Family hubs to be rolled out across every council in England

Family hubs offering parenting support and youth services are set to be rolled out across every council in England, ministers have announced.
The Department for Education is putting £500 million targeted at disadvantaged communities into the scheme, to put a Best Start family hub in every local authority by April 2026.
The Education Secretary has said that the scheme will 'give a lifeline' to families.
Family hubs were originally rolled out across 75 local authorities at the start of 2024 by the then-Conservative government.
Officials say that the hubs will be rolled out in every local authority by April 2026, and there will be expanded so there are up to 1,000 of them by the end of 2028.
Among the services available at the locations will be birth registration, debt advice, midwifery services and support for parents who are separating or have separated.
Officials hope that the spaces will also provide families access to other services and social care.
Bridget Phillipson said: 'It's the driving mission of this government to break the link between a child's background and what they go on to achieve – our new Best Start family hubs will put the first building blocks of better life chances in place for more children.
'I saw firsthand how initiatives like Sure Start helped level the playing field in my own community, transforming the lives of children by putting in place family support in the earliest years of life, and as part of our plan for change, we're building on its legacy for the next generation of children.
'Making sure hard-working parents are able to benefit from more early help is a promise made, and promise kept – delivering a lifeline of consistent support across the nation, ensuring health, social care and education work in unison to ensure all children get the very best start in life.'
The Conservatives have said that the announcement 'brings little clarity on what's genuinely new and what simply rebrands existing services'.
Shadow education secretary Laura Trott said: 'That lack of clarity is part of a wider pattern.
'This is a Government defined by broken promises and endless U-turns.'
Charity Save The Children has said it is 'pleased' to see the Government 'making it easier for families to get the help they need'.
Dan Paskins, executive director of Policy, Advocacy and Campaigns at Save The Children UK, said: 'Focusing on family services for the under-fives will be vital in securing better outcomes for children, and we welcome the Best Start In Life announcement.
'We know from our work in local communities that bringing together parenting, healthcare and education support services in one place is an approach which works, so we are pleased to see the UK Government making it easier for families to get the help they need.
'With ministers now demonstrating an increasingly ambitious plan for children in the UK, we hope this drive for change continues when the child poverty strategy is released in autumn.
'This must include scrapping the two-child limit to Universal Credit, which is the only meaningful way to reduce the UK's record child poverty rate.'
The head of the NAHT union welcomed the move.
General secretary Paul Whiteman said: 'This is a positive step forward towards ensuring all children get the best start – and we are pleased to see tangible investment following this week's announcement of new targets for school readiness.'

The Online Safety Act is putting free speech at risk and needs significant adjustments, Elon Musk's social network X has warned. New rules that came into force last week require platforms such as Facebook, YouTube, TikTok and X - as well as sites hosting pornography - to bring in measures to prove that someone using them is over the age of 18. The Online Safety Act requires sites to protect children and to remove illegal content, but critics have said that the rules have been implemented too broadly, resulting in the censorship of legal content. X has warned the act's laudable intentions were "at risk of being overshadowed by the breadth of its regulatory reach". It said: "When lawmakers approved these measures, they made a conscientious decision to increase censorship in the name of 'online safety'. "It is fair to ask if UK citizens were equally aware of the trade-off being made." X claims the timetable for platforms to meet mandatory measures had been unnecessarily tight - and despite complying, sites still faced threats of enforcement and fines, "encouraging over-censorship". "A balanced approach is the only way to protect individual liberties, encourage innovation and safeguard children. It's safe to say that significant changes must take place to achieve these objectives in the UK," it said. A UK government spokesperson said it is "demonstrably false" that the Online Safety Act compromises free speech. "As well as legal duties to keep children safe, the very same law places clear and unequivocal duties on platforms to protect freedom of expression," they added. Users have complained about age checks that require personal data to be uploaded to access sites that show pornography, and 468,000 people have already signed a petition asking for the new law to be repealed. In response to the petition, the government said it had "no plans" to reverse the Online Safety Act. Reform UK's leader Nigel Farage likened the new rules to "state suppression of genuine free speech" and said his party would ditch the regulations. Technology Secretary Peter Kyle said on Tuesday that those who wanted to overturn the act were "on the side of predators" - to which Mr Farage demanded an apology, calling Mr Kyle's comments "absolutely disgusting". Regulator Ofcom said on Thursday it had launched an investigation into how four companies - that collectively run 34 pornography sites - are complying with new age-check requirements. Read more from Sky News: These companies - 8579 LLC, AVS Group Ltd, Kick Online Entertainment S.A. and Trendio Ltd - run dozens of sites, and collectively have more than nine million unique monthly UK visitors, the internet watchdog said. The regulator said it prioritised the companies based on the risk of harm posed by the services they operated and their user numbers. It adds to the 11 investigations already in progress into 4chan, as well as an unnamed online suicide forum, seven file-sharing services, and two adult websites. Ofcom said it expects to make further enforcement announcements in the coming months.

In the most recent statement from Whittingham on Sunday, he said owners Bond Group Investments were ready to sell and urged Panjab Warriors to make contact. The sports investment company, who have been in talks to purchase the club for more than a year, released a statement on Tuesday which said they remain "ready, willing and able" to take over.

Tributes have been paid to a 'well liked' councillor who suddenly died. George Davies sadly passed away in his sleep on Thursday morning (July 31).Davies, who had decades of experience was the ward councillor for Wigan Central. His first stint in the Wigan Council was when he was elected as a Liberal Democrat in 1995 he lost his seat in Aspull-Standish, where he lives, before making a return the following election as a Labour 2009, he was appointed Honorary Alderman, before returning to serve as a councillor for Wigan Central ward since avid historian and great fan of the NHS, Davies worked as porter at the Royal Albert Wigan to the M.E.N, fellow councillor, Lawrence Hunt, who had known George for 15 years, said: "He was well known in the community, a jolly chap, although he wasn't very big, he had a big heart."George was very much a man of the community, he engrossed himself with projects. He was a local historian so he did a number of pamphlets focused on the history and old maps of Wigan."We called him Mr Likeable and Gorgeous George because he had his photos taken that many times. He was looking to stand in the local election, he had every intention to stand."In a tribute to Paul, Wigan's labour division said: "It is with deep regret and shock that we are informing you of the sudden death of Councillor George Davies, who passed away earlier today."Councillor George Davies was first elected to Wigan Council in 1987."He was appointed Honorary Alderman in 2009, before returning to serve as a councillor for Wigan Central Ward since 2010. We send our love and prayers to his wife Tina & son Paul, and all family and friends at this sad time."The flags across the borough have been lowered as a mark of respect in his honour."Local charity, Armed Forces Community, whose headquarters George was known to hold surgeries at, wrote: "At this difficult time, our hearts go out to his beloved wife, son, family, and friends."The loss of such a devoted individual leaves a significant void not just in their lives, but also in the fabric of our community. "As a gesture of respect and remembrance, the flag at the Armed Forces Community HQ has been lowered in his honour - a fitting acknowledgment of his support for AFCHQ."He actively held workshops there and championed various events that aimed to enhance our borough. "Let us come together to celebrate George's legacy and support one another as we navigate through this sorrowful moment. Our deepest condolences to all who were touched by his kindness and leadership."
