She's fought for clean water for years and fears proposed Ontario permit changes will hurt First Nations

Makasa Looking Horse Henry remembers the moment she learned some people in her community had never tasted clean tap water.
"A lot of people have to rely on buying water, not having any hooked-up water, piped-in water and running water in their households," she said. "This is a huge stressor on Indigenous women's mental health and Indigenous families' mental health."
For the past eight years, Henry has fought for water sovereignty in a place that's been her home her entire life, Six Nations of the Grand River, which is near Brantford and is home to people from all six Haudenosaunee nations.
Now, Henry says, a proposed regulation from the Ontario government could roll back years of advocacy and sideline voices of Indigenous communities like hers.
"It's honestly really, really disappointing and disheartening," she said.
It feels as if the proposal is designed to "keep Indigenous Peoples out of the decision-making from water extraction, and governing our own waters and governing our own lands," Henry added.
The proposed regulation
Under the province's current regulations, companies that want to extract groundwater must apply for a permit to take water, triggering environmental assessments, public consultation, a review of the purpose for taking water and a duty to consult Indigenous communities.
Businesses that might want to take groundwater include agriculture, gravel mining and water-bottling plants.
The proposed regulation would allow those permits to be transferred from one company to another without reapplying, so long as the intended use for the water and amount taken stays the same or declines. That means a business could be sold to a new owner who could inherit the water rights with minimal additional review.
In an emailed statement from a Ministry of the Environment spokesperson, the province said this streamlines the permit approval process, potentially cutting months off the current approval wait time.
The ministry said it would also continue to review all applicants in the streamlined process to ensure requirements are met.
But according to critics, such changes to the process would bypass meaningful environmental checks.
What's at stake
Arlene Slocombe, executive director of Wellington Water Watchers, shares Henry's concerns.
"The [Premier Doug] Ford government wants to make water-taking permits transferrable, meaning no input, no consent and no accountability if corporate ownership changes hands," she said in a phone interview with CBC News.
"This move to change the water-taking permit process is essentially a water-grabbing tactic that would make water-taking permits functionally and potentially eternal once approved."
Slocombe warns the regulation could lead to unchecked withdrawals from groundwater systems with unknown limits.
"It's essentially like writing checks on a bank account that you don't know the balance of, and at some point, you run out," she said. "Nobody's really tallying exactly when that 'zero' mark happens."
Slocombe said while most municipal wells supplying houses and businesses eventually return water to the watershed, facilities like bottling plants could permanently remove it by shipping it beyond the local ecosystem.
Another major concern is the removal of the 30-day public comment period that currently accompanies water-taking applications.
Slocombe said that when BlueTriton applied for its permit to run its Aberfoyle water-bottling operation, more than 32,000 people submitted feedback. Under the new rules, a permit transfer would not require any public input.
Nor would it require consultation with Indigenous groups.
"Again, something else that they're trying to push and take our voices out of the entire conversation," said Henry. "We're not going anywhere and they need to respect us as sovereign nations."
The economics of water-taking
Roy Brouwer, executive director of the University of Waterloo's Water Institute and an economics professor, said the province is undervaluing the true cost of its water.
He said that when he moved to Waterloo region a decade or so ago, the cost was under $5 for 1,000 cubic metres of water (one million litres). Since then, the cost has increased, but not in a way that reflects limited supply or environmental impact.
"They just added $500 like a round number, $500 on the permit," he said.
"It has all the appearances of an administrative fee. And it doesn't necessarily reflect the scarcity costs of the resource now and into the future, benefiting multiple users," said Brouwer.
He believes the transfer system, as proposed, ignores the fact that water is limited.
Brouwer said he's also concerned about the environmental impact.
"Over time … what you initially identified as a maybe limited or moderate ecological risk is perhaps a bigger risk because you actually do the pumping and you can actually observe what is happening to the natural environment."
The fight in Aberfoyle
Henry was a vocal critic of the former Nestlé bottling plant in Aberfoyle, later sold to BlueTriton and now owned by Ice River Springs.
Despite it being part of the application process, indigenous consultation was minimal.
"Nobody knew in my community that water extraction … was happening. And with the lack of consultation, not even the governments knew that that was happening either," she said.
"Our people had no idea."
Over the years, she's held groundwater awareness rallies — sometimes by herself — and delivered cease-and-desist letters on behalf of her band council.
She said she secured those by "going to meetings at our long house and letting our clan mothers, faith keepers and chiefs know what was happening. And so they said deliver the cease-and-desist to them. And so that's what I did."
Ice River Springs, an Ontario-based bottling company and the newest owner of the Aberfoyle water-bottling facility, has yet to apply for its water-taking permit.
In an emailed statement to CBC News, executive vice-president and co-owner Sandy Gott said the company "supports initiatives that maintain environmental protection" and it would do its work "with respect for the communities in which [they] operate."
Concerns about being cut out
The public comment period for Ontario's proposed water permit regulation runs until Aug. 1. After that, it moves to a review and decision stage.
There is no fixed timeline for when a final decision will be made.
Henry said she's concerned about being cut out of the process entirely.
"Right now, they're trying to take every single thing that they can and they're trying to take more water," she said.
"And so we're just trying to fight with everything we have to protect our waters and our lands. They go hand in hand."

Prime Minister Anthony Albanese used his time at Garma to announce an economic partnership with Indigenous organisations, which he said built on Closing the Gap commitments and would empower communities to advocate for infrastructure on their lands. In her powerful address to the festival on Saturday, Ms Bowden told the crowd that despite the success of Garma, now in its 25th year, visitors would be leaving behind a "world that remains in crisis mode". "On Tuesday, we will return to a life dominated by the simple fact that Aboriginal people in remote areas of Australia remain the most marginalised people in the country, if not the world," she said. Ms Bowden highlighted high rates of rheumatic heart disease in Arnhem Land, saying the community of Maningrida, in the Northern Territory, has the highest rate of the condition in the world. She also pointed to the over-representation of First Nations people in custody to bring home her point, with the NT second only to El Salvador when it comes to incarceration rates. "We've become numb to this data and immune to the horrors that lie in the statistics," she said. Ms Bowden said the status quo was not acceptable, with recent Closing the Gap statistics showing four targets going backwards - adult incarceration, children in out-of-home care, suicide rates and child development. She said the Yothu Yindi Foundation had long argued the Closing the Gap data reflected a fundamental failure in Australia's governance systems, and that must change to make a real difference. "There are good intentions and what is described as hard work, but without crunching systemic change, there will be no betterment," she said. Hamilton eyes Indigenous interpretive signs for three ‘potentially problematic' monuments

The city is looking at adding interpretive signs reflecting Indigenous contributions and historical accounts at three 'potentially problematic' statue sites — but has not yet decided what to do with a Sir John A. Macdonald statue toppled by protesters in Gore Park. A council subcommittee voted this week to spend $20,000 to install new signs at the statues of Augustus Jones at a Stoney Creek fountain, Queen Victoria in Gore Park and those commemorating United Empire Loyalists in front of the provincial offences courthouse at 50 Main St. E. Separately, councillors endorsed further talks with the Indigenous community over the fate of the city's statue of Canada's first prime minister, which is currently in storage. The city had installed signs installed at four high-priority sites indicating the city is aware these sites are problematic and detailing the need for further action and consultation. Those proposals still need to be ratified at a full council meeting Aug. 6. The monuments were flagged as 'potentially problematic' for Indigenous people as part of a city's review of landmarks, an exercise rooted in reconciliation with First Nations. The four sites were an issue due to 'lack of Indigenous history or the misrepresentation of true history,' according to a 2022 report by the Circle of Experts, a group of elders, historians and leaders from the Indigenous community. Luc Gambacort, an Indigenous outreach project manager, said the city conducted surveys in 2024, offering options for what could be done at each site. The options included keeping statues and existing p laques unchanged, removing the plaques, adding signs that tells the Indigenous story of the sites, moving them to a museum or removing the monuments entirely. The Augustus Jones statue in Stoney Creek is one of three where the city appears set to install interpretive signage reflecting Indigenous contributions and historical accounts. Nearly 1,200 total surveys were completed, and Gambacort said adding signage was the popular answer at the downtown United Empire Loyalist site and the fountain commemorating magistrate and surveyor Augustus Jones, who is noted on a current plaque as having been 'actively involved' with Indigenous peoples. While nearly half of respondents suggested keeping the Queen Victoria monument and its 'model wife and mother' inscription unchanged, city staff still recommend adding new signage. The statue of Queen Victoria in Gore Park is one of three where the city appears set to install interpretive signage reflecting Indigenous contributions and historical accounts. Grace Mater, the city's general manager of healthy and safe communities, said more consultation with Indigenous groups will take place before new signs are installed, likely in 2026. The future of a statue of Sir John A. Macdonald that formerly stood in Gore Park — but was torn down by protesters in 2021 — was 'purposefully' not part of the latest report, Coun. Cameron Kroetsch told the committee Thursday. Instead, councillors voted to provide $30,000 to engage with the Indigenous community over the statue of Macdonald, who played a prominent role in establishing Canada's residential school system. Thousands of children were abused and died in the government-funded, church-run schools, which have since been labelled a 'systematic, government-sponsored attempt to destroy Aboriginal cultures and languages' by the national Truth and Reconciliation Commission. The city confirmed the statue is in storage and 'extensive restoration and repair would be required before it could be placed on display again.' Protesters tore down the statue of Sir John A. Macdonald in Gore Park in 2021 after city council's refusal to remove the monument. Beth Dockstator, the city's manager of Indigenous relations, said in an email 'no decision' has been made on the future of the Macdonald statue. She added the monument would be addressed in a future phase of the city's review of landmarks 'after dedicated engagement with Indigenous communities and the broader public.' Mater also acknowledged the Macdonald statue is a 'hot-button' issue, but said there is no timeline yet for consultation on the fate of the monument. The 2022 Circle of Experts report recommended the city not relocate or reinstall the bronze statue. It suggested removing the remaining pedestal and cannons to create an opportunity to 're-vision' the prominent Gore Park site. Reinstallation, it said, would be a 'step in the wrong direction.' US warns of corruption and reported bribery aimed at destabilizing Haiti as crisis deepens

SAN JUAN, Puerto Rico (AP) — U.S. officials announced Friday they are aware of 'reported bribery attempts' aimed at destabilizing Haiti, raising concerns that the troubled country could sink further into crisis. The announcements were made on X by the U.S. Embassy in Haiti and the Bureau of Western Hemisphere Affairs. Officials did not provide details except to say that they commended members of Haiti's transitional presidential council 'for their rejection of corruption' and for collaborating with the current prime minister to 'work together' to stabilize the country. 'We will hold accountable anyone who attempts to undermine this collaboration,' the embassy wrote on X. The announcement comes as infighting threatens the stability of the council while gangs that control up to 90% of Haiti's capital continue to seize more territory in Port-au-Prince and in Haiti's central region . The council's voting members did not immediately respond to requests for comment. Neither did the U.S. Department of State nor the office of Haiti's prime minister. Some people on social media mocked the announcement as they accused some council members of being corrupt. In October last year, Haiti's anti-corruption unit accused three council members of bribery and corruption involving the government-owned National Bank of Credit. No one has been charged, and the council members remain in their positions. Haiti's political stability has been fragile ever since a powerful gang federation known as 'Viv Ansanm' launched attacks early last year on critical government infrastructure including police stations and the country's main international airport, forcing it to close for nearly three months . The attacks prevented then-Prime Minister Ariel Henry from returning to Haiti. He eventually resigned , unable to enter his homeland following an official visit to Kenya to talk about a U.N.-backed mission that police from the eastern African country are currently leading to try and quash gang violence. The council is under pressure to hold general elections by February 2026, with the previous ones held nearly a decade ago. No date has been set yet. The council was created in April 2024 as the international community scrambled to meet with Haitian officials to rebuild the country's government after Henry resigned. Political stability remains fragile, with three prime ministers having been appointed in the past year. Meanwhile, gang violence continues to surge in the aftermath of the July 2021 killing of President Jovenel Moïse. In a report released Friday, the United Nations Integrated Office in Haiti noted that at least 1,520 people were killed and more than 600 injured from April to the end of June. Nearly 80% of those incidents happened in Port-au-Prince, with nearly 20% reported in Haiti's central region. More than 60% of the killings and injuries occurred during operations by security forces against gangs, with another 12% blamed on self-defense groups. The report noted that Johnson André, best known as 'Izo' and considered Haiti's most powerful gang leader, was injured in drone strikes earlier this year, as was gang leader Renel Destina, who goes by 'Ti Lapli' and leads the Grand Ravine gang. From April to June, more than 400 homes and other buildings including schools and health centers 'were ransacked, burned or destroyed by gangs,' the report stated.
