Arkansas attorney general announces $100,000 human trafficking grant

Attorney General Tim Griffin's office has received a $100,000 grant to combat human trafficking in Arkansas, he announced Thursday.
Griffin secured the grant while attending a bipartisan attorney general conference in Rome and Vatican City that was organized by the Attorney General Alliance and focused on fighting human trafficking worldwide, according to a press release from the AG's office.
'We are the most effective in our fight against international human trafficking right here in Arkansas when we are maximizing relationships, sharing information and learning best practices,' Griffin said.
During the trip, which was 'at no cost to taxpayers,' Griffin said he met with experts who specialize in 'illicit massage parlors' and invited some of them to conduct trainings and share insights in Arkansas.
Arkansas police announce human trafficking resource in line with governor's legislative goals
In January 2023, Griffin announced the creation of a statewide group to combat human trafficking called Statewide Tactical Operations Partnership (STOP) that was to be composed of representatives from federal, state and local law enforcement.
More recently, Griffin announced in January that four suspected human trafficking perpetrators were taken into custody following a statewide raid called 'Operation Obscured Vision.' The initiative focused on a dozen 'illicit massage parlors' in Jonesboro, Russellville, Hot Springs, Rogers, Harrison and a Little Rock hotel. Officials identified 17 purported trafficking victims who were 29-65 years old, and 16 accepted services from medical staff and advocacy groups that partnered with the operation, Griffin said.
Also in January, just days after the governor cited public safety as one of her priorities for the 2025 legislative session, Arkansas State Police announced a new website that provides human trafficking victims with county-level resources.
Legislators approved a number of laws related to human trafficking during the legislative session that adjourned Monday, including one that would require information about the National Human Trafficking Hotline to be posted in a nail salon or massage business licensed by the Arkansas Department of Health.
Other new laws create enhanced penalties for recruiting trafficked people from certain places, and require those convicted of violating the Human Trafficking Act of 2013 to pay mandatory restitution to victims, among other things.

Enterprise Vet says saving elderly neighbor from house fire was instinct: ‘I'm not a hero'
DOTHAN, Ala (WDHN) — After receiving a key to the city of Enterprise three years ago, more awards have come in for an Army veteran, who received a Carnegie Medal for saving his neighbor in a burning house in 2022. 'I'd never expected to receive anything remotely close to a national award. I just thought it was the right thing to do, I never expected it to reach this point,' said Marvin Pinckney Pinckney sprang into action to save his elderly neighbor, Mary Griffin, and her caretaker, Angie Byrd. After returning from a motorcycle ride, Pinckney noticed smoke coming from the Griffins' home on Bellwood Road, so he instructed his wife to call 911. While waiting, he decided to go to his neighbor's house to inform them that the house is on fire and that they need to get out. In the garage, and what made them think it was on fire, the lights went out, and the alarm started blaring, and my only thoughts were to get us out of that situation,' said Pinckney That's when Pinckney was able to lift Griffin, who was strapped into a wheelchair, to push her through a window along with her caretaker with the help of Pinckney's wife and other neighbors before fire and rescue showed up to fight the blaze. While Pinckney did put his own life at risk, he says it was a no-brainer to leap into action, especially after serving in the military for 30 years. 'We are expected to put our lives on the line for our fellow man, and just being a decent person, knowing they were elderly. I wouldn't be able to live with myself knowing they perished,' said Pinckney. Pinckney says Griffin was beyond thankful for saving her life and always showed her appreciation. He often went to visit her after the fire, took her some oatmeal cookies because that's what she liked, and every time they sat with her, it was a big kiss and a thank you. He says he wants to thank the city of Enterprise and the Carnegie Foundation for this honor. 'I'm not a hero, just someone who wanted to help the fellow man,' said Pinckney. Milwaukee shooting: Man charged, wanted for reckless homicide
The Brief A man is charged with reckless homicide for a shooting near Darien and Green Tree. Court records show a warrant has been issued for the 21-year-old's arrest. Prosecutors said a woman, who is also charged, stole a gun before the shooting. MILWAUKEE - A Milwaukee man is charged and wanted for a fatal shooting that happened on the city's north side on May 9. In Court Court records show 21-year-old Curtis Griffin is charged with one count of first-degree reckless homicide. A warrant was issued for his arrest on May 29. A criminal complaint states officers found the victim, 25-year-old Chrishaun Ragland, shot in the driver's seat of a gray Ford SUV that was stopped on the grass. Ragland died at the scene despite life-saving attempts. Court filings said Ragland suffered multiple gunshot wounds. There appeared to be bullet holes to the driver's window and door of the gray Ford, as well as a bullet strike to the dashboard in front of the steering wheel. Prosecutors said a witness told investigators he heard several gunshots and went outside, where he saw a man with no shirt on – armed with a rifle – running from an apartment building near the scene. The same man eventually returned and went back inside the apartment building. The complaint states they found rifle bullet casings "consistent" with the shooter firing shots from the apartment's balcony toward Ragland. A sporting rifle was found during a search of the apartment and taken for ballistics testing, which found it was "consistent" with the rifle that fired the rounds found at the scene. A handgun was also found in the apartment. Dig deeper According to court filings, surveillance video showed Ragland's gray Ford SUV pull up in front of the apartment building on the day of the shooting. It also showed 21-year-old Shania Barksdale meeting with Ragland and walking upstairs in the direction of the shooter's apartment. Minutes later, she was seen running down the stairs carrying the handgun that was later found during the search. Shortly after, prosecutors said surveillance showed Griffin running downstairs without a shirt on. He was carrying what appeared to be the rifle that was found in the apartment. He later returned carrying both the rifle and the handgun that Barksdale had been seen with. Barksdale told investigators she was Ragland's girlfriend, per the complaint. She said Ragland planned to go to Griffin's apartment and told her to "pretend to buy some marijuana" from Griffin with the intent of stealing a gun. She said she gave Griffin money for marijuana, and she saw a handgun on a table near a couch. When Griffin went to get the drugs, she took the gun and ran. When she got to the gray Ford SUV, where Ragland was waiting, she said she could not get in and heard Griffin fire shots from the balcony. She dropped the gun, which is how Griffin was able to pick it up and return inside with it, according to court filings. Prosecutors charged Barksdale with theft for stealing the gun from the apartment. Arkansas prevails in lawsuit against Texas robocaller
LITTLE ROCK, Ark. – Arkansas Attorney General Tim Griffin announced late Thursday that the state had prevailed in a lawsuit against a Texas robocaller. According to the statement from Griffin's office, the federal district judge in Texas ruled that defendant John Spiller was in contempt of a 2023 order and now may no longer operate in the telecommunications industry. 'This ruling is a win for Arkansans and for many Americans who have been subjected to fraudulent and annoying robocalls by John Spiller's companies, which included Rising Eagle Capital Group LLC,' Griffin said, adding, 'The 2023 judgment limited Spiller's activities in the telecommunications industry; however, Spiller violated the court's order by starting new companies under an alias and continuing his unlawful robocalls.' The order also assessed more than $600,000 in court costs that Spiller must pay, with $46,930 of that going to Arkansas for attorneys' fees.
