Changemakers who turned gamechangers: UP's SRLM trains women as local leaders to boost rural economy

Time of India11-05-2025
LUCKNOW: It was a chilly Dec morning of 2021 when the cellphone of Priyanka Maurya, a local State Rural Livelihood Mission (SRLM) functionary in Sultanpur, rang.It was a call from a state govt official who broke what was indeed a big news – Priyanka, a local banking correspondent Sakhi (BC-Sakhi), was adjudged the best performing worker in providing mobile banking services to the locals at the peak of the pandemic and was now scheduled to be felicitated by Prime Minister Narendra Modi.'It was the biggest day of my life. Everything changed since then,' recalls a beaming Priyanka. She moves door to door to help people deposit and withdraw money from their bank accounts and subsequently submits all the records at the local Bank of Baroda branch, which acts as her centre.Priyanka's individual turnover has often ranged around Rs 2 crore per month – fetching her a commission of around Rs 50,000 per month.'This is a sizable amount that helps me support my family and makes me feel proud,' said Priyanka, who also got felicitated by chief minister Yogi Adityanath in 2022.Priyanka is not alone. UP has nearly 40,000 BC Sakhis who have carried out nearly 13.5 lakh bank transactions in the state. The transaction amount has been a whooping Rs 34,588 crore and the 'Sakhis' have earned a commission of nearly Rs 95 crore. The concept of 'Sakhi' that seeks to empower women has, in fact, many versions like Vidyut Sakhi, Samuh Sakhi, and Krishi Ajivika Sakhi.Just like BC Sakhis, Vidyut Sakhis are essentially entrusted to collect electricity bills, primarily in rural areas.Rajshree Shukla is one of them.A resident of Silauta village in Barabanki, Rajshree has been offering essential service to her community by collecting electricity bills by going door to door. In the financial year 2024-25, Rajshree collected around Rs 9 crore, which translated into a commission of over Rs 12 lakh annually. The Vidyut Sakhi initiative was launched by Chief Minister Yogi Adityanath in May 2020. UP now has more than 30,000 identified Vidyut Sakhis. Over 13,900 of them have collected over Rs 1,870 crore in UP in the past four years, earning Rs 24.6 crore in commission, since the launch of the initiative.'The uniqueness of the Sakhi project is its structure. Besides being women oriented, the entire programme is internally well connected,' says Deepa Ranjan, Mission Director of the State Rural Livelihood Mission (SRLM).The Sakhi initiative has also been tweaked to be rechristened as 'Didi'. For instance, Alpana Devi, a resident of Mandirar village in Bijnor, has been nicknamed 'Drone Didi' for her pioneering use of drone technology in rural applications, which has had a significant impact on her community. It all started in 2023 when Alpana joined a local self-help group (SHG) and got an opportunity to get trained in flying drones.Alpana used drones to increase worm productivity, monitor crop health, identify pest infestations, and assess water requirements. This technology enabled the precise application of pesticides and insecticides, reduced labour costs and environmental impact. The approach improved yields and brought about more sustainable varieties. She also applied drone technology for surveying and mapping. Creating detailed land maps helped resolve land problems and improved land management. Her work also included planning and monitoring rural infrastructure projects such as roads and irrigation systems, allowing better implementation and maintenance, according to an internal draft record of SRLM. UP SRLM cadre system identifies and trains local women to become community resource persons. These cadres mobilize rural women into SHGs, fostering collective action and financial discipline. The cadre system creates a robust network that enhances savings, access to credit, and income-generating activities, injecting vitality into the rural economyCadres provide hands-on training in skills like bookkeeping, financial literacy, entrepreneurship, and sustainable livelihood practices (for example, farming, animal husbandry, or handicrafts). This empowers rural women to diversify their income sources beyond traditional agricultureCadres such as Bank Sakhis assist SHG members in opening bank accounts, securing loans and managing funds like the revolving fund and community investment fund provided under DAY-NRLM.By linking SHGs to formal banking systems and govt schemes, the cadre system ensures a steady flow of capital into rural households, encouraging investment in micro-enterprisesThe cadre system supports women in setting up micro-enterprises by helping them develop livelihood business plans and connecting them to markets, technology, and resourcesSRLM cadres work to integrate SHGs with schemes from ministries like agriculture, animal husbandry, and micro, small & medium enterprises. This convergence amplifies the economic impact by providing rural women with assets, subsidies, and technical support, fostering a multiplier effect on rural growthThe Lakhpati Didi Initiative aims to enable SHG members to earn a sustainable annual income of at least Rs 1 lakh, transforming them into 'Lakhpati Didis'. The UP SRLM cadre system is instrumental in achieving this goalThe cadre system's efforts have a cascading effect. Empowered women reinvest their earnings into education, healthcare, and household improvements, stimulating local demand and economic activity

Fund manager arrested for ‘front-running' seeks bail, claims company thrived in his tenure

The former chief trader and fund manager of Axis Mutual Fund arrested by the Enforcement Directorate (ED) over allegations of cheating through front-running, has claimed in his bail plea that the mutual fund 'only thrived' during his tenure and that he regularly received 'outstanding' ratings in annual appraisals. Viresh Joshi was arrested on August 2 by the ED ,for allegedly misusing confidential information on trades to be executed on behalf of Axis Mutual Fund to preemptively trade stocks, generating substantial illicit gains, through front-running — an illegal trading practice where a fund manager or broker exploits a non-public impending large investment decision to take a position and benefit from price rise after the large investment. The ED has claimed that it suspects the proceeds of crime to be Rs 300 crore in the case, with Rs 91 crore so far traced to bank accounts of family members of Joshi from various shell companies. 'The applicant's (Joshi) professional conduct throughout his 14-year-tenure at Axis Asset Management Company, (AMC) has been beyond reproach. He consistently met or exceeded performance targets, earning timely promotions from assistant vice president to senior vice president and regularly receiving 'outstanding' ratings in annual appraisals. His integrity and diligence were recognised through multiple internal awards….and invitations to speak at prominent industry forums,' the bail plea filed through lawyer Manan Sanghai said. 'The conduct of the applicant during his tenure more than sufficiently adduces that Axis Mutual Funds only thrived while the applicant was employed with them as is evidenced by the publicly available documents issued by AMF in respect of its own mutual funds scheme,' it said. Joshi further said that all trades were routed only through empanelled brokers and he had no discretion over trade selection, timing or price and operated strictly within a tightly regulated framework. 'The applicant's role was operational in nature and served solely to assist between the fund manager's decision and the said decision's market execution,' the bail plea said. In February 2022, the board of directors of the Axis AMC decided to conduct an internal investigation and all employees were asked to hand over their personal and work email ID with passwords, office computer data, office mobile recorded phones, work from home laptops, personal phones, to an external independent investigator. Joshi was placed under temporary suspension on May 3, 2022, and was terminated on May 18, 2022. Market regulatory authority, Securities and Exchange Board of India (Sebi) had initiated a probe and summoned Joshi. He submitted that he had complied with the summons and his statement was recorded. Sebi passed an interim order in 2023 stating that Joshi was involved in 'front-running', and directions were issued including repayment of alleged illegal gains of Rs 30.56 crore. The bail plea says that the allegations are based on snippets of chat and incomplete trade logs and other data, and is pending finality. Joshi in his plea has said that he has cooperated with the probe, spanning multiple parallel agencies, including the Sebi, EOW, Income Tax department and ED and that he is not a flight risk. The ED has been asked to file a reply.

Classic Legends to rev up exports, accelerate domestic network expansion

Premium motorcycle maker Classic Legends, owner of iconic brands Yezdi, Jawa and BSA, is revving up its international ride with exports slated to start this year to markets including the UK, Europe, Australia, Japan, and Latin America, while also accelerating domestic network expansion, its top officials said on Tuesday. A part of the Mahindra Group, the company, which launched its new model 2025 Yezdi Roadster priced between Rs 2.09 lakh and Rs 2.26 lakh (ex-showroom Delhi) here, has, however, paused plans to launch its BSA bikes in the US due to the current tariff uncertainty, Classic Legends MD & Co-Founder Anupam Thareja told PTI here. In a joint interview, Classic Legends Chief Business Officer, Sharad Agarwal said the company is looking to double its overall sales this year to around 80,000 units from about 40,000 units annually clocked last year. "We are building a global distribution (network). We have launched BSA Bantam in the UK. We are sold out there now for the season," Thareja said when asked about the company's overseas expansion plans. Elaborating, he said, "We signed up Italy, Spain, Germany, France, Austria. We are signing up Australia. We have already signed up New Zealand." The BSA brand will target the developed markets such as Japan, Australia, New Zealand, the whole of Europe, the UK and the US, he noted. Thareja, however, said the plans to launch it in the US has been paused due to the current uncertainty after the US President decided to impose tariff amounting to a total of 50 per cent Indian goods. "US, I have no idea... Our bikes are on high seas. Our bikes are at customs there. We don't know what to do," he said, when asked about the expected dates of launch in the US. It could have been a big market because when BSA was the largest motorcycle brand in the world, USA was its largest market, he noted. Sharing the company's strategy for export markets, Thareja said while BSA will be exported to the developed markets, Jawa will target markets in Eastern Europe, Latin America, including Brazil, Argentine and Chile, and part of North Africa, where Jawa was very popular. "This will be the year where you will see our exports start," he asserted. In the domestic market, both Yezdi and Jawa are being sold along with a small quantity of the BSA model, Agarwal said. About overall sales expectations, he said, "This year we will the double our volumes. Last year, we did around the 40,000 units." In term of domestic sales network, Agarwal said the company has over 350 dealers and will be over 450 around the festive season of Diwali. "We aim to close this year with over 500 dealers and that will technically cover 80 per cent of the volumes in the sector," he added. The company will have sales and service network in the top 40 markets, the next 150 cities and key tier-III cities, Agarwal said. For this year, the company has launched four models, including the Yezdi Roadster, and another one will be introduced, he said without elaborating. Speaking at the launch event, Mahindra Group Chairman Anand Mahindra said Classic Legends is giving the Yezdi brand "the power to speak two languages" -- one, the language of memory, for those who remember it, who experienced it, who loved it "and the other language is the language of aspiration, who are going to take this forward in the future," he noted. The efforts would be to offer young customers not just a product but one that is authentic, that has depth, history and has the credibility, that a startup brand cannot offer, Mahindra noted.
