Eurostar rivals given ‘green signal' for cross-Channel trains: What could it mean for passengers?
For nearly three decades, Eurostar has been the only rail operator running through the Channel Tunnel, connecting the UK with mainland Europe. But recent shifts in regulation and burgeoning demand for lower-carbon travel options have boosted interest from competitors.
Companies from the UK and Europe are eagerly eyeing a share of the market, but starting services hasn't been easy. Expensive trains, limited space for them to be serviced, maintained, and stored, and Eurostar's dominance have conspired to maintain the monopoly. But things are starting to change.
A new report commissioned by the Office of Road and Rail has ruled that Eurostar must provide access to new operators at Temple Mills depot. It also demanded that HS1, the high-speed rail link between London and the Tunnel, reduce its fees from almost €30 per mile. Currently these are the highest fees in Europe.
As each barrier comes down, excitement for new cross-Channel options rises. Several companies are confident their bids will be a success and claim that increased competition will ultimately mean lower prices for passengers.
While the Channel Tunnel has been open to competitors since 2010, no other operator has attempted to challenge Eurostars' dominance. But recent regulatory shifts and legal challenges have seen interest accelerate, with several companies vying to provide new services.
The Virgin Group is one such company and has stated a desire to launch cross-channel train services by 2029. Discussions are already underway for a fleet of trains to operate the service.
Competing for access to the 'Chunnel' is a Spanish-led consortium known as Evolyn. The company wants to launch high-speed services between London and Paris and has indicated it has reached an agreement with Alstom to purchase 12 high-speed trains for the service.
Also throwing its hat in the ring is a start-up called Gemini Trains. led by Lord Tony Berkeley, a British aristocrat and former Eurotunnel engineer. Gemini has applied for an operator's license to service Paris, Strasbourg, Cologne, and Geneva with a fleet of 10 trains by 2029.
Other operators have previously expressed an interest in open access to the Channel Tunnel. Deutsche Bahn showcased a high-speed train at London's St Pancras in 2010, signaling its intent to connect London with destinations in Germany, such as Frankfurt and Cologne. However, it has not yet officially joined the bidding war for services.

Since the opening of the Channel Tunnel in 1994, Eurostar has held a monopoly on rail services between the UK and Europe. Although there's been nothing stopping new operators from venturing into the market, barriers to entry have been high.
For a start, trains must be long enough to align with tunnel evacuation points, and there are various technical requirements that not many manufacturers can meet. The cost of acquiring new trains that comply with these requirements, estimated at €35 - €60 million per train, has deterred competitors from getting involved.
In order to operate a cross-channel service, operators also need a depot. London's St Pancras International and the Temple Mills maintenance depot are under Eurostar's control, and it has frequently argued that Temple Mills is already at capacity.
However, a new report, commissioned by the UK's Office of Road and Rail (ORR) and conducted by independent consultants IPEX, suggests this is not necessarily true.
In its report, IPEX stated that there is 'some' capacity at Temple Mills for more trains to be serviced, maintained, and stored. It says that some of the capacity can be accessed immediately, without any changes, but that the rest will be delivered through investment.
Virgin Group applauded the findings of the report, saying that claims suggesting Temple Mills was at capacity have been blocking Virgin's bid for cross-Channel services. 'Finally a green signal for competition,' a spokesperson for Virgin says. 'There are no more major hurdles to overcome, and Virgin is ready to take up the challenge.'
However, Eurostar argues that the report effectively validates its claim that the depot is at capacity. A spokesperson said, 'It confirms what Eurostar has said all along: the Temple Mills depot is effectively almost full today for major maintenance work and would require investment to meet the growing demands of international rail.'
Eurostar notes that the options in the report could create some capacity, but this would not be enough to accommodate any single additional operator.

Increased competition on the Eurotunnel services is widely considered to bring benefits to passengers. In any market, more competition tends to lead to lower prices, better services and more choice, and the cross-Channel rail market is no different.
Yann Leriche, CEO of Getlink (the company that operates the Channel Tunnel), told the BBC that through competition, 'the market will be more dynamic, all operators will improve their offer.'
'I love Eurostar's service, but competition keeps everyone on their toes,' says Mark Smith, also known as the Man in Seat 61. 'The extra capacity this will bring has been shown to lower prices. It's definitely good news for travellers.'
While prices for Eurotunnel service may fall as competition hots up, having more choice is crucial to the attractiveness of rail options. Being able to travel directly to London from cities in Germany, Switzerland and beyond is a good first step in making rail a workable alternative to air travel and encouraging passengers to switcht to this lower carbon form of transportation.
Smith further notes that there could be more connections in the UK too, as Gemini Trains has touted services from Ebbsfleet in Kent. 'Eurostar doesn't want to do that,' he says. 'Let's also hope competitors will consider easier bike access and allowing dogs.'

"I welcome people like Elon Musk that try to hold our feet to the fire," said Rep. Eric Burlison, R-Missouri. "We often disappoint our voters when we don't do the cuts that we campaign on, when we're not fiscally responsible." But Rep. Don Bacon, R-Nebraska, who served in the Air Force for 30 years, said the division between Trump and Musk wasn't a good look for his party, especially when it's trying to advance the primary piece of legislation on the president's agenda. "It's just not helpful," Bacon said. "When you have division, divided teams don't perform as well." 'The opposite of conservative': Sen. Paul on bill Several pockets of Republican senators have voiced concerns about the House-passed legislation. Each group has their issue that they want addressed, and each one presents a hurdle for Trump and GOP leaders like Thune as they try to cobble together a winning 51-vote coalition that can also make it back through the House for another final vote. The Senate factions include one group seeking to cut more spending because the Congressional Budget Office said the House-passed plan would add $2.4 trillion to the debt over the next 10 years. Others are worried about cutting Medicaid, the federal health insurance program for low-income families. And another handful of senators say they are worried about the House-passed bill rolling back renewable energy tax credits for solar, wind, geothermal and nuclear energy. "There are many of us who recognize that what came out of the House was pretty aggressive in how it seeks to wind down or phase out many of the energy tax credit provisions," said Sen. Lisa Murkowski, R-Alaska. "I happen to think that we've got tax policies that are working to help advance our energy initiatives around the country, as diverse and as varied as they are. Wouldn't we want to continue those investments? 'This bill is the opposite of conservative, and we should not pass it,' added Sen. Rand Paul, R-Kentucky, in a June 4 social media post that raised concerns about the nation's debt limit. Missouri Sen. Josh Hawley is one of the outspoken Republicans taking issue with the House-passed bill's provisions that would cut nearly $800 billion during the next decade from Medicaid and, according to the Congressional Budget Office, cost 7.8 million people their health insurance. "I don't want to see rural hospitals close and I don't want to see any benefits cut in my state," Hawley said. Trump and his allies contend spending cuts of $1.6 trillion are the most ever approved in a House bill and that the tax cuts will spur economic growth to offset the costs. Trump got personal this week in calling Paul's ideas 'crazy' in a social media post and said the people of Kentucky 'can't stand him.' More: Trump lashes out at Sen. Rand Paul over opposition to big tax bill House Speaker Mike Johnson, a staunch Trump ally, told reporters June 4 that few people are going to like everything in an 1,100-page bill. But the Louisiana Republican said the measure he helped craft in the House was carefully calibrated to gain wide support. "I hope everybody will evaluate that – in both parties, and everybody – and recognize, 'Wow, the benefits of this far outweigh anything that I don't like out it,'" Johnson said. Senate dropping local tax deductions would be 'radioactive': Rep. Lalota Any changes made by the Senate will force another vote in the House before the bill can become law - and that's where the math can get tricky. Republican senators are talking about tinkering with a key compromise that Trump and Johnson signed off on in the House that raised the federal deduction for state and local taxes (SALT) from $10,000 to $40,000 for people earning less than $500,000 per year. That provision is important to GOP lawmakers from high-tax states such as California, New York and New Jersey who supported the House bill that passed through the 435-seat chamber by only a one-vote margin. Nick Lalota, R-New York, told reporters on June 4 that revisiting the tax issue "would be like digging up safely-buried radioactive waste." House members scouring through the bill they voted on weeks ago are also finding unfamiliar provisions in the version that they say they would have opposed. For example, Rep. Marjorie Taylor Greene, R-Georgia, said in a social media post June 3 that the Senate needs to strip out language she hadn't noticed earlier that would prevent states from regulating artificial intelligence. Rep. Mike Flood, R-Nebraska, said he opposed a section that aims to hinder federal judges from enforcing their court orders. Trump sought the provision to prevent judges from blocking policies largely spelled out via his executive orders. Senate could drop contentious provisions House members risked supporting Even though Republicans control both chambers of Congress, the Senate could drop or fail to approve contentious parts that GOP House colleagues in competitive districts already went out on a limb to support. It's happened many times before - with sizable political consequences. The concept even has a name: Getting BTU'd. That refers to a 1993 House vote on a controversial energy tax during the first year of Bill Clinton's presidency based on British thermal units. House Democrats lost 54 seats in the 1994 election – and control of the chamber for the first time in 40 years – in part because of supporting the BTU tax that the Senate never debated. John Pitney, a political science professor at Claremont McKenna College, has said a book about such votes could be called 'Profiles in Futility.' Another example was the 2009 American Clean Energy and Security Act, a bill which Obama supported as president that aimed to limit the emissions of heat-trapping gases from power plants, vehicles and other industrial sources. The Democrat-controlled House narrowly approved the measure 219-212 but the Senate never took it up. Critics said it would raise the cost of energy. The Competitive Enterprise Institute, a non-profit libertarian think tank that opposed the measure, counted 28 House Democrats from coal states who lost their seats in the 2010 mid-term election after voting for the bill. Fast forward to 2025 and Republicans are the ones facing a similar dynamic. Musk, who contributed about $290 million of his personal fortune to help Republicans including Trump win last November, slammed House lawmakers who voted for the president's legislative package.'Shame on those who voted for it: you know you did wrong,' Musk wrote June 3 on social media. But House Republicans who voted for the legislation, including some who also demanded deeper spending cuts when it was in their hands, said they're not worried about the package falling apart and coming back to haunt them. They say that's because they did fight for more budget cuts. "This wasn't a hard vote. It was hard going through the process to get more, and you can always do better," said Rep. Ralph Norman, R-South Carolina. "But look at what Donald Trump's done, the great things that are contributing to cutting the deficit." Rep. David Schweikert, R-Arizona, who represents a competitive toss-up district, noted that he's introduced multiple bills to trim federal spending. "If Mr. Musk wants to be helpful, what he should do is start to understand that those of us in a 50-50 district who have shown up with actual policy solutions that offset every penny of this bill," he said. Leaving Washington for the weekend, Trump told reporters aboard Air Force Once on June 6 that he wasn't worried about Musk and that he remained confident he'd get "tremendous support" in the Senate to pass the bill. 'I don't know of anybody who's going to vote against it," the president said, before adding: "Maybe Rand Paul." Artists Accuse Prominent Dealer Reco Sturgis of Issuing Death Threats and Withholding Payments
A number of artists have accused art dealer Reco Sturgis—the founder of Hugo Galerie in New York, which closed in 2023—of withholding artworks, failing to pay hundreds of thousands of dollars in owed funds, and making violent threats via email and text message. In one message reviewed by ARTnews, Sturgis seemingly threatened to kill a friend of an artist who had publicly warned others about him: 'She is in danger now. This bitch will die. On my mother's grave,' he wrote. In 2023, he was also sued by his landlord, Peter Weisman, for nonpayment of rent on Hugo Galerie's SoHo location. Court documents filed in the Civil Court of New York show that a settlement of more than $463,000 was reached, but Weisman told ARTnews that no payments have been made. Other companies, including CFG Merchant Solutions, Byzfunder, Mantis Funding LLC, DHL Express, and Sutton Maddison Inc., have sued Sturgis for outstanding debts between 2023 and 2025. The cumulative damage claims in these lawsuits, together with the rent he owes Weisman and overdue payments to artists, exceed $1 million. Neither Sturgis nor his attorney, Daniel Kokhba, responded to ARTnews' requests for comment. In 2023, Sturgis gave a rare interview to Shoutout Atlanta, in which he said, 'The relationships I build, whether with artists or clients, or employees, are built on respect, admiration, and trust.' (The artists who have made financial claims against Sturgis in this article have provided corroborating invoices, text messages, and email correspondence that have been reviewed by ARTnews.) British sculptor Beth Carter, who began working with Hugo Galerie in 2016, said problems began around 2019. '[When he closed to the galleries in 2023] he didn't tell most of the artists—he just moved everyone's work into storage,' Carter wrote in an email to ARTnews. She claims Sturgis owes her $200,000 and sold several large bronzes after she repeatedly asked for their return over the course of a year, including a life-size Minotaur that cost her £10,000 to cast. 'He has not paid me for any of these pieces,' she said, adding that Sturgis sold several of her works below what she believes was market value. While Carter did not sign a consigner agreement with the gallery, she said Sturgis 'regularly confirmed inventory and sales records.' She eventually retrieved her remaining unsold works—shipped at her own expense back to the UK—and chose not to sue after receiving legal advice on the cost. 'I counted Reco as a friend of mine (as did my husband) for many years,' she wrote. 'We stayed with him at his apartment in New York and he stayed with us in the UK.' Carter said that the prolonged uncertainty has caused her and other artists who worked with Sturgis 'emotional, mental, and financial harm.' ARTnews reviewed emails in which two collectors contacted her about works they claim to have paid Hugo Galerie for but never received. Another British sculptor, Joseph Paxton, who started working with Hugo Galerie in 2017, told ARTnews that Sturgis has refused to return three bronze sculptures and two drawings worth at least $70,000 combined. He also claims he is owed almost $10,000 in payments. 'I only discovered Reco had closed the galleries when another artist from New York who had recently started exhibiting with Reco messaged me to say he'd walked past the SoHo gallery and seen it was all closed up,' he wrote in an email. French artist Patrick Pietropoli told ARTnews he is 'one of the artists owed the most' by Sturgis. In a statement, he said that Sturgis launched Hugo Galerie in 2016 by soliciting $5,000 from several participating artists—many of whom had previously worked with him at Axelle Fine Arts, where he had been a director until founder Bertrand Delacroix died in 2015. Carter was one of the artists to contribute $5,000 to the gallery's startup costs, but said Sturgis paid her back. Another artist who did not want to be named told ARTnews they were also asked to pay the same amount, but chose not to. Pietropoli said Sturgis' debt seemed to spiral out of control when he opened a second gallery on Madison Avenue in 2021. Another artist, who requested anonymity, said they were owed €120,000 and had also previously been represented by Axelle. 'Our relationship began falling apart in 2023, when Reco stopped paying and stopped communicating,' they wrote. They echoed that Hugo 'unraveled quickly' after opening the Madison Avenue location. While they weren't threatened directly by Sturgis, the artist said the dealer had been 'emotionally manipulating.' One of the artist's friends was threatened by Sturgis after she posted a message online warning people about his conduct. In an emailed reply shared with ARTnews, Sturgis wrote to the artist: '[Your friend] knows absolutely nothing about me or my business… and now she is going to regret putting her nose where it does not belong. I will not tolerate this anymore. She in danger. This old bitch will die. On my mother's grave.' Sturgis emailed the artist just this week to say that he is planning to open a new gallery in New York. 'I have been working on opening another gallery. But it is not as easy as I thought it would be. I am determined so it will happen sooner or later. Most likely in SoHo again,' he wrote. He offered to continue selling their work, proposing a higher percentage of sales 'to cover some of the debt owed.' Several artists told ARTnews that after Hugo Galerie closed, Sturgis attempted to continue selling their work, offering 60 percent of sales to gradually pay back what he owed. Canadian painter Joseph Adolphe, who said he is owed over $30,000, publicly warned others via Instagram in October 2023. 'Numerous other artists are also left in the cold, many with their art unretrievable,' he wrote. Sturgis later messaged him: 'Please take this post down… If you damage my reputation with the art world, it will make it impossible for me to pay you.' In an email to ARTnews, Adolphe wrote, 'Of course there will never be any financial closure, but a judgement against him would be nice. He is in hiding, if we can locate him, we can serve him and have our day in court.' Painter Brian Keith Stephens, who began working with Hugo Galerie in 2016, filed a complaint in the Civil Court of New York in 2023 in which he alleges Sturgis owes him $40,351.50. However, Stephens said he was unable to serve Sturgis because he could not locate him. Stephen also told ARTnews he sold many of his works below market value. 'His messages were delusional and aggressive,' he wrote in an email, of Sturgis's state after the closure of Hugo Galerie. 'He blamed the artists for his failure instead of taking responsibility.' Stephens, who never signed a consignment contract, said his lawyer determined that their correspondence on works, prices, and terms was sufficient to constitute a legal agreement. In a group email reviewed by ARTnews that Sturgis sent to many artists he worked with, he directed homophobic slurs at Adolphe and Stephens. In one message reviewed by ARTnews, he posted an image of Adolphe's daughter and named her school, which prompted Adolphe to contact campus security. 'The whole thing is a sad documentation of the machinations of a truly disturbed mind,' Adolphe said. French artist, Benoit Trimborn, told ARTnews that he began working with Hugo in 2016 and that Sturgis owes him $22,000 after he sold three of his works on Artsy. He said that he tried to get Sturgis to sign a consigner agreement, but he never answered. 'He makes promises without keeping them,' Trimborn wrote in an email. 'I know that he mistreated many artists beyond the non-payment of debts, but I am not one of them, I think I was relatively spared compared to other artists.' French painter Marc Chalmé, who said he is owed $48,000, told ARTnews that he was able to retrieve his work but received threatening texts and videos from Sturgis. In one screenshot shared with ARTnews, Sturgis sent an image of a masked man holding a knife with the caption, 'Keep posting shit about me.' Chalmé had previously posted on Facebook about Hugo, writing 'Bad experience with this gallery, no payment for a sold-out show.' In another message to Chalmé reviewed by ARTnews, Sturgis wrote: 'If I hear that you are continuing to defame me … there will be consequences. I promise you.' At one point, Sturgis's lawyer Daniel Kokhba sent a cease-and-desist letter—reviewed by ARTnews—to several artists on his behalf, claiming that their statements constituted 'tortious interference' and 'libel. At the time of this writing, the social media pages for Hugo Galerie and its online offshoot, Sturgis Art Gallery, remain active—though they have not posted since April and March, respectively. UK and India discuss 'counter-terrorism' cooperation after Pakistan ceasefire

Das NEW DELHI (Reuters) -Britain and India on Saturday discussed expanding their "counter-terrorism" collaboration following recent fighting between India and Pakistan, Britain's foreign minister told Reuters after meeting Indian Prime Minister Narendra Modi. British foreign minister David Lammy is the highest-profile Western official to have visited both New Delhi and Islamabad since the South Asian neighbours agreed to a ceasefire last month after their worst fighting in nearly three decades. The latest tensions began in April after the killing of 26 men in Indian Kashmir that New Delhi blamed on "terrorists" backed by Pakistan, a charge Islamabad denied. India then attacked what it called "terrorist infrastructure" in Pakistan, leading to escalation from both sides until a May 10 ceasefire. "We want the situation to be maintained, but of course we recognise fragility, particularly in the backdrop of terrorism, terrorism designed to destabilise India," Lammy said in an interview at the residence of the British High Commissioner in New Delhi.
