$100,000 up for grabs in Shreveport Bossier tourism business competition

Yahoo31-01-2025

SHREVEPORT, La. (KTAL/KMSS) — A new collaborative effort aims to spark tourism-based businesses in Shreveport-Bossier.
Visit Shreveport-Bossier is teaming up with BRF's Entrepreneurial Accelerator Program to launch 'Destination 318', a tourism business competition with $100,000 up for grabs.
'It's a great opportunity for entrepreneurs. It's a great opportunity for our community to develop new businesses that meet an unmet need for tourism in our area,' said Shreveport Mayor Tom Arceneaux. 'And the Master Plan identifies some of those areas. So people should get a copy of the Master Plan and see what is it that we're kind of looking for.'

According to Visit Shreveport-Bossier President & CEO Stacy Brown, when it's over, six businesses will be chosen to receive prize money, with $50,000 going to the winning tourism-based business.
'We want tourism businesses that meet some of those unmet needs identified by the Destination Master Plan,' said Brown. 'We're the experts in tourism marketing, they're the experts at building businesses. So we're working together to build some creative businesses to build tourism.'
Lisa Johnson, President & CEO of the Bossier Chamber of Commerce, says the competition will hopefully meet the needs of young airmen on Barksdale Air Force base, who she says love to enjoy outdoor activities.
'There are a lot of young men and women that love to do outdoor recreation. But we need the resources for them to be able to do that,' said Johnson. 'So we're hoping that that entrepreneur is going to step up and make some of these things happen.'
The application process opens on Saturday, February 1, and closes on Friday, February 28. Business concepts should focus on outdoor recreation, sports, hospitality, arts, culture or entertainment.
Winning businesses will have access to legal and accounting advice to help ensure long-term success.

Lack of quorum delays vote on Frederick Health master plan

A lack of a quorum on Monday kept the city of Frederick Planning Commission from voting to approve plans for Frederick Health to develop 750 dwelling units and 1.3 million square feet of non-residential uses on its campus in northern Frederick. Scott Waxter, assistant city attorney for the city of Frederick, said at Monday's meeting that the master plan now will appear before the commissioners during their meeting in July. Three commissioners — Joan Strawson, Dorothy Menelas and April Lee — attended Monday's meeting, the minimum number for a quorum. There are currently five planning commissioners. Planning Commissioners Elaine Llewellyn and Natasha Valencia were not present on Monday, and neither was City Council Liaison Ben MacShane. Waxter said Lee had recused herself from hearing the item during earlier meetings, due to professional ties. 'While its not a financial conflict, it is sort of an appearance conflict,' he said. 'Because she has recused herself in the past, there is no reason to take that back.' During a recess from Monday's meeting, Waxter said he recommended that Lee recuse herself again, which led to the lack of quorum to hear the item. Monday was supposed to be when the master plan was voted on. It was the second time it came before planners. 'I apologize to the group that I didn't notice this earlier,' Waxter said. Frederick Health Village — a subsidiary of Frederick Health, which operates a hospital on West 7th Street — presented the master plan for the first of two public hearings before the Planning Commission in May. The plan is to redevelop a 93.2-acre site, which is zoned Mixed Use, between Monocacy Boulevard and U.S. 15, according to city records. The plan included senior living, retirement facilities, a nursing home, a medical laboratory and a helistop.

‘Hollywood South' could be established in Louisiana with new legislation

BATON ROUGE, La. (KTAL/KMSS) – Film Louisiana announced Governor Jeff Landry's signing of Senate Bill 232 (SB 232) into law on Monday. Louisiana Public Broadcasting to honor six students across the state as young heroes It includes Act 44, a law that makes Louisiana one of the most competitive states for film production. 'Act 44 modernizes the state's film incentive program by granting Louisiana Economic Development (LED) the authority to manage the program through administrative rules instead of state law. This change provides the flexibility needed to respond quickly to industry shifts, better negotiate with studios, and attract a wider range of film and television projects to the state,' a press release stated. The bill makes large-scale productions and episodic series more attractive in the state by keeping the $125 million annual cap and 2031 sunset date while eliminating per-person and per-project caps. 'Chef Niema Day,' winner of Food Network's Beat Bobby Flay recognized 'This is a game-changer,' said Jason Waggenspack, President of Film Louisiana. 'With SB 232 now signed, Act 44 means we're equipped to compete with the biggest players on a global scale. It's a win for our workforce, our small businesses, and the creative economy that defines Louisiana. 'The passage of Act 44 reflects years of hard work and collaboration with industry stakeholders. It's not just policy—it's a promise to the thousands of Louisianans who earn a living through film that our state has their back. 'We and the entire board of Film Louisiana extend our sincere gratitude to Governor Jeff Landry, LED Secretary Susan Bourgeois, legislative champions, the MPA, and the many local professionals and unions that all advocated tirelessly to ensure this law became reality.'
