DEWA approved 127,268 NOC applications under Soqoor programme in 2024
Dubai, UAE: HE Saeed Mohammed Al Tayer, MD & CEO of Dubai Electricity and Water Authority (DEWA), announced that DEWA approved 127,268 No-Objection Certificate (NOC) applications under its Soqoor programme in 2024. These applications were submitted by 2,390 consultants and contractors as of 31 December 2024, marking a 6% increase compared to 2023. This rise reflects the growing number of infrastructure projects in Dubai. The Transmission Power division approved 67,220 applications, the Distribution Power division approved 42,845 applications and the Water & Civil division approved 17,203 applications.
"In line with the Dubai Economic Agenda (D33), which aims to double the size of Dubai's economy over the next decade and to consolidate its position among the top three global cities, as well as our endeavours to make Dubai the fastest-growing global destination and enhance infrastructure competitiveness, we provide the latest innovative programmes and services to help our partners to carry out their work according to the highest international standards of efficiency, quality and compatibility, and continuous compliance with the highest standards of quality, safety and excellence. We further provide all the requirements and guidance that allow our partners to work within the best conditions and with the least effort and time possible, thereby enriching their experience, ensuring their happiness and achieving the interest of all parties," said Tayer.
The Soqoor programme accelerates and facilitates the work of consultants and contractors accredited by DEWA and ensures that NOC requests are approved upon filing the first application. This is part of DEWA's efforts to keep pace with the increase in electricity and water demand, Dubai's rising population and its growing economic prosperity.
Hussain Lootah, Executive Vice President of Transmission Power at DEWA, said: 'The programme is witnessing an increasing turnout of consultants and contractors involved in infrastructure projects – and in the distribution and transmission of electricity and water – due to its success in saving time and effort, helping consultants and contractors accelerate the pace of work to meet the expectations of project owners.'
The Soqoor programme further reduces or avoids violations, damages and fines, and improves field operations, in addition to protecting DEWA's assets and services. Consultants and contractors who achieve the best performance will win Soqoor awards in the project and service categories. DGHR collaborates with Dubai AI Campus to accelerate AI-driven workforce development
The Dubai Government Human Resources Department (DGHR) has signed a Memorandum of Understanding with Dubai AI Campus, a DIFC initiative and the largest dedicated hub for AI companies in the region, to advance the development of human capital and future-proof the workforce across both public and private sectors. The key objective of this agreement is to enhance local capabilities in line with the rapid advancements in the field of artificial intelligence (AI) both regionally and globally. This strategic agreement is designed to facilitate collaboration in the development and delivery of dedicated training and educational programs that equip individuals to use AI technologies across various key sectors. Through this joint effort, the parties seek to train over 10,000 individuals by 2030, supporting Dubai's ambitious goal of establishing itself as a pioneering global hub for technology and innovation. H.E. Abdullah Ali Bin Zayed Al Falasi, Director General of the DGHR, highlighted that the partnership with Dubai AI Campus is a testament to the Department's commitment to enhancing the skills of employees across both public and private sectors and to empowering them to navigate the fast-evolving landscape of digital transformation. DEWA Strengthens Global Clean Energy Ties with China Roadshow
Dubai Electricity and Water Authority (DEWA) has reinforced its commitment to clean energy and international collaboration through a high-level roadshow in China aimed at accelerating progress on Dubai's clean energy goals. Led by HE Saeed Mohammed Al Tayer, MD and CEO of DEWA, the delegation engaged with leading Chinese companies and research centers in renewable energy and energy storage. The roadshow supports the Dubai Clean Energy Strategy 2050 and the Dubai Net-Zero Carbon Emissions Strategy 2050, both of which seek to position Dubai as a global hub for sustainability and green innovation. The delegation included senior DEWA officials Waleed bin Salman and Ghanim Alqassim. Their itinerary featured visits to companies including Sungrow, CRRC, CATL, Tesla, SPIC and Huawei to explore cutting-edge advancements in solar and storage technologies. A key highlight was a forum hosted by DEWA in Shanghai, where the authority presented updates on the Mohammed bin Rashid Al Maktoum Solar Park — the world's largest single-site solar park — and unveiled the road map for its ambitious seventh phase. The session included a Q&A with clean energy developers, reflecting DEWA's transparent approach to international partnerships. The upcoming seventh phase of the solar park, developed under the independent power producer model, has drawn interest from 47 global companies. Set to deliver up to 2,000 megawatts and feature 1,000MW of battery storage over six hours, it will rank among the largest solar-plus-storage projects worldwide. Commissioning is expected between 2027 and 2029.
