Carnival sound system banned due to safety fears

Yahoo05-06-2025
A Notting Hill Carnival sound system will not be allowed to operate this year due to "public nuisance and safety concerns" after the applicant failed to turn up to a council licensing committee hearing.
Kensington and Chelsea Council issued the Starliner Diamond Sound System and Bar Site with a counter-notice, effectively rejecting its application for a Temporary Event Notice (TEN).
The decision was made after the applicant, Noel Gardner, did not attend a licensing meeting on 27 May or provide a risk assessment or event management plan.
The system usually plays to festival-goers at the junction of Appleford Road and Bosworth Road.
The committee agreed that in the absence of Mr Gardner and the required paperwork, it would refuse the application on the grounds of preventing public nuisance and ensuring public safety.
The council's legal officer said a risk assessment and event management plan were essential for the committee to make an informed decision on the TEN.
She also said Notting Hill Carnival Ltd was expected to sign off on all TENs for sound systems and associated bars, a new requirement being implemented this year.

It is the second sound system to be banned ahead of 2025's carnival. Volcano's licence was revoked after a man had a bottle smashed over his head last year.
Notting Hill Carnival is Europe's biggest street festival, and is second only to Rio de Janiero's worldwide, attracting well over a million visitors.
The event takes place annually in the north of the borough each August Bank Holiday weekend.
According to Time Out, Starliner Diamond Sound System has been supplying drum-shaking reggae, soca, afro-beats and funky soul for more than 40 years.

Chance the Rapper Reflects on Viral Carnival Clip: 'Nobody Knew That Me and My Wife Were Separated'

Chance the Rapper concedes that he was 'tripping' when he was seen in a viral clip of him dancing with a woman at Carnival circa 2023, noting that the world was unaware of his separation from ex-wife Kirsten Corley at the time. During a recent chat on the New Rory & Mal podcast, Chance, whose new album Star Line is out Friday, was asked about the viral moment. As Chance tells it, his 'tripping' can serve as a teaching moment for others. Def Jam | Official Store Justin Bieber: Holy ft. 'Regardless, I was tripping. I think I was tripping because nobody knew that me and my wife were separated. 'After a period of separation, the two of us have arrived at the decision to part ways,' the couple said at the time. 'We came to this decision amicably and with gratitude for the time we spent together. God has blessed us with two beautiful daughters who we will continue to raise together. We kindly ask for privacy and respect as we navigate this transition. Thank you.' In his conversation with Rory and Mal this week, Chance said the clip marked an example of him 'putting our business out there.' While he made sure to point out that he was celebrating his 30th birthday at the time and that the level of 'lit' observed in the footage is par for the course at Carnival, Chance also said he was 'glad when that s**twas over,' as everyone from family members to press outlets were 'blowing up' his phone. 'Everybody was lit,' he said. 'That was probably the cleanest whine I caught. Y'all are lucky they censored the other whines I was catching. But the truth is, like I said, don't have anybody looking stupid. I went out there for fun. I think, at the end of the day, I do wish that that s**tdidn't happen that way and I wish that I was protective of her. But I think it's, you know, it's in the past. That's the reality.' Traditions continue at 71st Westmoreland Fair

Friday was the first day of the Westmoreland Fair, one of the biggest events in the county. KDKA-TV stopped by to see all the food, rides and entertainment that's in store for families. Many people are continuing family traditions at the Westmoreland Fair. "It's grandkids day for us. The kids come out here every year," said Joseph Bartlow. There are plenty of reasons to smile at the Westmoreland Fairgrounds in Mount Pleasant Township. You can catch some thrills on the carnival rides. "The gators and trains," said Bartlow with his grandchild. "We like the rides, for sure. The Ferris wheel," said Haley Accamando. You can also make new friends at the petting zoo. They've got goats, cows, alpacas and more. And you can't forget to pig out on some of the fair's treats like candy apples, funnel cake and lemonade. "What do you think, the corndogs? The corndogs," Accamando said. "You walk through this place, and you can spend a ton on the food, and the kids like it. It gets them out of the house and away from computers," Bartlow said. There are also vendors selling flowers, baked goods and more. There are plenty of events to enjoy, too, like tractor pulls and demolition derbies. And 4-H members get to show off all their hard work at the animal shows. There's something for everyone all nine days at the fair, which has been a timeless tradition for 71 years. "Just making sure the kids have a good time. We're building a memory," said Bartlow. "We hope everybody comes out and enjoys it," Accamando said. The Westmoreland Fair ends Aug. 23. Tickets are $10 and include rides and parking. Kids age 2 and under get in free.
