
Fee Regulatory Authority issues letter to private colleges against overcharging, irregular deposit returns

Pune: The state education department's Fee Regulatory Authority (FRA) has discouraged private professional course colleges in Maharashtra from collecting 'caution deposits' under multiple names or charging fees beyond the prescribed limit.
Since July, the FRA has received several complaints from parents and students seeking admission for engineering, management, hotel management, law and other professional courses regarding high deposits demanded by private colleges.
In a letter issued to all private colleges on Aug 8, FRA secretary Arjun Chikhale stated, "Caution money should be collected only once and must be refunded to the student after completion of the course."

The rule, finalised in an FRA meeting on Aug 28 last year and included in the 2025-26 academic regulations released in Oct 2024, strictly prohibits collecting fees exceeding one year's tuition in a single academic year, as per Section 14(5) of the Maharashtra Educational Institutions (Regulation of Fee) Act, 2015.
"If violations are found and complaints from students or parents are received, action will be taken under Section 20 of the Act," the FRA warned in its letter.
Sushma Kulkarni, a parent seeking admission for her daughter Sharayu Kulkarni to a management course in the city, said, "The tuition fee is much less than the deposit demanded by the private college where my daughter is seeking admission. We have written to FRA along with many other parents regarding the unreasonable amount taken from us."
The authority also addressed hostel and mess services, stating these must remain optional.
Institutions cannot compel students to avail themselves of such facilities.
Pranav Mande, who graduated as an engineer last year, said colleges were not even returning the deposit amount after completion of the course. He told TOI, "I received my graduation certificate in engineering in 2024 and despite following up with the college for many months to return my caution deposit, there is no response. I have already made four to five rounds to the accounts department and mailed college authorities, but there seems to be no progress in returning my deposit.

Chikhale added in the letter, "The circular serves as a strong reminder to colleges to comply with state fee regulations, while assuring students and parents that overcharging complaints will be acted upon swiftly."

Nowhere to sit: Commuters raise concerns over lack of seating at Yellow Line stations in Bengaluru
Bengaluru: Despite the fanfare surrounding the launch of the much-anticipated Yellow Line, a key concern continues to plague commuters — that of inadequate seating arrangements at Metro stations. Commuters say with long wait times between trains and swelling crowds during peak hours, lack of proper seating arrangement poses significant discomfort, especially for elderly passengers and those with health conditions. In a reality check by TOI, many stations have no benches, forcing commuters to stand for extended periods or lean against pillars as the trains run at 25-minute intervals. She said: "On Wednesday morning, a passenger who himself looked very tired gave me his seat on the slab next to the pillar. I was really grateful. But honestly, seats should be arranged, which is something basic. How can elderly people like me manage otherwise? Standing for long periods, both on the platform and inside the train, is simply not possible at this age. " Shreya Raghavendra, a 26-year-old travelling from Electronics City to Jayadeva Hospital, said: "I reached early today, so I managed to find a slab near a pillar to sit on, but that's just luck. Many who came after me had no choice but to stand. Another first-time user, Samrudha Varshini, a 21-year-old student, said: "It already took them years to construct the line, and it's sad that they forgot something so basic and simple. The crowd is also very large, it's high time the govt acts on this." KK Sudha Mai, 50, travelling from Jayadeva Hospital to Konanakunte Cross, had to wait for 18 minutes for the train. She said: "I was tired of standing, so when I searched for chairs, there were none. At least in other Metro stations, there were a few. CCP staffers clean garden of ex-IAS babu who got notice for illegal wall
Panaji: Just over a month after retired IAS officer Subhash Chandra received a demolition notice from the Corporation of the City of Panaji (CCP) for building a wall without approval and blocking a neighbour's passage, workers from the same CCP were deployed to spruce up his private garden in Ribandar. The civic body not only tasked three to four workers to remove weeds from the former bureaucrat's backyard, it also provided a supervisor to oversee the clean-up. CCP mayor Rohit Monserrate, when contacted by TOI, said, 'Let the commissioner do an inquiry and find out'. Nagaland reviews Hornbill Festival '25 preparations
1 2 Dimapur: The Nagaland govt held a meeting to review the status of preparedness of the Hornbill Festival 2025 at the secretariat conference hall in Kohima on Wednesday. The 10-day Hornbill Festival, also called the festival of festivals, is held at Naga Heritage village, Kisama, near Kohima, every year from Dec 1. Chairing the meeting with all the departments, chief secretary Sentiyanger Imchen emphasised the importance of starting preparations for the festival early and formation of subcommittees for effective coordination. Imchen called on the line departments to come prepared with concrete action plans and proposals for the next meeting on Aug 25. The meeting also deliberated in length on various issues related to roads, sanitation, transportation, electricity and logistics arrangements by various departments.
