HC allows modification of petition against land allotment to LuLu group in Vijayawada

Vijayawada: The high court on Wednesday allowed the petitioner, who challenged the land allotment made to LuLu Group in Visakhapatnam, to modify the petition to challenge the latest allotment made in Vijayawada.
Advocate Paka Satyanarayana earlier filed a Public Interest Litigation (PIL) petition challenging the allotment of 13.83 acres of land in Visakhapatnam at a nominal price. Arguing on behalf of the petitioner, Ashok Ram told the high court that the state govt earlier cancelled the allotment made to LuLu Group at the same location. Now, on the pretext of a letter written by the chairman of LuLu Group, the state govt is again allotting lands without calling for competitive bids.
Ashok Ram further said that the lands proposed to be allotted to the LuLu Group are in the Coastal Regulation Zone (CRZ). The state govt recently issued another GO for the allotment of land to LuLu Group in Vijayawada in the same manner, without calling for bids. He sought time to amend the prayer to challenge the GOs issued by the state govt.
Allowing the request of the petitioner's counsel, the high court bench, headed by Chief Justice Dhiraj Singh Thakur and Justice Cheemalapati Ravi, posted the matter for further hearing next Wednesday.

Ranchi, The Jharkhand High Court has directed authorities to initiate immediate attachment proceedings against Panem Coal Mines for non-payment of royalty dues amounting to ₹118 crore. The court issued strong instructions to ensure the execution of the earlier attachment order that had remained unimplemented. A division bench led by Chief Justice Tarlok Singh Chauhan, while hearing a Public Interest Litigation (PIL) on Friday, also instructed the Superintendent of Police of West Bardhaman district in West Bengal to cooperate with the Jharkhand Police in executing the property attachment. During the hearing, it was revealed that despite a warrant being issued and an attachment order given by the Certificate Officer of Dumka district, no effective action had been taken against Panem Coal Mines. The court expressed concern over the inaction and directed strict compliance. Panem Coal Mines is a joint venture between the Punjab State Electricity Board and a private company based in Kolkata. The company was granted mining leases by the Jharkhand government for operations in Dumka and Pakur districts. However, it is alleged that Panem violated lease terms by mining beyond permissible limits, resulting in a loss of over ₹100 crore to the state exchequer. Following complaints by local residents and civil society organisations, a government investigation was conducted, which confirmed the violations and the consequent revenue loss due to illegal mining activities . Despite these findings, the state government has reportedly not taken any decisive punitive action against the company so far. Advocate Ram Subhag Singh, who filed the PIL, informed the court that the company had failed to provide rehabilitation or basic amenities to the affected villagers. He also raised concerns about environmental degradation in the mining zones and the growing resentment among the local population due to official apathy. VIJAYAWADA: Employees unions of Andhra Pradesh State Road Transport Corporation (APSRTC) staged a protest at the Governorpet-II bus depot in Vijayawada on Friday, expressing strong opposition to the State government's decision to lease out the prime depot land to Lulu Group. During a gate meeting, Employees Union (EU) zonal secretary and other leaders criticised the TDP-led NDA government, calling the land allotment 'unfair' and lacking transparency. The unions questioned why land valued at nearly Rs 400 crore in the open market is being leased for a Rs 160 crore project by Lulu Group. Union leaders alleged that the five-acre plot was purchased by APSRTC in 1959 using its own funds and condemned what they termed a move to privatise public assets. They warned of intensified agitations if the government fails to revoke the lease. 'We are planning to form a Joint Action Committee (JAC) and organise state-wide protests against this unilateral decision,' the union leaders said, demanding an immediate explanation from the government and cancellation of the land allotment. The protest drew participation from various unions under a growing chorus opposing the agreement.
