NHAI outlines its asset monetization strategy for the first time

New Delhi: The National Highway Authority of India has for the first time outlined its strategy to monetize assets to unlock value and increase public-private participation for developing infrastructure in India.
The state-run agency's 'Asset Monetization Strategy for the Road Sector' provides a blueprint to mobilize capital through toll-operate-transfer (ToT) model, infrastructure investment trusts (InvITs), and securitization.
The strategy is anchored in three core pillars: value maximization of government road assets; transparency of processes and dissemination of investor-relevant information; and market development through deepening the investor base as well as promoting stakeholder engagement.
As one of the early movers towards alternative financing mechanisms, the NHAI's strategy aligns with the Government of India's asset monetization plan for 2025-30. Instruments like ToT, InvITs and securitisation have helped the state-run agency to raise over ₹ 1.4 trillion so far across more than 6,100 km of national highways under the National Monetization Pipeline.
'The unique approach that NHAI has adopted towards asset monetization not only ensures financial sustainability but also opens opportunities for the private sector, leverages advanced technologies, enhances quality and longevity of our road assets,' said NHAI chairman Santosh Kumar Yadav. 'The successful implementation of this strategy will provide NHAI with a steady stream of financing, reducing our reliance on traditional funding sources.'
N.R.V.V.M.K. Rajendra Kumar, member finance, NHAI said, 'This document outlines a strategic framework to maximize the benefits of asset monetization. It emphasizes the need for a structured approach to identify and value assets, ensuring transparency and fostering investor confidence.'
According to ratings agency Crisil Ltd, for NHAI to reach its previous highs of 6,000 km per year of awards and execution, a substantial rise in private capital through acceleration in asset monetisation will be essential.
'We expect the share of monetisation in NHAI's sources of funds to grow to 18% in this fiscal and next, compared with 14% in the preceding two fiscals,' Crisil said in its report on infrastructure. 'What lends confidence here is a monetisable asset base worth ₹ 3.5-4 lakh crore.'

A senior official said that NHAI had invited bids for preparing a detailed project report on an elevated corridor from INA to Nelson Mandela Marg in Vasant Kunj. This would be extended to Gurgaon-Faridabad road to reduce congestion on the Delhi-Gurgaon Expressway. The corridor is 20km in length and the cost would be around 5,000 crore. The work of preparing DPR for the work has already been given out. Officials also revealed there were plans to decongest the Ashram-Badarpur stretch of NH2. The tentative length of the section to be upgraded is 7.5km. The work of preparation of DPR for the project has been given, and other emergent work will be taken up by NHAI through empanelled agencies. An 8.5km stretch of the Mehrauli-Delhi-Haryana border section of NH148A will also be decongested. Officials said that the stretch requires major improvement works to improve passage for vehicles. Ahmedabad: A prime piece of land on Sola-Science City Road, once earmarked for a training centre by the central govt's Khadi and Village Industries Commission (KVIC), is now back on the market. The Ahmedabad Municipal Corporation (AMC) had valued the 3,974 sq m plot at Rs 1.75 lakh per square metre, bringing the total to Rs 69.54 crore. However, KVIC failed to deposit this substantial amount within the stipulated timeframe, prompting the AMC to cancel the land allocation. This decision is set for final approval at the standing committee meeting on June 12. The journey to this cancellation began on Feb 22, 2024, when the standing committee initially approved the allocation of Final Plot Number 171, reserved for commercial use in Sola-Hebatpur's TP Scheme No. 41. Following this approval, the AMC's land disposal and price-fixing committee set the price. Despite an intimation letter sent to KVIC, the payment never materialized by the deadline, leading to the current situation. This is not an isolated incident for the AMC. Recently, on June 5, the corporation cancelled the allocation of a 6,495 sq m commercial plot in Gota's TP Scheme No. 32 to the Directorate General of Goods and Services Tax (Intelligent Zonal Unit, Ahmedabad). Approved on Jan 18 last year, this land was valued at Rs 1.61 lakh per sq m, totalling Rs 104.56 crore. The GST department, too, failed to deposit the amount for a year after receiving an intimation letter. Consequently, the allocation was cancelled in a standing committee meeting held on June 5. In a contrasting move, the AMC is set to recover a record-breaking Rs 209.58 crore from the National Highway Authority of India (NHAI). About a year ago, the AMC handed over 20,958 sq m of land from two service roads under different TP schemes to the NHAI. In Dec 2024, the land price and fixing committee fixed the price at Rs 1 lakh per sq m. The corporation's estate department will soon issue a demand letter to the NHAI for this significant sum, marking the first time such a large amount will be recovered for land from the authority. A proposal for this recovery will also be presented to the Standing Committee shortly.

In a first-of-its-kind move aimed at standardising air conditioning usage across sectors, the Government of India will soon mandate that air conditioners cannot be set below 20 degrees Celsius or above 28 degrees Celsius, Union Minister of Housing and Urban Affairs Manohar Lal Khattar announced on Tuesday."Regarding air conditioning standards, a new provision is being implemented soon. The temperature standardisation for ACs will be set between 20 degrees Celsius to 28 degrees Celsius, meaning we won't be able to cool below 20 degrees Celsius or warm above 28 degrees Celsius," Khattar it as an experimental step, the former Haryana chief minister added, "This is a first-of-its-kind experiment, aiming to standardise temperature settings." The regulation will apply not just to residential and commercial establishments, but also to air conditioning systems in vehicles. Officials said that the move comes amid growing concerns over climate change, rising temperatures, and an increase in the use of cooling initiative is expected to boost energy efficiency, reduce sudden spikes in electricity demand and help bring down power bills for consumers."We have decided the minimum temperature of ACs will be fixed at 20 degrees Celsius and the maximum at 28 degrees Celsius to bring uniformity to air conditioning use and help reduce excessive power consumption due to extremely low cooling settings," the minister told many air conditioners on the market allow users to set temperatures as low as 16 degrees Celsius or as high as 30 degrees Celsius. The proposed limits will override these options once the new rule comes into per a 2020 mandate by the Bureau of Energy Efficiency (BEE), the default temperature setting for all star-labelled rooms and car ACs must be 24 degrees Celsius. In commercial buildings, temperature settings can be adjusted between 24 degrees Celsius and 25 degrees Celsius to strike a balance between energy savings and user comfort.
