
Boroughbridge services plan should be rethought
Members of the Kirby Hill Residents Against Motorway Services (RAMS) group said recently submitted plans showed the proposed service station had grown in scale, with the new motorway overbridge required to access the services now 30% higher than the design approved in the outline application.New plans also showed the scheme's infrastructure now extended east of the motorway across a field previously earmarked to return to agriculture, bringing the development closer to the village of Kirby Hill, campaigners said.
Gareth Owens, chair of Kirby Hill RAMS, said: "It's not what was approved. It's bigger, it's bulkier and it's crept well beyond the agreed scale and impact."The increased environmental harm hasn't even been assessed by the applicant."Kirby Hill RAMS said it had formally asked North Yorkshire Council to issue a "screening opinion" as to whether the new reserved plans should be accompanied by a fresh environmental impact assessment.The group said lawyers for the council were yet to respond, according to the Local Democracy Reporting Service.Mr Owens said: "Applegreen and Welcome Break are trying to force through a detailed planning application that's now riddled with problems."This would be a sub-standard, environmentally harmful motorway service area, not fit for the 21st Century."He added: "If the scheme can't be built to conform with the outline permission, the reserved matters application cannot be used to change it into something that would never have been approved."Mr Owens said planners should refuse the application and "send the developer back to the drawing board".Martin Grainger, North Yorkshire Council's head of development management, said: "The reserved matters application relating to the Vale of York motorway service station proposal remains under consideration and will be reported to members of the council's strategic planning committee at the appropriate point."Welcome Break has been approached for comment.

Flintshire: Airbus workers to strike for 10 days next month
Airbus workers will strike for 10 days next month, Unite union has announced. The union, which represents more than 3,000 aircraft fitters and engineers at the company - which has a site in Broughton, Flintshire - said its members voted in favour of industrial action over pay. The strike will take place over a three-week period from 2 September. Airbus UK said its priority remains to find a solution together with the union. Unite members have delivered a 90% in favour of taking industrial action. Treasury minister fails to rule out hitting homeowners with capital gains tax
A Treasury minister has not ruled out hitting owners of high-value houses with capital gains tax (CGT) when they sell their family home. Chancellor Rachel Reeves is reported to be considering ending the current exemption from CGT for primary residences as she seeks ways to raise cash in the face of dire warnings about the state of the public finances. Such a move would see higher-rate taxpayers pay 24% of any gain in the value of their home, while basic rate taxpayers would be hit with an 18% levy. The Times reported that under the proposals being considered for the autumn budget, the private residence relief would end for properties above a certain threshold. The threshold is still under consideration but a £1.5 million starting point would hit around 120,000 homeowners who are higher-rate taxpayers with capital gains tax bills of £199,973, the newspaper reported. Treasury minister Torsten Bell declined to rule out hitting people selling their homes with CGT, insisting any potential changes were matters for the Chancellor and would be set out at a budget. Asked to rule out the move, the pensions minister told broadcasters: 'Working people and people's living standards is what this Government is all about. 'We've seen wages rise more in the first 10 months of this Government than the first 10 years of the last Conservative government. 'But of course, as you know, questions for tax are for the budget and they're for chancellors.' Ending primary residence relief could deter people from selling their homes, slowing the housing market and could have a particular impact for older people looking to downsize. The Labour government has ruled out increasing income tax, employees' national insurance contributions and VAT, restricting Ms Reeves' options when it comes to raising money. The scale of the challenge facing her in the autumn budget was illustrated by the NIESR economic think tank warning this month that Ms Reeves is set for a £41 billion shortfall on her self-imposed rule of balancing day-to-day spending with tax receipts in 2029-30.
