'My proposals will make it easier for renters to stand up to rogue landlords and to get vital repairs done quickly," she said.
'At the moment, renters can do little except threaten to take their landlords to tribunals, which can be time consuming and stressful, and the burden of the tribunal falls on the renter.
'My amendment, which is backed by Living Rent, would allow tenants to withhold rent if their landlord hasn't fixed serious issues within a timeframe of 30 days of being notified about them."
She added: 'Renters should expect their homes to be maintained to the same standard as any other. But in some cases, there are landlords who simply feel it is okay to take rent and let their properties fester with damp, mould and serious problems that significantly impact health and wellbeing.

'While not all landlords let this happen, and many will be encouraged to keep up the good work, there are some bad faith actors who fail to maintain their properties. For those who rent these properties, it can be a miserable experience. People in this situation need more support and the power to make sure major repairs happen.'
Scottish Association of Landlords chief executive John Blackwood called for "robust enforcement" of existing laws to tackle rogue landlords.
He said: 'What we need is robust enforcement of current legislation through landlord registration, to remove rogue and criminal landlords from the sector who give law-abiding landlords a bad name.'
Ms Burgess's amendment to the Housing Bill is one of a series made by the Scottish Greens.
Others tabled by the party include proposals to allow ministers to increase the tax paid on purchases of holiday homes should they be located in new rent control areas which may be introduced north of the Border.
The Greens want ministers to raise the levy, known as the additional dwelling supplement, to 16% of the purchase price from the current level of 8%.
More than 400 amendments to the Housing Bill have been tabled.
The proposals will begin to be debated today by MSPs on Holyrood's local government, housing and planning committee.
The legislation will be voted on later at its final parliamentary stage - stage three - in the Holyrood chamber and if passed would allow councils to create rent control areas where rent is capped to certain levels.
Ministers have tabled an amendment proposing that rent rises are capped to the rate of inflation plus 1% to a maximum of 6%.
The Scottish Government has also set a target date for local authorities to make market assessments and recommendations on whether or not to introduce rent control areas. The new date is May 31 2027.
Responding to the Greens's amendments, a Scottish Government spokesman said: 'A number of amendments have been lodged by opposition MSPs at stage 2 of the Housing (Scotland) Bill and will be considered by the Local Government, Housing and Planning Committee.'

Swinney calls on UK Government to enable Gaza students to travel to Scotland
Scotland's First Minister has called for 'urgent action' from the UK Government to ensure students from Gaza can take up their places at Scottish universities. John Swinney said that other countries have successfully evacuated Gazan students to enable them to continue their studies. And he called on the UK Government to do 'everything in its power' to enable students to travel from Gaza to Scotland. The UK Government has said it is doing everything it can to find a solution. Mr Swinney spoke out after the Sunday Mail reported on a Palestinian student who has a place at Edinburgh University, but has not been able to leave Gaza to start her course next month due to visa processing issues. Mr Swinney said: 'I am appalled at the situation the students from Gaza are facing. We must see urgent action from the UK Government to support them in taking up their university places in Scotland. 'The people of Gaza are already suffering unimaginably at the hands of the Israeli government – the idea that these students could also be denied the chance to take up the university places in Scotland they have worked so hard to attain is not acceptable to me. 'I am aware that other countries including France, Ireland and Italy have managed to successfully evacuate students, so the UK Government cannot simply duck its responsibilities here. 'Where there is a political will, a resolution can be found – and failure to act is quite literally putting these people's lives at risk.' Scotland's Education Secretary Jenny Gilruth has written to the UK Home Secretary and UK Secretary of State for Education calling for action to support the students impacted and for urgent discussions. Mr Swinney said: 'I am clear that the international community must put a stop to Israel's killing in Gaza and that we must see the immediate recognition of a sovereign, independent Palestine. 'But until that point, the UK Government must do everything it can to ensure ordinary Gazans are not punished further. 'Scotland looks forward to welcoming students from Gaza seeking to take their places at our universities – the UK Government must do the right thing and do everything in its power to allow them to get here.' A UK Government spokesperson said: 'We are aware of these students and are actively considering how we can best support. 'Of course, the situation on the ground in Gaza makes this extremely challenging but we are doing everything we can to find a solution.' The normal arrangements for non-British nationals requiring a visa are to make an online visa application and submit their biometrics at a Visa Application Centre, prior to travel to the UK. The UK Government said biometrics are an essential part of the immigration process as they enable it to confirm the identity of the person and assess whether they pose a risk to public safety. Where an applicant cannot travel to a Visa Application Centre (VAC) to enrol their biometrics, they can contact the UK Government to explain their circumstances, so it can consider all the options. SNP councillor hits back at 'lie' he defected to Reform UK
Alexander McLellan was listed as a member of Nigel Farage's party on the local authority's website. It has now been changed back to list the Tillydrone, Seaton and Old Aberdeen representative as a member of the SNP. The glitch emerged after Luis Cook, a right-wing influencer, posted on Twitter/X that McLellan was the 'first (direct) defection from the SNP to Reform'. Cook's post has since been deleted. 'The problem they have is that defamation laws exist in the UK for a reason, and if this post isn't taken down then they will likely find that out.' So far, 13 councillors in Scotland have defected to Reform – the overwhelming majority from the Scottish Conservatives. Jamie McGuire became the first councillor to defect from Scottish Labour to Farage's party in June. He serves the Renfrew North and Braehead ward on Renfrewshire council. Rachel Reeves failed to raise Grangemouth with refinery owner
In a response to an FOI submitted by the SNP, UK Government officials admitted that the Chancellor met with the Grangemouth chief in the same month Scotland's only oil refinery stopped processing crude oil but she did not raise the imminent closure. The UK Government response stated: 'We have identified that a meeting did take place in April 2025 at which the Chancellor and Sir Jim Ratcliffe were present. We can also confirm that the threatened closure of the Grangemouth refinery was not discussed at that meeting". Owner Petroineos announced last year the refinery would be turning into an import terminal, leaving Scotland without its own refinery and posing one of the first major tests of both the UK and Scottish governments in their push for a just transition away from oil and gas. The Labour Government went on to ensure the future of the Prax oil refinery in England in June. Given the readily nationalised Scunthorpe Steel, the £100bn spend on English nuclear power plants and the saved refinery in Lincolnshire, the SNP have said this secret meeting 'tells Scots all they need to know about Westminster and where Scotland lies in its priorities.' SNP energy spokesperson, Graham Leadbitter MP said: 'This is a damning revelation. Scots will be disgusted to learn that just days before the Grangemouth doors slammed shut Rachel Reeves held a meeting with the owner, Sir Jim Ratcliffe [below], yet didn't even bother to mention the refinery in her meeting. 'The UK Government only conceded the information after significant pressure which speaks volumes about how desperate they were to keep this under wraps. That's because the truth is that never mind being an afterthought, the fact the Labour Government didn't even think it worthwhile to bring up such a critical issue to Scottish jobs shows Scotland doesn't even register as a thought at all. 'A steel plant in Scunthorpe was nationalised, a refinery in Lincolnshire was bailed out and £100bn is found for English nuclear power plants, yet when it came to a Scottish refinery the UK Labour Government didn't lift a finger to keep it in operation – that tells Scots all they need to know about Westminster and where Scotland lies in its priorities. 'It is this disregard for Scottish industry that leaves a growing number of Scots to wonder just how long we stay tied to this so-called Union of Equals because only with Independence can we prioritise Scottish jobs, Scottish growth and Scotland's people.' They added: "Please be advised that I will now be raising this with the Information Commissioner".
