Haiti's capital without power since Tuesday after protest halts hydroelectric plant
A protest that forced the total shutdown of Haiti's largest hydroelectric plant has resulted in an ongoing power outage in Port-au-Prince and the country's central region, utility operators said.
Denouncing the outage as "heinous" sabotage, state-owned Electricity of Haiti said in a statement Thursday, May 15, that the closure of the Peligre power plant since Tuesday's protest has caused "a total blackout" in areas it serves. Over 85% of the Haitian capital is controlled by powerful gangs who have repeatedly waged attacks against law enforcement and locals.
Lawyer and activist Robenson Mazarin, who represents the civil society protesters who shut down the plant, told AFP the action came in response to the central towns of Mirebalais and Saut d'Eau being left unprotected from gang activity.
"We decided to shut down the hydroelectric plant because the government has abandoned these two towns to the hands of criminal gangs. Authorities refuse to deploy the necessary force to drive out the bandits and restore peace," said Mazarin, coordinator of the central region's Engaged Citizens Movement. "As long as this situation persists, the production plant will remain closed."
Since March 31, the Viv Ansanm gang coalition has been in control of Mirebalais, and has facilitated the escape of 515 prisoners from a jail. Viv Ansanm also forced the closure and evacuation of patients at the Mirebalais University Hospital, one of the country's largest health providers, on April 23 until further notice.
Haiti is the poorest country of the Americas, and its political instability has given way to the rise of violent criminal gangs, who have been accused of murder, rape, looting and kidnapping. The country is run by a transitional government, and has experienced a fresh surge of violence since February, with gangs pressing into previously safe areas. This, despite the partial deployment of a multi-national security mission led by Kenya to assist local law enforcement.
The United Nations has warned that Haiti is approaching a "point of no return" that threatens to plunge the country into "total chaos."

'Escalation' Republicans lined up behind Trump to dismiss the pushback by Newsom and other local officials against the National Guard deployment. "I have no concern about that at all," Republican House Speaker Mike Johnson told ABC's "This Week", accusing Newsom of "an inability or unwillingness to do what is necessary". As for threats by Defense Secretary Pete Hegseth on Saturday to send in active-duty Marines on top of the Guard troops, Johnson said he did not see that as "heavy-handed." "We have to be prepared to do what is necessary," he argued. Demonstrators that AFP spoke to said troops were not really being sent in to keep order. "I think it's an intimidation tactic," said Thomas Henning. "These protests have been peaceful. Wagner Group leaves Mali, replaced by Moscow-backed Africa Corps
The Russian paramilitary group Wagner has left Mali and its units there have been taken over by the Moscow-run Africa Corps, diplomatic and security sources told AFP on Sunday. "Officially, Wagner is no longer present in Mali. But the Africa Corps is stepping up," one diplomatic source in the Sahel region said. A Telegram account affiliated with Wagner said: "Mission accomplished. PMC Wagner is going home." Mali's ruling junta, which seized power in coups in 2020 and 2021, broke off ties with former colonial power France and pivoted towards Russia for political and military support. Tens of thousands join anti-government protest in Madrid
Protesters, many waving red and yellow Spanish flags, massed in the Plaza de Espana, a large square in the centre of the Spanish capital, and chanted "Pedro Sanchez, resign!". "The expiry date on this government passed a long time ago. It's getting tiring," Blanca Requejo, a 46-year-old store manager who wore a Spanish flag drapped over her back, told AFP at the demonstration. The Popular Party (PP) called the rally after leaked audio recordings allegedly documented a member of the Socialist party, Leire Diez, waging a smear campaign against a police unit that investigated graft allegations against Sanchez's wife, brother and his former right-hand man. Diez has denied the allegations, telling reporters on Wednesday that she was conducting research for a book and was not working on behalf of the party or Sanchez. She also resigned from Sanchez's Socialist party. PP leader Alberto Nunez Feijoo has accused the government of "mafia practices" over the affair, and said Sanchez is "at the centre" of multiple corruption scandals. "This government has stained everything -- politics, state institutions, the separation of powers," he told the rally, going on to urge Sanchez to call early elections. The PP estimated that more than 100,000 people attended the rally, held under the slogan "Mafia or Democracy." The central government's representative in Madrid put the turnout between 45,000 and 50,000. Maria del Mar Tome, a 59-year-old businesswoman, said she had turned up because "we want Pedro Sanchez to go away once and for all, because this man is corrupt, he's a liar." Poll lead This is the sixth protest which the PP has organised against the government since Feijoo took the helm of the party in April 2022 The demonstration comes as the PP is gearing up for an extraordinary party congress set for July. Originally set for 2026, Feijoo moved the event forward, citing the need for the party to "be prepared" in case of early national elections in what was seen as an effort to consolidate his power. Rajoy and another former PP prime minister, Jose Maria Aznar, attended Sunday's rally, along with several heads of regional governments. Recent polls show the PP holding only a slim lead over the Socialists. although Sanchez remains the most highly rated party leader among voters. One in four voters, 24.6 percent, said Sanchez is their favourite party leader to lead the country, ahead of the leader of far-right party Vox, Santiago Abascal, who was picked by 17.1 percent, according to a poll published Monday in daily newspaper El Pais.
