The Indian Space Research Organisation (Isro) targets to get its third satellite launch pad (TLP) facility ready by September 2028, Dr Jitendra Singh, Minister of State in the Department of Space, informed Lok Sabha Wednesday.
The upcoming launch pad will be used for launching Gaganyatris, astronauts participating in the Gaganyaan human spaceflight mission, onboard the Next Generation Launch Vehicle (NGLV), which is under development, in addition to lifting off other heavier and strategic satellites into space. The third launch pad design will support the Launch Vehicle Mak 3 (offering a lift-off mass of up to 4,000 kg), supported with the semicryogenic stage.
In his reply to a question by Telugu Desam Party (TDP) MP Lavu Sri Krishna Devarayulu, the minister further said the TLP project received financial approval in March 2025.
'Subsequently, the geo-technical investigation and topography survey of the site were completed by May this year. Road works and electrical works are currently under evaluation. Multiple work packages have been identified for the establishment of the TLP facilities,' he said.
Most of the on-ground work for the upcoming launch pad is scheduled to be completed in 2028. Civil works are expected to be completed by May 2028. The establishment of fluid systems and associated propellant storage is targeted for July 2028. Launch pad facilities are planned to be in place by September 2028, and the final commissioning of the entire facility by March 2029.
The Department of Space, the minister said, will partner with Indian private players and micro, small and medium enterprises (MSMEs) to the maximum extent possible towards building the third launch pad, a project of national importance. This means that before the end of this decade, Isro will be ready with the newest launch pad that would propel the multiple Gaganyaan and other human spaceflight missions planned to the moon. Besides, it will serve as a standby launch pad to the existing second launch pad.
Currently, Isro operates two launch pads at India's space port, the Satish Dhawan Space Centre in Andhra Pradesh's Sriharikota. The first launch pad primarily serves Small Satellite Launch Vehicle (SSLV) and Polar Satellite Launch Vehicles (PSLV). The second launch pad accommodates heavier lift-offs, including the Geosynchronous Satellite Launch Vehicle (GSLV) and the Launch Vehicle Mak 3 (LVM3), in addition to PSLV. Isro is also redeveloping and tweaking the second launch pad to support the lift-off of the Human Rated Launch Vehicle (HRLV).
The first two launch pads have been operational since 1993 and 2005, respectively. Since September 1993, the first launch pad has facilitated 50 launches. Isro officials at the space centre had earlier said that the establishment of a launch pad set-up offering flexibility to launch multiple vehicle types is a long-drawn exercise and could take about six years to reach full fruition.
Space centre officials earlier noted that the first launch pad, which has been in operation for over three decades, will need to be decommissioned in the near future. This decision is based on the launch pad nearing the end of its operational lifetime and its limitations in supporting the launch of heavier vehicles.

Union Minister of State for Science & Technology Jitendra Singh inaugurated the nation's first 'Animal Stem Cell Biobank', a state-of-the-art facility that will store and preserve high-quality stem cells from various animal species, at the National Institute of Animal Biotechnology (NIAB), a premier institute under the Department of Biotechnology's Biotechnology Research Innovation Council (BRIC), in the city on Saturday. The Minister also unveiled a set of five breakthrough technologies developed by NIAB for protecting animal health and safeguarding farmer livelihoods like BruDIVA – diagnostic test that distinguishes between animals infected with brucellosis and those vaccinated to track and control the disease more effectively. Udder Care: An affordable, field-friendly kit for early detection of mastitis, a common udder infection in dairy cattle which reduces milk production and quality. CureCheck: A portable device for rapid antibiotic sensitivity testing in livestock infections such as mastitis providing results in under two hours. Toxo Antibody Rapid Test:A simple, on-the-spot test for detecting toxoplasmosis, a parasitic disease affecting both humans and animals causing abortions and stillbirths in livestock. RapiChex JE NS1 Test: A rapid, point-of-care diagnostic kit for Japanese Encephalitis, a mosquito-borne viral disease affecting humans and animals. Dr. Singh praised the NIAB research team and said that field-ready and affordable innovations will play a crucial role in improving animal health, increasing livestock productivity, and securing farmers' livelihoods. Besides, such advances also strengthen India's ability to combat zoonotic diseases, illnesses that spread from animals to humans and account for nearly two-thirds of new and emerging diseases globally, including COVID-19. Director General of BRIC and DBT secretary Rajesh S. Gokhale noted that knowledge-driven livestock production and the sustainable use of livestock as a biological resource form a key pillar of India's growing bioeconomy. He commended NIAB director Dr. G. Taru Sharma for steering farmer-focused innovations that bridge cutting-edge science with field-level impact. The Animal Stem Cell Biobank, developed in partnership with HiMedia Laboratories, will provide quality-controlled animal stem cells and indigenous, cost-effective cell culture media to veterinary clinics, research institutions, hospitals, and industry, he said. He also laid the foundation stone for a new hostel and residential block on the institute's campus to support its growing scientific community, said a press release.

Hyderabad-based space start up firm Skyroot Aerospace has announced that it had successfully static test fired the rocket's stage 1 carbon composite solid fuel booster stage for the country's first privately developed orbital launch vehicle, Vikram-1, ahead of its maiden flight, at the Satish Dhawan Space Centre SHAR in Sriharikota. The static test, conducted at the spaceport under the aegis of Indian Space Research Organisation (ISRO), validated the performance of the 30-tonne booster stage of Skyroot's Vikram-1, which is targeted for its maiden flight later this year, said an official release on Friday night. Named 'Kalam-1200', after former President and rocket scientist APJ Abdul Kalam, the rocket stage is the largest monolithic solid rocket motor developed in India's space sector. At a length of 11 metres, it can generate nearly 1200 kN of peak vacuum thrust, nearly 10 times as much as that of an engine on a Boeing 737 Max. The casting of Kalam-1200 — a complex process of pouring and shaping the bespoke solid fuel propellant inside the carbon composite casing — was accomplished by ISRO's SDSC-SHAR. The static test validated the ballistic performance, burn rate, and thermal protection system of the motor, among other parameters, as well as the composite flex nozzle system. The flex nozzle system is a steering mechanism for the rocket, controlled by Vikram-1's Mission Computer — the onboard command and control computer that runs the algorithm guiding the rocket autonomously from the launchpad to orbit. The rocket stage was fired for around 110 seconds and generated the desired thrust within the estimated lower and upper bounds throughout its burn time. During flight, Kalam-1200 will lift Vikram-1 from the launch pad to an altitude of over 50 km, before a precise and advanced pneumatic system enables seamless stage separation, paving the way for the upper stages of the rocket to continue its flight to Earth's orbit. 'Witnessing Kalam-1200 roar to life at the test stand was an exhilarating yet humbling experience. It is the culmination of years of hard engineering by the young team at Skyroot,' said co-founder and CEO Pawan Kumar Chandana. 'It validates the entire stage as an integrated system — from propulsion performance and flex-nozzle actuation to thermal protection and structural integrity,' pointed out co-founder and COO Naga Bharath Daka. IN-Space chairman Pawan Goenka congratulated Skyroot for 'this landmark achievement' said it 'readies Skyroot to create history with the orbital launch.' Vikram-1 launch vehicle, designed and developed by Skyroot, is poised to be the first privately developed rocket to reach the orbit in the country. The launch vehicle will provide on-demand and customised launches for global small satellite operators — both in India and the world, added the release.
