Telangana High Court issues contempt notices to Chief Secretary, officials over sweeper's salary

Justice Nagesh Bheemapaka of the Telangana High Court on Monday issued contempt notices to three senior government officials for failing to comply with a prior court order with regard to payment of salaries to part-time sweepers working in public libraries in Mahbubnagar district.
The officials who have been issued notices are Principal Secretary (Education) N Sridhar, the then Principal Secretary (Finance) K Ramakrishna Rao, who is the current state chief secretary, and Director of Public Libraries S Srinivasa Chary. They have been directed to personally appear before the court at 10.30 am on July 24, 2025 and show cause as to why contempt proceedings should not be initiated against them for non-compliance with the court's earlier orders.
The contempt case was filed by AV Hema Latha and two others, who have been serving as part-time sweepers in various libraries across Mahbubnagar district. They approached the court after the authorities failed to implement the high court order issued on December 19, 2024, directing the respondents to pay them salaries in accordance with GO 841 (November 28, 2011) and GO 33 (September 24, 2016). The salary payments were to be made retrospectively from January 20, 2017 onwards, provided the petitioners continued to discharge their duties in the same department.
The court observed that despite a clear direction, the concerned authorities had not acted on the judgment, thereby prompting the initiation of contempt proceedings. The case underscores the growing concern over the enforcement of judicial orders, especially in matters involving lower-rung government employees.

Reviewing the High Court's performance over the past year, Justice Singh said 74,768 cases were instituted and 72,414 disposed of in 210 working days, crediting the Bench and Bar for efficient delivery. On infrastructure, he said 'Nyaya Nirman' norms were guiding uniform district court complexes. The state has sanctioned Rs 1,053 crore for 13 new complexes, while proposals worth Rs 891 crore are pending. Under the centrally sponsored scheme, Rs 16.58 crore has been allocated for 2025–26, with five major projects completed.

HYDERABAD: The Telangana High Court has directed the state government to provide complete details on the demolition of the Peddamma Temple in Banjara Hills and ensure the safe preservation of the Peddamma Thalli idol until further orders. Justice Vijaysen Reddy issued notices to the Hyderabad District Collector and local Tahsildar, adjourning the matter to August 18. The court was hearing a lunch-motion petition filed by Palle Vinod Kumar Reddy of Himayatnagar, who alleged that the July 24 demolition violated Articles 14, 21, 25 and 26 of the Constitution. The petitioner claimed that officials had razed the temple and removed the idol without prior notice, consultation with devotees, or adherence to religious customs, and sought reinstallation of the idol under Endowments Department supervision, rebuilding of the temple at government expense, and legal action against the responsible officials. Counsel for the petitioner alleged the demolition was carried out at 3 am to avoid public resistance, calling it an affront to devotees' sentiments. The government's counsel said the land was government property and the demolition was to prevent encroachment. Justice Vijaysen Reddy directed that the idol be kept safe until the next hearing.
