
Last throw of the boule for Addis Ababa's historic pétanque club as developers turn city into hi-tech hub
It's a quiet Saturday afternoon at the Club des Cheminots in downtown Addis Ababa, where Chebude Gobeza plays pétanque with a friend as groups of patrons sit around yellow plastic tables, chatting and sipping coffee and beer.
Chebude comes to the Railway Workers' Club every day, he says, after wrapping up a win. 'It's how I relax and keep fit. I've made a lot of friendships here over the years with others who come to enjoy it.'
This small, Francophone corner of Ethiopia's capital is a legacy of the French-built Ethio-Djibouti Railway, a once-vital trade artery that linked Addis Ababa to the Red Sea for a century before most of it closed in disrepair in 2008.
The majority of the club's 150 members are pensioners who worked on the line and learned French after being sent to classes at Addis Ababa's Lycée Guebre-Mariam. The line's French workers popularised pétanque, also known as boules, by teaching it to their Ethiopian colleagues more than 100 years ago.
Today Club des Cheminots clings on as Ethiopia's prime minister, Abiy Ahmed, forges ahead with an ambitious – and highly controversial – plan to transform Addis Ababa from a ramshackle city to a modern, hi-tech hub for foreign tourists and investors.
Over the past year, tens of thousands of homes and small businesses have been bulldozed to make way for high-rise apartment blocks, bike lanes and a gleaming new conference centre – their owners displaced to the far fringes of the city. Cultural venues, social clubs and historic buildings have also been razed as Abiy touts a grand vision of remodelling the capital into an east African Dubai.
The pensioners believe it is only a matter of time until they receive their eviction notice, too. Their pétanque club sits on a prime patch of land, a stone's throw from Addis Ababa's main square. Many of the neighbourhood's informal homes have already been cleared.
Nearby, the defunct railway station now houses a cafe where customers can sip cappuccinos on a platform next to old locomotives – part of a $1.8bn (£1.4bn) development of luxury shopping centres and flats by the Emirati real-estate developer Eagle Hills, which promises 'the finest amenities and conveniences for residents who live the good life'.
'There is a very close-knit community here,' says Chebude. 'All around, there are fancy hotels, but we can't afford them. This is one of the last spaces left for people like us. If it goes, it will break the chain of our community.'
Chebude, an ebullient, energetic man in his fifties, spent 15 years working on the railway as a train driver after responding to an advert pinned on a government noticeboard. He recalls driving through the desert at night to avoid the scorching sun of the Ethiopian desert, as well as mishaps along the line such as flash floods and raids by bandits.
'I was very sad when the railway stopped; it was like my mother and my father,' Chebude says. 'We brought everything into the country – electronics, clothes, food. It was a great job.'
Emperor Menelik II, the founder of modern Ethiopia, ordered the construction of the railway to begin in 1897, but it took nearly two decades to complete. Rising 2,400 metres from the Red Sea to the Ethiopian highlands, it was considered an engineering marvel and reduced the journey to the coast from more than a month down to 24 hours.

Today, however, it has been superseded by a Chinese-built line that opened in 2018, and its creaking carriages only operate on a 125-mile (200km) stretch of railway close to the Djiboutian border, serving a few remote border towns.
Nonetheless, the French railway is still venerated at Club des Cheminots, which runs a pétanque league of 20 teams and an annual tournament to celebrate International Francophonie Day in March. Over the years, it has received sponsorship from the French embassy and Ethiopia's biggest brewery.
Alemneh Abebe, the club's general secretary, says they have appealed to the French embassy to help stave off demolition but have not received any assistance so far. 'Development is changing this area, but this place is an important part of the community,' he says over a beer. 'We are like a family.'
Bereket Mikael, a lawyer for a ride-hailing app in his early 30s, is among the club's youngest members. His family never worked on the railway but he grew up in the neighbourhood and has been coming here since he was a teenager.
'My parents aren't alive and I have few friends my own age, but here everyone knows me,' he says. 'Whenever someone is sick, or if their wife gives birth, we help them by raising money. It's very close.'
Like other members, Bereket is resigned to eventually losing the club.
'All across the city, the government is evicting residents. Everything you see here will be destroyed. But we will keep coming until it is knocked down.'

MPs raise concerns about Jersey's 'backdoor route into the UK'
MPs in the UK have raised concerns about Jersey 's French ID card scheme, saying it opens a "backdoor route into the UK" for potential illegal immigrants. The ID card scheme grants French visitors access to the island for the day without the need for a passport. It was introduced in both Bailiwicks in 2023, after it was found the number of day trippers had fallen post-Brexit - and last week, Jersey's government voted unanimously to extend the scheme on the basis of its success. However, UK MPs are now flagging it as a risk to their own border security. Chris Philp, the UK's Shadow Home Secretary and Conservative MP for Croydon South, says "our concern is that French ID cards are not particularly secure documents - it is possible to forge them relatively easily. "And because the Channel Islands are part of the Common Travel Area, the checks between the Channel Islands and the UK mainland are nothing like as strict as a regular passport control." Whilst no person has been identified to have exploited the scheme in this way in the past two years, Philp argues "concerns about border control are higher now than they ever have been." Citing rising number of immigrants who've made their way to the UK on small boats from Calais, he argues Jersey's scheme leaves a chink in the UK's armour that has the power to "snowball into something much larger" if left unaddressed. "When you have a vulnerability with your border security, what can start off as a very small problem can rapidly grow as illegal immigrants and others exploit vulnerabilities", he says. Philp hasn't raised concerns with members of Jersey's government directly. However, the island's Home Affairs Minister, Deputy Mary le Hegarat, admitted in the Assembly last week that "it is quite clear with correspondence from the Home Office that this is not a project they endorse." She added: "This heightens the risk for us in relation to the Common Travel Area and also potentially us being given a hard border." But Deputy Ian Gorst, Jersey's Minister for External Relations, says suitable checks and balances are in place to ensure the system isn't exploited as a pathway to the mainland. "These arrivals on their ID card have to have a return ticket for the ferry and there have been no incidences of onward travel to other places within the Common Travel Area. "So we can be confident that our border forces are protecting us and yet at the same time bringing this benefit to Jersey's economy." Guernsey is in the process of deciding whether to extend their version of the scheme for another year. A Guernsey Government spokesperson says: "It is the intention in Guernsey to extend the French Identity Card Scheme locally, on the condition it does not place our membership of the Common Travel Area at risk. "Guernsey Border Agency Officers have been in contact with the UK to discuss the matter from a Bailiwick of Guernsey perspective, and will continue to work with UK counterparts around the introduction of ETAs." Israeli forces halt aid boat carrying Greta Thunberg and detain activists
The Freedom Flotilla Coalition, which had organised the voyage, said that the activists were 'kidnapped by Israeli forces' while trying to deliver desperately needed aid to the territory. 'The ship was unlawfully boarded, its unarmed civilian crew abducted, and its life-saving cargo — including baby formula, food and medical supplies — confiscated,' it said in a statement. It said the ship was seized in international waters about 200 kilometres (120 miles) from Gaza. Israel's Foreign Ministry portrayed the voyage as a public relations stunt, saying in an X post that 'the 'selfie yacht' of the 'celebrities' is safely making its way to the shores of Israel'. It said the activists would return to their home countries and the aid would be sent to Gaza through established channels. 'Good case' Israel breached international law with Madleen seizure
On Monday, Israel imprisoned 12 crew members on board the vessel that was sailing along the Egyptian coast and heading towards Gaza to deliver aid. It is understood that the Madleen was captured in international waters some 200 kilometres (120 miles) from Gaza. Heidi Matthews, a professor specialising in international criminal law at York University in Toronto, Canada, said that as the naval blockade on Gaza is 'unlawful', there are several points of law that the Israeli forces breached by capturing the Madleen. READ MORE: LIVE: Gaza Freedom Flotilla, Madleen tracker and updates Matthews explained that there are two specific conditions which allow countries to enforce a blockade in international waters. First, if a vessel is making an 'effective contribution to opposing forces', for example, if it had weapons on board. Second, if it was posing an 'imminent and overwhelming threat' to Israel, that would allow them to 'invoke self defence on the high seas'. Matthews explained: 'Obviously, neither of these conditions have been met in these circumstances. 'So because of that, intercepting the vessel and taking custody of the crew members is not the enforcement of a lawful blockade, as Israel is claiming.' The Madleen, which carried campaigner Greta Thunberg and French member of the European Parliament Rima Hassan, was sailing under the UK red ensign, meaning it was under UK jurisdiction while in international waters. 'I think there's a good case that these actions, specifically the detention of crew members could constitute crimes against humanity, specifically unlawful confinement and unlawful appropriation of property, as well as an attack against civilians as such,' Matthews (below) added. Mitchell pointed out that Israel's response to the capture of the vessel, such as deeming it a 'selfie yacht' and releasing pictures of Thunberg being handed a sandwich, were intended to undermine the mission as a 'silly thing'. However, she added that it was clearly being 'treated as though it were a threat' by the deployment of Israeli forces. Matthews added: 'Therefore arguably bringing in war crimes and in terms of crimes against humanity here like the way that would work, this is a little technical, but because the UK is a state party to the Rome Statute of the International Criminal Court, and Israel is currently conducting a widespread or systematic attack against the civilian population of Gaza, intercepting this vessel on the high seas would trigger the territorial jurisdiction of the United Kingdom, and again, a couple of those crimes against humanity that I mentioned.' She added that the UK Government should be thinking about the incident 'in terms of international criminal law and the law of war' and that it should 'be acting accordingly'. Earlier, Israel was preparing to hold the 12 unlawfully detained activists in separate cells in Givon Prison in Ramla, according to local media. Israel Katz, Israel's defence minister, said that he had instructed the IDF to show the crew 'video of the horrors of the October 7 massacre when they arrive at the port of Ashdod'. Matthews said the UK should consider taking a case to the International Criminal Court (ICC). However, she noted the attack the Israeli navy committed in 2010 on the Mavi Marmara, a flagship of a flotilla crewed by pro-Palestinian activists who were attempting to deliver 10,000 tonnes of aid to Gaza. Matthews said it was 'unfortunate' the case didn't proceed as it may have 'acted as a deterrent'. And so the purpose was always to do that,' she explained. 'Given the amount of media attention, I wasn't expecting them to actually sink the ship. "Instead, they're trying to create this alternative narrative where a military intersection is actually not an attack, but some kind of rescue mission.' She added: 'The battle is really over framing.'
