Jubilee Hills by-election unlikely soon, says CEO
Hyderabad: The Chief Electoral Officer (CEO), C Sudharshan Reddy, clarified on Tuesday that a by-election for the Jubilee Hills Assembly constituency may not take place for some time, with a notification deemed unlikely within the next one or two months.
Speaking to media representatives at his office in BRKR Bhavan, Reddy stated that while the Election Commission of India (ECI) has already issued notifications for by-elections in several vacant assembly constituencies across the country, Jubilee Hills is not currently on that list. He explained that following the receipt of a Gazette notification from the Assembly, informing them of the sitting MLA Maganti Gopinath's death, the information was promptly forwarded to the ECI. "It is up to the ECI to make a decision on conducting a by-election. By-elections have been announced in three to four other states. However, we may not have a by-election at this juncture," said Sudharshan Reddy.
The CEO further announced that the ECI has launched 21 new initiatives aimed at strengthening the electoral process and enhancing voter facilitation. These include measures such as reducing the maximum number of voters per polling station from 1,500 to 1,200 for a smoother voting experience, and increasing the number of polling stations, particularly in densely populated residential areas like high rises and gated communities. To improve accessibility, polling stations are now to be located within two kilometres of voters' residences. New conveniences include mobile phone deposit facilities outside polling stations for voter convenience, and a reduced campaign booth distance from polling stations from 200 metres to 100 metres.
Among the technological advancements, the ECI has launched ECINET, a unified digital platform integrating over 40 ECI applications and websites. Voter roll integrity will be enhanced through integration with the Registrar General's death records to promptly remove deceased voters. A nationwide duplicate EPIC (Voter ID) resolution initiative is also underway to ensure unique voter identification.

The Election Commission official said they received numerous complaints against online news channels like 'Turn Times, Jan Hitaishi, The city headlines & E News Punjab' that they published the opinion polls during the restricted period. Based on the EC official's complaint, the Ludhiana cybercrime police station registered the FIR under Section 126A of the Representation of the People Act, 1951, and Section 223 of the Bharatiya Nyaya Sanhita. Further investigation is underway, added the police. The district election officer said in a statement that a ban has been imposed on the dissemination of opinion and exit poll results until polling concludes. The statement said that no individual, channel, or portal is permitted to conduct or share opinion or exit polls till the period. Additionally, the display of any election-related content, including results of opinion polls, exit polls, or surveys, on electronic media is strictly prohibited until the polling process is complete. The Ludhiana West bypoll will be held from 7 am to 6 pm on Thursday across 194 polling stations, with 1,75,469 voters — 90,088 male, 85,371 female, and 10 transgender people — registered in the constituency.

Chandigarh (Punjab) [India], June 18 (ANI): Punjab Police has registered an FIR against certain news channels for allegedly violating the Election Commission of India's (ECI) guidelines by publishing an opinion poll ahead of the June 19 Assembly by-elections in Ludhiana (West). The FIR was registered following a complaint filed by the Returning Officer of the 64-Ludhiana (West) Assembly Constituency, as per the Punjab's Public Relations Department. The police stated that the publication of the opinion poll during the 48-hour 'silence period' before polling is in direct violation of Section 126 of the Representation of the People Act, 1951 and Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023. 'The publication of the poll was carried out in violation of the guidelines issued by the Election Commission of India, which prohibits the publication or broadcasting of opinion polls in electronic media during the restricted period (48 Hours prior to the close of the Poll),' the statement mentioned. According to the police, such publications are considered attempts to influence voter perception and manipulate the electoral environment. 'The complaint was formally lodged by the Returning Officer of 64-Ludhiana (West) Assembly Constituency. There are 14 candidates contesting in Ludhiana West, including Sanjeev Arora from AAP, Bharat Bhushan Ashu from Congress, Parupkar Singh Ghuman from Shiromani Akali Dal (SAD), and Jiwan Gupta from the Bharatiya Janata Party (BJP). Apart from Ludhiana (West), Gujarat's Kadi (SC) and Visavadar, Kerala's Nilambur, and West Bengal's Kaliganj are also set to have bypolls. (ANI)
