trade facilitation, the Centralised Customs Examination is introduced.
The Board has established Faceless Customs Assessment (FCA) to improve the quality of assessment, bring uniformity and transparency in processing of Goods Declarations (GDs), rationalise the workload of Appraising Officers (AOs) and ensure trade facilitation.

He noted a 60% growth in the stock exchange, an increase in new investors, and 250,000 new company registrations. Aurangzeb suggested the key policy rate could be cut further this year, citing falls in average and core inflation. Earlier in May, governor SBP, in a press conference along with other Monetary Policy Committee (MPC) members, announced a 100 bps cut, highlighting an improved inflation outlook and signs of moderate economic recovery. Beating the market expectations of a 0-50bps cut, the central bank reduced the policy rate by 100bps to 11% in a meeting," wrote Topline Securities. "We expect interest rates to come down to 10% by Dec 2025." Panda bonds would be issued by year-end, and a benchmark for Sukuk bonds had been set, the finance czar. Aurangzeb further highlighted ongoing rightsising of 45 ministries, accelerated privatisation of state enterprises, and reductions in electricity tariffs, with further energy cost improvements expected. He assured that taxation reforms would not burden the salaried class and that the prime minister was personally overseeing FBR's transformation. Monthly meetings with chambers would be held to address business concerns. This registration highlights government's commitment to empowering youth through digital skills and opportunities, sources said. More than 1000 domestic and foreign companies have also signed up on digital youth hub, the sources added. The Prime Minister's Youth Programme (PMYP) is Pakistan's flagship initiative dedicated to empowering its youth, recognizing them as the country's greatest asset. With over two-thirds of Pakistan's population under the age of 30, the nation is experiencing a youth bulge—a defining demographic opportunity that, if harnessed effectively, can drive economic growth, innovation, and social progress.
