Shirgao stampede: All officers' replies in, action after responses are reviewed
State govt has started examining the replies submitted by govt officers in response to show-cause notices issued on the Shirgao Jatra stampede. After the chief secretary examines the replies, they will be placed before govt for necessary action.
Six people were killed and 74 injured in the stampede.
On May 13, state govt issued show-cause notices to eight officers, including the then North Goa collector Sneha Gitte, the then North Goa SP Akshat Kaushal, the then deputy collector of Bicholim, the then DySP of Bicholim, the PIs of Bicholim (transferred since) and Mopa police stations, and the panchayat secretary of Shirgao.

These officials were on duty during the tragedy and have since been transferred. Chief minister Pramod Sawant, making the report of the fact-finding committee public, said the report collectively held the temple committee, district administration, district police, village panchayat, and crowd behaviour, particularly that of 'dhonds', responsible for the tragedy.
Based on the preliminary inquiry, govt transferred Gitte, Kaushal, Bicholim DySP Jivba Dalvi, Bicholim PI Dinesh Gadekar, and Bicholim deputy collector Bhimnath Khorjuvekar, with immediate effect.

Three of the stampede victims — two women and a 16-year-old boy — were identified as 'dhonds', special devotees of the goddess. The stampede, perhaps the first in the post-Liberation history of Goa, occurred on the second day of the five-day jatra that began on May 3.
The Shree Devi Lairai Devasthan committee said the state administration fell short in making the necessary arrangements for the jatra. The fact-finding committee report held the former North Goa SP and former North Goa collector, among others, responsible for the stampede.

Chakradharpur rail division counsels locals on track safety
1 2 Jamshedpur: After a major derailment was avoided, officials of the Chakradharpur railway division have gone on alert mode to prevent such incidents caused by miscreants. Late on Sunday, the Itwari-Tatanagar Express (18110) narrowly missed a major accident after it ran over a rock placed by miscreants on the down line near the Sonua railway station in Chakradharpur, West Singhbhum. An immediate investigation by the track maintenance staff, along with the Railway Police Force (RPF) and Government Railway Police (GRP) personnel, into the incident found that large stones were placed on three adjoining tracks on both up and down lines. According to railway officials, a joint team of railway security and state police has been formed for surveillance of the tracks on the Chakradharpur-Rourkela section on an immediate basis. Additionally, four separate teams of RPF visited nearby villages at Sonua station on Tuesday to counsel the villagers, particularly the teenagers. KGMU struggling to capitalize on cadaveric organ donation potential
1 2 Lucknow: For liver cirrhosis patient Ravi Prakash (name changed), the only chance of survival is a transplant within six months. Since his relatives are unfit for donation, the 43-year-old pins his hopes on the KGMU deceased donor transplant programme. Like him, officials said, at least 20 chronic liver patients on KGMU's waiting list need a transplant within the next 6 to 12 months. On the eve of World Organ Donation Day, TOI tracked the organ donation scenario at KGMU and found the institute has the capacity to facilitate 50 cadaveric multi-organ donations (CMOD) a year — potentially saving or improving over 240 lives annually. Recent achievements On April 22, after a gap of two years, KGMU conducted its 29th CMOD, which was also its 41st liver transplant and 9th cadaveric liver transplant — the last was done in Nov 2023. Since the programme began in Dec 2014, the varsity facilitated 29 cadaveric donations, 41 liver transplants and 12 kidney transplants, including both cadaveric and live donor procedures. "An active deceased donor transplant programme could help curb such unlawful practices," said a senior official. Potential of CMOD Each CMOD offers the opportunity to retrieve multiple organs — including the heart, lungs, liver, small intestine, pancreas, kidneys, upper limbs and corneas. KGMU currently performs transplants for cornea, liver and kidney. Untapped donor potential suggests that 3-4 cases of brain death are reported annually in various departments. Even if half of these were utilised, it could save or improve around 125 lives every year. If fully exploited, it could rise to 240. At present, the donation rate is about 5%, which experts believe can be increased tenfold with better infrastructure, sensitised medical staff and community education. Challenges A patient is declared brain-dead after two positive 'apnoea tests' conducted six hours apart. Counsellors then approach the family for consent, but refusal is common due to religious beliefs, lack of awareness or absence of immediate family members to make a decision. Emotional distress and the desire for a traditional funeral also influence refusals. Another challenge is that a brain-dead patient must remain on a ventilator to keep organs viable. If life support is withdrawn, cardiac arrest occurs and organs become unsuitable for transplant. There is always a lack of ventilators. Steps towards improvement KGMU spokesperson Prof KK Singh said low donation rates are due to family refusal, absence of relatives at crucial moments, procedural delays and poor coordination between departments. To improve this, KGMU trains ICU and trauma staff, deploys two MOHAN Foundation-trained coordinators to counsel families and strengthens coordination between neurologists and intensive care teams. Public awareness drives are held to dispel myths and build trust. The university works with NOTTO and SOTTO to register patients, allocate organs as per guidelines and submit regular reports.
