
San Francisco's new transportation director leading agency through turbulent times
Why it matters: She's assuming the role at a critical time for the agency as it stares down a $50 million deficit that could reach $320 million by July 2026.
Driving the news: Kirschbaum in February was named permanent director after serving in the position on an interim basis following the departure of Jeffrey Tumlin in December.
She is the first woman to hold the job as San Francisco's top transportation official and has worked at SFMTA for the past 18 years.
What she's saying: Kirschbaum spoke with Axios to discuss her main priorities as she navigates the agency's dire financial crisis. "We do have a really significant funding challenge that we need to address. Financial stability will be my highest priority for the agency," she said.

Reducing service by 4% this summer to save $15 million, with plans to bridge the remaining $35 million budget gap with other cost-cutting measures like cracking down on fare evasion, implementing hiring freezes, raising parking fees and making changes to city parking programs.
The agency is also advocating in support of proposed state legislation that would provide struggling public transit systems with $2 billion in state funding over the next two years to address operating shortfalls while they work to find new revenue streams.
Between the lines: When asked about more potential solutions, Kirschbaum said a regional sales tax ballot measure next year could help secure an ongoing funding source — not just for SFMTA but for other struggling agencies, including BART and Caltrain, as well.
The intrigue: Unlike her predecessor, Kirschbaum does not express the same hostility toward the rise of ridehailing companies like Waymo, Lyft and Uber.
Tumlin — a once-polarizing figure — took a hard-line approach against cars to prioritize bicyclist and pedestrian needs and largely blamed rideshare services for the agency's financial woes.
Kirschbaum, however, is more concerned with keeping people's many options to get around open. While she's "really proud of how MUNI is running," she said she's also invested in improving conditions for everyone, including drivers.
Fun fact: As a resident of Ingleside, Kirschbaum loves the K light-rail line. Her other favorite, she added, is the 14R Mission Rapid because "it takes you to so many amazing places throughout San Francisco."
The bottom line: While Kirschbaum acknowledges the challenge SFMTA faces, she said it's also "a really exciting time" as they work toward increasing ridership to pre-pandemic levels, reaching financial stability and improving street safety with initiatives like the city's new speed cameras.

The UK Shows How Not To Do Online Age Verification
The first week of implementation for the U.K.'s Online Safety Act (OSA) has been anything but smooth. Upon going into effect on July 25, popular online services ranging from X to Discord and even Spotify, requiring users to show ID before engaging with content on their platforms. Users turned in droves to downloading virtual private network (VPN) apps to avoid the requirements of the law and browse with their privacy intact. It's a very American response to the imposition of the British government's age verification rules, and it led the U.K.'s Secretary for Science and Technology Peter Kyle to suggest on live TV that every time an adult uses a VPN, it leads to the harm of a child online. U.S. advocates of similar digital regulations should take notice of how badly this is going. The aim of protecting children online is a worthy goal, but it is impossible to ignore the OSA's nature, which is a thinly veiled effort to normalize censorship in the U.K. and expand surveillance of British citizens and guests within their borders. The text requires sites that host pornography and other content deemed "harmful," whatever that means, to verify that users are over the age of 18. With penalties as steep as 10 percent of global revenue and potential jail time for repeat offenses by firms, platforms are understandably overcorrecting and taking an overzealous approach to requiring ID checks in hopes of avoiding liability. For example, in order to access your Spotify account, users will need to submit their ID so that they can listen to music again on the platform, or risk their account being scrubbed. The distinction here is worth highlighting, because while some music can be profane, you can see how the law flattens graphic video content and audio content, or, put more simply, words. It's no shock that users are soundly rejecting this approach by the U.K. government by turning to VPNs. These services, such as ExpressVPN or Surfshark, have quietly empowered individuals to take control of their digital privacy, whether to protect themselves on public Wi-Fi, avoid algorithmic price discrimination, or download large peer-to-peer files online. And yes, people use VPNs to access explicit content or simply new music that is geoblocked. When a new album by your favorite band drops, Australians are usually jamming to it 12 hours before most Americans. Originally designed in the 1990s to help businesses secure remote connections, VPNs are a critical and mainstream tool for everyday internet users seeking to protect themselves in an increasingly surveilled online world. By encrypting data and masking IP addresses, VPNs shield users from hackers, corporate trackers, and even government surveillance. In an era where data is currency and digital freedom is under threat, VPNs are not a fringe convenience or an indication of nefarious activity by the user. It may only be a matter of time before the United Kingdom considers restricting VPNs altogether. They make total control infeasible. That's why Secretary Kyle had to appeal to Brits with a scare tactic about harming children with VPNs. The government passed a law that standard digital tech makes a mockery of, and that most online users under 50 know how to bypass. VPNs aren't the only way users are skirting age verification requirements. Video gamers playing Death Stranding have tapped into more creative solutions for getting past such regulations by leveraging the in-game photo modes to fool age verification software. When U.K. Prime Minister Keir Starmer recently told President Donald Trump, "We've had free speech for a long time, so, er, we are very proud of that," one had to wonder—what exactly is he proud of? Is he referring to the 30 people a day his government arrests for posting "offensive" things online? Or perhaps he is proud of the fact that his government was threatening Americans with criminal charges for not complying with his government's Online Safety Act? And while the OSA was done under the guise of protecting kids online, the government is also inexplicably engaged in a Streisand effect moment, with its agency announcing it was investigating four companies operating 34 pornographic websites. Essentially, by calling it out, the regulator told minors where they can go to access pornographic content without the need to utilize age verification. The Online Safety Act is a masterclass in unintended consequences and symbolic rulemaking. Britons are pushing back with a petition to repeal the law, which has already gathered over 450,000 signatures. American lawmakers would be wise to pay attention and avoid making the same mistakes in Congress. We can protect children without sacrificing the foundational principles of a free and open internet. 1 Magnificent S&P 500 Dividend Stock Down 25% to Buy and Hold Forever
Key Points The coronavirus pandemic wasn't a major blow to this company's business, but that didn't matter to investors. When interest rates started to rise following the pandemic, it was realistic to question the company's growth potential. A high yield and slow and steady growth is still the name of the game here, but investors don't seem to care since the shares remain 25% below their pre-pandemic highs. 10 stocks we like better than Realty Income › The S&P 500 (SNPINDEX: ^GSPC) nosedived in March 2020 as the coronavirus pandemic spooked investors, creating major uncertainty about the economy. But as the world learned to live with COVID-19, the index eventually recovered and went on to hit numerous new highs in the following years. But not all S&P 500 stocks fully recovered. Realty Income (NYSE: O), for example, still trades down around 25% from its pre-pandemic highs. That suggests an opportunity for income investors who buy stocks with a target holding period of forever. What does Realty Income do? Realty Income is a net lease real estate investment trust (REIT) with a heavy focus on single-tenant retail properties. A net lease requires the tenant to pay most of the property-level expenses for the asset they occupy. While any single property is high risk, given there's only one tenant, that risk falls if the net-lease REIT has a large portfolio to spread it across. Realty Income's portfolio includes more than 15,600 properties. It is the largest competitor in its space. Moreover, while Realty Income's focus is on retail assets (around 75% of rents), it also invests in industrial properties and a collection of "other" assets such as vineyards and casinos. So there is diversification in the mix, with a business that spans across North America and Europe. Given the heavy exposure to retail, it is understandable that investors were worried about Realty Income during the pandemic. Social distancing and the government shutdown of non-essential businesses were scary and could have been devastating to Realty Income's tenants. Luckily, the uncertainty didn't last, and the REIT's occupancy levels didn't fall below 97.9% in 2020. That's a great number anytime, but occupancy has since improved from there. And investors don't seem to care because the stock remains well off its pre-pandemic highs. The big problem is interest rates The reason that investors are so downbeat on Realty Income's stock is likely interest rates. The Federal Reserve increased interest rates coming out of the pandemic to tamp down on a burst of inflation. The problem with this is that REITs grow by making acquisitions. Because REITs have to pay out 90% of their taxable earnings as dividends to remain REITs, they have little internal capital to use for growth. Therefore, they need to tap the capital markets for cash. Higher interest rates make that more difficult. It isn't an unreasonable fear to think that Realty Income's growth will be slow. But Realty Income is so large that slow and steady growth is actually the norm here, anyway. Moreover, its size and financial strength (it has an investment-grade rated balance sheet) actually give it advantageous access to capital markets. So, compared to competitors, it still has attractive access to growth capital. In other words, the fears are legit, but likely overblown. But the big story is actually the dividend, which has been increased annually for 30 years. Simply put, the company has lived through different rate environments before and survived just fine. There's no reason to believe it won't muddle through today's higher rates (though historically speaking, the rates aren't outlandishly high) without skipping a beat on the dividend. Buy now to collect an attractive yield Sure, dividend growth is likely to slow somewhat in the near term, as Realty Income's interest costs rise. But eventually, property markets will adjust to make acquisitions more profitable, or rates will fall. And then Realty Income's financial performance will improve. In the meantime, investors can collect a fat 5.6% dividend yield backed by a still-growing dividend. Boeing mulls Patriot seeker upgrades amid soaring demand
Boeing is exploring new technologies and production efficiencies for the Patriot missile seekers it builds, as global demand for the pricey interceptors skyrockets. Why it matters: Changes in the formula could reduce costs or boost output. But finding the right mix — and not undercutting performance — is tricky. Driving the news: In an interview at the Space and Missile Defense Symposium in Alabama, Boeing executive Jim Bryan told Axios ongoing research-and-development efforts include the introduction of "more solid-state components that are, maybe, lower maintenance," plus "smaller packaging." "The mix of technology in what we have today works very well," he said. "There is some apprehension to mess with a really good recipe."
