60 days without electricity, Jharkhand man's fight to restore connection finds success in High Court

The Jharkhand High Court has directed the Jharkhand Bijli Vitran Nigam Limited (JBVNL) to restore electricity to a Ranchi resident who had been without power for over 60 days despite having paid all dues and reconnection charges.
In its ruling, the high court said that essential services such as electricity cannot be withheld arbitrarily once a citizen has fulfilled their legal obligations, and that state authorities must act decisively to protect individual rights.
The petitioner, Santosh Sharma, a resident of Ranchi, moved the high court after repeated attempts to seek redressal through JBVNL, local police, and administrative officials. His power supply was disconnected in March 2025.
Over the next two months, Sharma said that he paid around Rs 68,000 in multiple instalments to clear all dues but his electricity was not restored.
In court, JBVNL admitted that there were no pending dues, but claimed its workers were unable to reconnect the line due to 'obstruction by outsiders' over a land dispute involving neighbours.
The single bench of Justice Gautam Kumar Choudhary observed that 'a third party cannot interfere in the restoration of connection', and directed the district administration to assist the electricity board in ensuring reconnection within two days.
Speaking to The Indian Express, Sharma said that despite paying over Rs 68,000 in dues, our electricity was cut off from March-end to June. 'We tried every route, from police to RTI to the Chief Minister's office, but it was only after the High Court's intervention that hope returned. Even now, people are obstructing the reconnection. Isn't it a fundamental right to have electricity in your home?' he said.
'My children couldn't study, we spent all these nights in the sweltering heat, and even basic rights like storing food or fetching water became a daily struggle. It felt like we were being punished despite doing nothing wrong,' he said.
Sharma's counsel, advocate Mihir Kunal Ekka, who argued the case, said the delay and harassment amounted to a direct violation of constitutional protections. 'I obtained the court order on the very first hearing. The petitioner had cleared all dues, yet JBVNL's workers were being blocked by locals citing an unrelated land dispute. The Court rightly ordered that such third-party interference cannot be used to deny electricity, which is an essential service and directed that reconnection must be ensured with the help of the district administration,' Ekka said.
Even after the court's directive, residents reportedly attempted to block reconnection on Tuesday evening, forcing JBVNL officials to return despite police presence.

Chennai, India: The Department of School Education has announced plans to upgrade 20 government high schools across Tamil Nadu into higher secondary schools for the 2025–26 academic year. The initiative, aimed at expanding access to higher secondary education, follows a budget announcement earlier this year by School Education Minister Anbil Mahesh Poyyamozhi. As part of the upgradation process, 200 postgraduate teachers will be appointed, with ten teachers assigned to each school. Subject-wise allocations include Tamil, English, physics, chemistry, biology, mathematics, history, economics, computer science, and commerce. Teachers will be recruited under the pay scale of Rs 36,900–1,16,600 (Level-18), with the state government approving an estimated expenditure of Rs 29.39 crore for the project. Among the schools identified for upgradation is Mathur Government High School in Chennai's Madhavaram block. Other districts benefiting include Cuddalore, Kallakurichi, Krishnagiri, Chengalpattu, Dindigul, Tiruchy, Tirupattur, Madurai, Villupuram, Ramanathapuram, Tiruppur, Salem, Tiruvannamalai, Nagapattinam, and Kanniyakumari. Officials said the initiative aims to ensure students in rural and semi-urban areas can continue studies up to Class 12 without shifting schools or discontinuing education. 'It is about time certain high schools are upgraded. This will help reduce dropout rates and encourage students to pursue higher education within their localities,' a government school teacher said. However, the development comes amid challenges in the state's education system, with declining enrollment in several schools. The Department of Elementary Education (DEE) recently closed 208 state-run schools due to zero admissions. Overall, 1,204 schools across Tamil Nadu recorded no new enrollments this academic year, including 208 government primary and middle schools, 114 government-aided schools, 11 partially-funded schools, 869 private institutions, and two union government schools. Officials hope that upgrading high schools to higher secondary will strengthen the public school system and restore confidence among parents and communities in state-run institutions. Entrepreneur and investor Nikhil Kamath has invested Rs 137.5 crore in Goldi Solar, India's largest solar PV module manufacturing company. The investment will enable Goldi Solar to expand its production and position India as one of the world's leading global renewable energy manufacturing hubs. Goldi Solar nearly tripled its Solar PV Module manufacturing capacity from 3 GW to 14.7 GW in the last 12 months and is also developing its solar cell manufacturing expansions in Surat, Gujarat. The company will continue to introduce high-efficiency solar PV modules and cells incorporating emerging technologies to meet India's growing clean energy needs. 'Renewable energy in India is a massive sector, and there is an equally massive opportunity to build global-scale companies right here on our home ground. It is imperative that we back these companies to accelerate the country's clean energy transition," said Nikhil Kamath. The investment comes amid rapid growth in domestic solar demand, supported by government targets of 280 GW of solar power by 2030, import duties on foreign modules, and incentives for local manufacturers under the Production Linked Incentive scheme. Founded by Mr. Ishverbhai Dholakia in 2011, Goldi Solar is India's largest solar module manufacturer, with 14 years of experience and state-of-the-art production facilities in Surat, Gujarat. Meanwhile, India achieved a historic milestone of 100 gigawatts (GW) of solar PV module manufacturing capacity registered under the Approved List of Models and Manufacturers (ALMM), marking a significant leap in the country's renewable energy journey. Union Minister for New and Renewable Energy, Pralhad Joshi, called it a 'remarkable rise" from just 2.3 GW in 2014, crediting Prime Minister Narendra Modi's vision and initiatives like the Production Linked Incentive (PLI) Scheme for High-Efficiency Solar Modules. He said the achievement strengthens India's path toward Atmanirbhar Bharat and its target of 500 GW non-fossil capacity by 2030. The ALMM Order was issued by the Ministry of New and Renewable Energy (MNRE) on 02nd January 2019. The first ALMM list for solar PV modules was published on 10th March 2021 with an initial enlisted capacity of around 8.2 GW.
