PGI proposes to transfer management of hospital canteens to IRCTC

PGI is exploring innovative solutions to revamp its service systems. As part of this initiative, a proposal has been put forward to transfer the management of hospital canteens to the Indian Railway Catering and Tourism Corporation (IRCTC).
This move aims to enhance quality, hygiene standards, and customer satisfaction through professional management and proven operational excellence.
'There is a pressing need to overhaul our service delivery systems to better serve our patients and staff. Partnering with IRCTC, known for its robust catering and hospitality services, could be a significant step forward in this direction,' said Pankaj Rai, Deputy Director (Administration), PGI.
Rai added, 'In line with the institute's commitment to continuous improvement, PGI has already engaged student volunteers under Project Sarathi to help manage patient inflow, which has proven to be beneficial.'
PGI has received approval to hire 300 ex-servicemen as security personnel, who will be deployed at all critical areas to supplement the existing security team. 'These security personnel will be hired within a month, and this initiative will further enhance our ability to manage patient and visitor well-being more effectively,' stated Rai.
Recognising that PGIR's environment safety, hygiene, and service quality are paramount, the institute has adopted a zero-tolerance stance toward any lapses or misconduct by contractors engaged in providing essential services such as canteen and parking facilities.
In recent weeks, PGI has identified some instances of non-compliance and negligence by contractors that jeopardise the safety and comfort of those on campus.
In response, the institute has initiated stringent action against erring contractors, including issuing termination orders where necessary.
These measures are part of PGI's broader drive to uphold the highest standards of service and to ensure that patient care is not compromised by ancillary service deficiencies.
The institute's administration has reaffirmed its commitment to safeguarding the well-being of patients, attendants, staff, and visitors.
Prof Vivek Lal, Director PGI, stated, 'Patient safety and overall well-being are our top priorities. Any breach of contractual obligations that compromises the hospital environment will be dealt with firmly and decisively. We are dedicated to maintaining a secure, clean, and efficient environment for everyone at PGI, be it patients, researchers, or students. Any contractor found negligent or non-compliant will face appropriate action, including criminal proceedings if the situation warrants.'
Additionally, the institute's administration has assured that all contractual arrangements will be regularly monitored, any irregularities will be dealt with firmly, and that these measures strive to maintain the highest standards of service delivery.

The newly constructed 283-bed Emergency-cum-Trauma Block at GMCH-32 is all set to be inaugurated on August 8, to coincide with the 11th convocation, promising to reduce overload on the existing emergency units in the city, improve patient care and ensure better utilisation of resources. In the hospital's history, the A Block, where 24-hour emergency services are provided to patients, was the first to become functional, and since 1996, there has been no renovation of this block. 'With the new state-of-the-art trauma block ready for patients, the first step will be to renovate the area, with the engineering and fire safety departments already in action to ensure the latest facilities, amenities and safety. Once this is complete, we will start the process of decongesting our gynaecology department, which also comprises the labour room, and witnesses patients from across the region, including the large migrant population that we have. We will be utilising this space for the expansion of the department, and also add more beds to ease rush. We are making efforts to provide more speciality and super-speciality services. The process of space creation is a dynamic one,' said Prof A K Attri, Director-Principal, GMCH-32. The gynaecology department of the hospital has 100 beds, with 10 beds added way back in 2017. The number of patients in the gynaecology department is very high, and despite the increase in beds, there are not enough beds for pregnant women. More than 5,000 women deliver in GMCH every year, and when the number of cases is higher, two women have to be adjusted on one bed, with the occupancy rate almost 200 per cent. The hospital receives delivery cases from Chandigarh, Punjab, Haryana, Himachal, Uttarakhand, UP, and despite the shortage of beds, the effort is to provide treatment. As per doctors, the gynaecology department of GMCH-32 has the highest number of deliveries, followed by GMSH-16 and then PGI. Both PGI and GMCH-32 will have exclusive Mother and Child Centres, with work on the project of GMCH-32 having started in 2018, but was delayed due to COVID and has now restarted. With a budget of about Rs 73 crore, the centre, which will be open in about two years, will have two basements and four floors and have a facility of 251 beds, with the latest facilities and services under one roof. Dr Attri said it will decrease infant and mother mortality rate. PGI's Advanced Mother and Child Care Centre, where work is in full swing and may be inaugurated at the end of this year, will be equipped with the latest technologies and offer world-class facilities in both maternal and neonatal care. A human milk bank, advanced infertility treatment, robotic surgery, critical care obstetrics, high-risk maternity unit, foetal medicine unit, pre-implantation genetic diagnosis, prenatal diagnosis, and reproductive endocrinology unit will be part of the centre. Here, there will be a modern developmentally supportive and family-centred level IV NICU designed as per current International NICU design specifications, a family-centred Kangaroo Mother Care ward, and a comprehensive high-risk follow-up programme. A long-needed facility, the Advanced Paediatric Centre at GMSH-16 was inaugurated last year. The 32-bedded facility offers state-of-the-art specialised care, featuring a 12-bedded hybrid ICU unit comprising ventilator beds and high-dependency unit beds. The centre includes 20 oxygen-supported beds and features ECG, echocardiography, and ultrasonography, all under one roof, so that parents don't have to go anywhere for these tests and their children receive the best care. There are 24-hour services like blood transfusion, sample collection, nebulisation etc, for critical patients, and this advanced centre has eased the burden on PGI.

In 2024-25, 6,645 complaints related to poor quality of food were reported by passengers, out of which in 1,341 cases fines were imposed on the food suppliers, Railway Minister Ashwini Vaishnaw said in a written reply in the Rajya Sabha on Friday. In his reply, the Union minister said that the IRCTC regularly floats tenders to select service providers for the provision of onboard catering services in trains, including Vande Bharat and other long-distance trains. "These tenders are awarded through a transparent process to the highest bidders as per the terms and conditions stipulated in the tender documents. The details of Letters of Award (LOA), issued to multiple service providers, are published on the website of IRCTC. At present, contracts of clusters of trains have been awarded by IRCTC to 20 entities," Vaishnaw said. He provided various measures taken to maintain food quality, such as the supply of meals from designated Base Kitchens, commissioning of modern Base Kitchens at identified locations, Installation of CCTV Cameras in Base Kitchens, shortlisting and use of popular and branded raw materials, deployment of Food Safety Supervisors at Base Kitchens to monitor food safety and hygienic practices among others.

The Chandigarh administration has once again initiated efforts to reopen the drug de-addiction centre at Government Multi-Specialty Hospital (GMSH), Sector 16, which has remained closed for the last five years. The health department has been asked to make arrangements, but due to a shortage of psychiatrists, the centre is yet to become operational. According to Dr Suman Singh, Director of Health Services, a proposal has already been sent to the administration for the recruitment of two psychiatrists. She mentioned that the department currently has only two psychiatrists who are already overloaded with patient cases, making it impossible to run the de-addiction centre with the existing staff. Therefore, additional dedicated staff is essential. This de-addiction centre at GMSH was first opened around 10 years ago but had to be shut during the Covid-19 pandemic when the facility was converted into a Covid care centre. Since then, the lack of psychiatrists and other staff has prevented its reopening. The facility is equipped with 10 beds, but to operate efficiently, it requires 24×7 staff, including psychiatrists and clinical psychologists. As only two psychiatrists are available for all psychiatric and addiction cases, managing the high patient load from the entire region is a challenge. Drug and alcohol abuse remain a major issue in this region, contributing to the rising number of addiction patients. Despite the rising numbers, PGI remains the only public institution offering full-scale addiction treatment, while GMCH-32 and GMSH-16 offer basic psychiatric services. In 2023, PGI's Drug De-addiction and Treatment Centre recorded 36,683 OPD visits, 12,570 from Chandigarh and 24,112 from neighbouring states. Approximately 246 patients were admitted for inpatient treatment, with a significant number from Punjab. In Punjab, the highest use is of opioids, with synthetic drugs now also being used more frequently. Subodh B N, Additional Professor, Department of Psychiatry, PGI, says that a decade ago, 80 per cent of cases were of alcohol dependency. Still, now the percentage is 50, as the use of opioids and cannabis has increased, with PGI offering patients Opioid Substitution Therapy. Doctors stress that without dedicated staff and proper infrastructure, the situation will continue to push patients toward unregulated private de-addiction centres, especially in Punjab. Reopening GMSH's de-addiction centre remains a critical need, but hiring qualified professionals continues to be a major hurdle.
