UAE reaffirms commitment to principled humanitarian action

Jamal Jama Al Musharakh, UAE's Permanent Representative to the United Nations and other International Organisations in Geneva, emphasised the importance of upholding the core humanitarian principles of neutrality, impartiality, and independence.
He called for a fundamental shift in the humanitarian system from reactive responses to anticipatory action, and stressed the need for 'greater investment in early warning systems and anticipatory financing, particularly for climate-related crises'.
Al Musharakh also underscored the critical importance of protecting civilians in conflict zones and ensuring unimpeded humanitarian access, with a specific reference to the situation in Gaza.
He said, 'We strongly condemn Israel's continued violations and underline the need to support efforts and endeavors to ensure the immediate, safe, unhindered, and sustainable delivery of aid on a wide scale, through all possible means.'
Al Musharakh also participated in a high-level panel titled 'Reimagining the Humanitarian System: Innovative Models to Save Lives, Reduce Suffering, and Promote People's Resilience and Livelihoods'. The panel featured the participation of representatives from key international organisations, including Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator at OCHA, and representatives from UNHCR, UNDRR, FAO, WFP, UNICEF, Women for Change South Sudan, and The International Council of Voluntary Agencies (ICVA).
In his remarks, Al Musharakh stressed the importance of innovation in humanitarian response. 'Innovation is no longer optional — it is essential,' he stated, calling for improved delivery mechanisms of humanitarian aid aligning with the needs of the impacted populations. He also underscored the need for 'political courage' to drive systemic reform and ensure the humanitarian system remains fit for an ever-evolving situation.
The 2025 ECOSOC HAS convened global leaders, humanitarian experts, and diplomats to discuss the evolving challenges and various opportunities facing the international humanitarian system. Key themes included innovation, resilience-building, and strengthening multilateral cooperation in the face of growing global crises such as armed conflict, climate change, and forced displacement.
The UAE's active participation reflects its ongoing dedication to fostering innovative, collaborative, and principled approaches to humanitarian responses to the world's most pressing crises.

'Gender parity in the Federal National Council, the increased representation of women in leadership roles, and substantial legal reforms demonstrate the UAE's commitment to protecting and empowering women.'She further commended the UAE for its continued progress on women's rights, adding, 'The government's proactive approach—including significant investments in the protection of women and children in crisis settings—reflects the country's dedication to ensuring safety and equality for all women and girls. These efforts are vital in creating a future where women can fully contribute to national development.'Welcoming the Special Rapporteur's remarks, the UAE's Permanent Representative to the United Nations and other International Organisations in Geneva, Jamal Jama Al Musharakh, stated, 'This successful visit signifies the UAE's ongoing commitment to advancing the rights of women and girls both domestically and internationally. It reflects our belief that empowering women and ensuring their full, equal, and meaningful participation in society is fundamental to building inclusive and prosperous communities.'Ambassador Al Musharakh emphasised that the UAE's work is far from complete.'The UAE remains dedicated to working closely with the United Nations and will continue to act on the Special Rapporteur's recommendations as we pursue further progress in ensuring the rights of women and girls are fully realised and protected,' he UN Special Rapporteur on Violence Against Women and Girls visited the UAE in December 2024. During her visit, the UAE organised field visits and facilitated meetings with government officials, civil society representatives, and other relevant organisations.

United Arab Emirates (UAE) to Chair United Nations Office for Disaster Risk Reduction (UNDRR) Support Group for 2025–2026 Term

The United Nations Office for Disaster Risk Reduction (UNDRR) Support Group unanimously endorsed the appointment of His Excellency Ambassador Jamal Jama Al Musharakh, UAE's Permanent Representative to the United Nations and other international organizations in Geneva, as Chair of the Support Group for the 2025–2026 term, as of August 2025. The UAE will assume the Chairmanship from the Federal Democratic Republic of Ethiopia, which currently holds the position for the 2024–2025 term. This appointment marks a significant milestone, as the UAE becomes the first Arab country to assume this role. The UAE's leadership reflects the country's strong commitment to multilateralism, sustainable development, and proactive engagement in tackling the rising risks posed by climate change and disasters. Addressing the group during the meeting, H.E. Al Musharakh stated: "The UAE is fully committed to leveraging its leadership of the UNDRR Support Group to drive forward practical, long-term disaster risk reduction strategies. The UAE's priority will be to enhance international cooperation, ensuring that disaster resilience becomes integrated into every aspect of development. Furthermore, the country is committed to working closely with all partners to protect the most vulnerable groups and mitigate the growing challenges posed by climate change and disasters." The UNDRR Support Group plays a pivotal role in fostering dialogue among Member States and supporting the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It also serves as a vital platform for strengthening international coordination and cooperation to reduce disaster risks and enhance resilience to both natural disasters. As the incoming Chair, the UAE will work to set priorities and guide discussions aimed at addressing the increasing challenges posed by such disasters, including those exacerbated by climate change.
