Dubai's new Public Health Law: What travellers need to know
Dubai: As part of a new law aimed at enhancing public health in Dubai, travellers entering the emirate must now follow specific health protocols to prevent the spread of communicable diseases.
The new law outlines a wide-ranging framework to improve community health, reduce disease transmission, and align public health practices with international standards.
It introduces strict obligations for travellers, individuals, and healthcare providers, while clarifying the roles of government entities in safeguarding health and the environment.
In a major step to strengthen public health protection, the Government of Dubai has enacted Law No. (5) of 2025 on Public Health, issued on Wednesday by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
The new law lays out detailed responsibilities for individuals and authorities, with a particular emphasis on disease prevention, public safety, and international health compliance. Individuals infected with or suspected of having a communicable disease are required to avoid contact that could spread the illness. They must refrain from travelling or moving, except to healthcare facilities, without the approval of the Dubai Health Authority. The law also prohibits concealing infections or spreading them, whether intentionally or unintentionally, and mandates individuals to comply with measures to prevent the spread of disease, following guidelines issued by relevant authorities and healthcare providers. These requirements are part of broader efforts to control disease transmission and ensure early detection and response.
What are the rules for travellers?
All travellers entering Dubai are required to:
Follow official health protocols set by relevant authorities
Provide accurate health information upon arrival at Dubai's entry points
Report any suspected or confirmed communicable diseases to the authorities
Observe hygiene practices, such as wearing face masks and maintaining physical distancing, in accordance with approved guidelines in case of any illness.
Individual Responsibilities
Anyone infected with, or suspected of carrying, a communicable disease must:
Avoid contact with others to prevent transmission
Refrain from travel or movement, except to healthcare facilities and only with the Dubai Health Authority's approval
Not conceal infections or knowingly spread disease
Comply with instructions from health authorities and healthcare providers.
Broader framework of the law
The law provides a comprehensive structure for maintaining public health across the emirate.
It focuses on:
Preventive measures against health risks
Coordination among government entities, including the Dubai Health Authority, Dubai Municipality, and the Dubai Environment and Climate Change Authority
Public education and awareness, emphasising shared responsibility for health and safety
When does the law take effect?

Dubai to deploy thousands of workers to ensure cleanliness during Eid Al Adha
Dubai Municipality will deploy a field team of 2,800 engineers, supervisors, inspectors, and specialised workers to ensure public health, safety, and environmental cleanliness across public spaces, facilities, and events this Eid Al Adha. Comprehensive cleaning campaigns have already been conducted across Eid prayer grounds, public facilities, gathering points, green spaces, and main and secondary roads, Dubai Municipality said on Wednesday ahead of the long weekend that starts on June 5. 'Waste storage containers have also been strategically placed across vital areas to accommodate increased waste volumes during the holiday. The teams are responsible for overseeing field operations, supported by a fleet of 752 fully equipped vehicles and machinery,' the civic body added. Dubai Municipality noted it has increased readiness at public beaches, including those designated for night swimming such as Jumeirah 2, Jumeirah 3, and Umm Suqeim 1. Specific beaches have been allocated exclusively for families to regulate beach access and ensure that residents and visitors enjoy a safe, smooth, and fully integrated recreational experience at Dubai's beaches. The Municipality called on the public to cooperate with official guidelines to support community safety and public order. The Municipality also confirmed that its call centre will operate 24/7 throughout the holiday period. Reports or inquiries related to food safety, public health, or municipal services can be submitted via the 'Dubai 24/7' app or by calling 800 900.

Dubai Municipality launches comprehensive campaign to enhance customer experience at abattoirs during Eid Al-Adha
Dubai, United Arab Emirates: Dubai Municipality has launched a comprehensive campaign to ensure a safe, hygienic, and streamlined experience for customers at its official abattoirs during Eid Al-Adha. The initiative ensures an environment equipped with integrated services dedicated to the inspection and preparation of sacrificial animals in line with the highest standards of public health and food safety, guaranteeing that the emirate's community enjoys a safe and healthy Eid. All four abattoirs — Al Qusais, Al Quoz, Al Lisaili, and Hatta — are fully prepared to receive sacrificial requests and deliver services promptly and reliably. Operations have been optimised across all stages of the sacrifice process, including pre- and post-slaughter veterinary inspections conducted by specialised veterinarians to enhance public health protection. Qualified, well-trained butchers will be on site throughout the Eid period. In addition, an advanced sterilisation system has been deployed to preserve meat quality and prevent contamination across the production line. As part of the campaign, the Municipality is encouraging the public to use approved smart applications to book, pay for, and receive their sacrifices. These apps allow customers to avoid livestock markets or abattoirs entirely, with options for home delivery by trained personnel using dedicated vehicles that meet strict hygiene and safety requirements. Adel Al Karrani, Director of the Public Health Services Department at Dubai Municipality, affirmed that the health and safety of the community remain a top priority. 'This campaign is part of Dubai Municipality's wider public health system and reflects our commitment to ensuring a seamless and safe customer experience through our accredited abattoirs,' said Al Karrani. 'Each facility is equipped with modern technologies, skilled personnel, and integrated smart systems that increase operational capacity while maintaining the highest levels of food safety.' He added that maintenance works have been completed at Al Qusais Abattoir ahead of the holiday to further enhance service quality and customer satisfaction. Dubai Municipality has set the operating hours for all its abattoirs from 7:30 AM to 4:00 PM throughout the Eid Al-Adha holiday. To support the campaign's objectives, the Municipality has implemented a comprehensive plan to manage livestock markets during the busy Eid period. Between 60,000 and 80,000 heads of livestock are expected to enter the markets during Eid week. Inspection teams will be deployed to ensure the quality of livestock, monitor areas with high footfall, and regulate the movement of people and vehicles through key entry and exit points — especially during Arafat Day and the main days of Eid. Dubai Municipality has issued a public reminder of the dangers associated with unauthorised slaughtering outside official abattoirs. Such practices pose significant risks to both public health and the environment. The public is urged to rely on the Municipality's approved smart services and certified abattoirs to ensure that sacrifices are conducted safely, hygienically, and in accordance with all legal and religious guidelines. -Ends- For media inquiries, please contact:
