Guatemalan man accused of sexually abusing toddler in Norwich
CITY OF NORWICH, N.Y. (WIVT/WBGH) – A Guatemalan man accused of sexually abusing a toddler in the City of Norwich was taken into custody on Thursday.
Following a two-month investigation into allegations of child abuse and sexual abuse, the Norwich Police Department arrested 33-year-old Rolando Antonio at a Norwich residence.
Antonio was charged with Sexual Abuse in the First Degree, a Class D Felony, and Forcible Touching, a Class A Misdemeanor.
According to the investigation, Antonio allegedly sexually abused a 3-year-old child in April.
Chief Reuben Roach says these cases require the involvement of multiple agencies, including the local Child Advocacy Center, the New York State Police Crime Lab for DNA analysis, and interpreters from the New York State Police.
'My heart goes out to the victim and their family. I hope this arrest provides some measure of justice for them,' said Roach.
Rolando was arraigned in Norwich City Court. He is being held on $20,000 bail, with a court appearance scheduled for a later date.
The investigation is ongoing, and further charges are expected.

Man accused of biting, kicking ICE, DEA officers during arrest in Marlborough
A man arrested in Marlborough is accused of biting, kicking and hitting federal law enforcement officers when he was taken into custody, United States Attorney Leah B. Foley said in a Thursday statement. Guido Andres Cuellar Batres, 24, a Guatemalan national, overstayed his non-immigrant visa by more than four years, leading to an outstanding immigration warrant for his arrest, the statement said. The officers removed Cuellar from the vehicle, but he did not cooperate when they tried to handcuff him. According to Foley's statement, Cuellar bit one officer in the hand and another in the leg, hit an officer in the head multiple times, and spat in an officer's face, Foley's statement read. Once he was handcuffed and placed in leg restraints, Cuellar continued to kick at officers, the statement reads. Cuellar is charged with one count of forcibly assaulting, resisting, opposing, impeding, intimidating or interfering with federal officers engaged in the performance of official duties. He is being held in ICE custody and will appear in federal court in Boston at a date to be determined. 'The charge of forcibly assaulting, resisting, opposing, impeding, intimidating, or interfering with federal officers engaged in the performance of official duties provides for a sentence of up to eight years in prison, three years of supervised release and a fine of $250,000,' the statement reads. 12 detained by Border Patrol in Watertown
Jun. 13—WATERTOWN — Twelve people were detained Friday in Watertown by the U.S. Customs and Border Patrol officers, according to the Jefferson County Sheriff's Office. Sgt. Ben Timerman, the sheriff's public information officer, said in the statement that at about 8:10 a.m. CBP officers initiated a vehicle stop on South Hycliff Drive off Coffeen Street, with several of the vehicle occupants fleeing. Sheriff deputies responded to assist in locating and apprehending the vehicle occupants. Timerman said that shortly after, with the assistance of deputies, CBP officers detained numerous people at Adirondack Efficiencies, 1030 Arsenal St. At CBP's request, a sheriff's corrections van was used to take the detained people to the CBP station on Wellesley Island. Robert Brisley, a spokesperson for Customs and Border Patrol stated in an email on Friday afternoon that agents "executed targeted enforcement operations" in Watertown which resulted in the arrest of 12 people. According to CBP, the 12 people were from Ecuador, Guatemala and Honduras and were found to be in the country illegally. CBP said the investigation is ongoing. Just one week ago, six Guatemalan nationals were arrested in Watertown as part of a traffic stop for an immigration inspection. CBP thanked the Watertown Police Department, Jefferson County Sheriff's Office, and other assisting agencies for their help.
