Sharjah meet seeks inclusion for differently-abled

The emirate of Sharjah continues its preparation to host Inclusion International's 18th World Congress 'We are Inclusion,' which will be held under the patronage of His Highness Dr. Sheikh Sultan Bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, from September 15 - 17 September. Taking place for the first time in the Middle East and North Africa region, the congress is organised by Sharjah City for Humanitarian Services (SCHS) in strategic partnership with Inclusion International. The official three-day programme will feature 83 insightful and proactive sessions, in addition to key events held prior to the official opening. These include the Self-Advocacy Summit on September 14, bringing together 280 advocates from around the world, and the Families Summit, which gathers 140 families of people with disabilities on the same day, with the presence of dignitaries and senior officials. The congress is the premier event of 'Inclusion International', held every four years since its inception in 1963, with previous editions hosted in the UK, Mexico, Australia, and Kenya. Hosting the event in Sharjah this year reflects the international community's confidence and the emirate's pioneering role in supporting and empowering people with intellectual disabilities. 'We Are Inclusion' motivates collective action This year's congress will bring together a diverse range of participants from the five major continents, including representatives of self-advocacy organisations, family organisations, healthcare and education providers, social institutions, inclusive businesses, development organisations, along with government leaders, and policy experts from around the world. The theme also dedicates central space to self-advocates; individuals with intellectual disabilities speaking for their rights; who will lead sessions and share experiences directly with decision-makers. The congress focuses on a number of key pillars, strengthening self-advocacy, training advocates, raising family awareness, amplifying voices to policymakers, supporting people during crises, enhancing mental health, planning for the future after parental loss, and implementing international conventions. Sue Swenson, President of Inclusion International said: "This World Congress marks an important milestone in our movement. For the first time, we gather in the Mena region to work with our member Sharjah City for Humanitarian Services to bring our global network together.' 'Our partnership shows what's possible when regional leadership and global advocacy come together with a shared purpose. At the heart of it are self-advocates, families, and organisations leading real change. This is what inclusion looks like in practice. We are Inclusion," she emphasised. Through these pillars, the World Congress in Sharjah builds upon the emirate's reputation as a global hub for humanitarian and rights-based impact, and as a gateway to a new era of international cooperation for the empowerment of people with intellectual disabilities. 200 member organisations from 115 countries 'Inclusion International' comprises over 200 member organisations from 115 countries, spanning five key regions: the Middle East and North Africa (8 countries and 11 organisations); Europe (16 countries and 20 organisations); Africa (14 countries and 19 organisations); the Americas (16 countries and 34 organisations); and Asia and the Pacific (10 countries and 23 organisations). The organisation also serves as the official representative of people with intellectual disabilities and their families at the United Nations and other global forums. In addition to being a platform for sharing experiences and policies, the congress aims to highlight the achievements of Inclusion International's network over the past decades, such as the adoption of the Convention on the Rights of Persons with Disabilities (CRPD) in 2006, and the endorsement of the Sustainable Development Goals in 2015. Other notable achievements include the contribution of members to successfully amending national laws in favour of people with disabilities, which positions the congress as a new milestone in advancing the global vision of inclusive and equitable societies. SCHS invites all stakeholders, governmental and private entities, civil society organisations, academic centres, parents, and experts to participate in this global event, engage with its themes and recommendations, and contribute to building inclusive and just environments founded on the principles of justice, equality, and human rights.

QFFD has signed 16 strategic agreements worth QAR 1.92 billion to support over 17 million individuals across the world in key sectors such as education, healthcare, and economic empowerment and infrastructure in the most vulnerable countries. — Qatar Fund For Development صندوق قطر للتنمية (@qatar_fund) July 22, 2025 The agreements were signed in the presence of HE Sheikh Thani bin Hamad bin Khalifa Al Thani, Chairman of the Board of Directors of the Qatar Fund for Development (QFFD), HE Mariam bint Ali bin Nasser Al-Misnad, Minister of State for International Cooperation and Vice-Chairman of the Board of Directors of the QFFD, HE Dr. Teresa Tenne-Dick, Deputy Minister of Agriculture and Food Security of Sierra Leone, a number of officials in Bosnia and Herzegovina, and representatives of several embassies in the State of Qatar and United Nations organizations. The signing ceremony marks a significant milestone in Qatar's global efforts to promote sustainable development, humanitarian initiatives, and international partnerships. Her Excellency Mariam bint Ali bin Nasser Al-Misnad, Minister of State for International Cooperation and Vice Chairperson of the Board of Directors of the Qatar Fund for Development, said: 'What the State of Qatar is doing today through the Qatar Fund for Development is not just an international commitment, but rather a reflection of our deep humanitarian values. We believe that investing in people is the real investment, and these agreements represent a tangible step towards building more stable and just societies, and changing the lives of millions for the better. Qatar will remain an active partner in the global development process, placing people at the heart of its priorities.' The agreements, signed by the Qatar Fund for Development, aim to enhance cooperation in humanitarian and development efforts with several prominent local partners, including the Qatar Foundation for Education, Science and Community Development, the American University of Afghanistan in Qatar, Qatar Charity, the Education Above All Foundation, and the Qatar Red Crescent. Memoranda of Understanding were also signed with Bosnia and Herzegovina and Sierra Leone, and a memorandum of understanding was announced with Rwanda. Among the agreements signed by the Fund are four with Qatar Charity, targeting approximately 1,307,292 beneficiaries. These agreements include a grant agreement for emergency aid following the flood crisis in Niger, a grant agreement to support healthcare services at Bab al-Hawa Hospital in Syria, a grant for Rohingya refugees in Malaysia, and an agreement for an emergency response project in northern Syria. The Fund signed two agreements with the Education Above All Foundation targeting more than 15 million children and youth beneficiaries. These agreements include a strategic framework agreement and a grant agreement to support the scholarship program for Afghan students. It also signed six agreements with the Qatar Red Crescent targeting more than 294,487 beneficiaries. The agreements include an emergency support grant for the new phase of the White Helmets in Syria, a project agreement to support the heart center at the Indira Gandhi Children's Hospital in Kabul, Afghanistan, a grant agreement to provide humanitarian aid in Syria, a grant agreement to support the expansion of the children's playground at the Qatari clinics in the Zaatari camp in Jordan, a grant agreement for the "Good Caravan" project for children and adults in the Cooperative Republic of Guyana, and an emergency relief grant agreement following the fire disaster at the local central market in the Gabo region of Guinea-Bissau to support affected individuals and meet their basic humanitarian needs. The Qatar Fund for Development also signed an agreement to temporarily host the American University of Afghanistan in Qatar, in cooperation with the Qatar Foundation for Education, Science and Community Development, targeting approximately 73 students. Regarding government memoranda of understanding, the Fund signed a memorandum of understanding with Bosnia and Herzegovina on the rehabilitation of the water network in three municipalities, targeting approximately 6,000 beneficiaries; a memorandum of understanding with the Government of Rwanda to support the national "No Child Out of School" program, targeting approximately 177,119 children; and a memorandum of understanding in partnership with the Ministry of Agriculture and Food Security in Sierra Leone on the "We Grow" initiative, targeting 530,152 beneficiaries. These agreements and memoranda of understanding reflect the Qatar Fund for Development's ongoing commitment to achieving sustainable development goals and promoting Qatar National Vision 2030. They also underscore the State of Qatar's commitment to sharing its successful development experience with the most needy communities around the world. Jailed MP Engineer Rashid allowed to attend Parliament session in custody

A Delhi court on Tuesday allowed Baramulla MP Abdul Rashid Sheikh to attend the Monsoon Session of Parliament while remaining in custody, The Hindu reported. While rejecting Sheikh's plea for interim bail to discharge his parliamentary duties, Additional Sessions Judge Chander Jit Singh of the Patiala House Court directed that the MP can attend the session between July 24 and August 4 with a police escort. The Parliament session began on Monday and will conclude on August 21, with a break between August 12 and August 18. The court, however, imposed conditions and costs on the custody parole, the newspaper reported. Sheikh, who is popularly known as Engineer Rashid, has been in jail since August 2019 in connection with a terror-funding case filed by the National Investigation Agency. He has been held under the Unlawful Activities Prevention Act. The National Investigation Agency had opposed his interim bail plea, contending that if he is allowed to attend Parliament in custody, he should bear the cost of travel. Sheikh's lawyers argued that he should be granted bail or alternatively not be made to bear the cost since he was seeking to fulfil a public duty. In July 2024, Sheikh was granted custody parole for two hours to take oath in Parliament. He had contested and won the 2024 Lok Sabha election from Baramulla while in jail, defeating National Conference leader Omar Abdullah.
