The case for a national robotics strategy

South Korea is leading the pack when it comes to integrating robotics on the shopfloor, using more robots per factory worker than the U.S., Germany, China or Japan.
For the U.S. to become a leader in automation, it will require a federal effort including a central government robotics office, tax incentives and expanded workforce training programs, among other actions — or so says the Association for Advancing Automation (A3), which recently announced an ambitious proposal for putting the U.S. on top.
Though the importance of a clear strategy is apparent to many industry professionals, the plan's timing, interplay with the current administration's manufacturing priorities and nature of its execution remain uncertain.
One of the major pain points addressed by A3's proposal is the lack of a central federal office centered on robotics.
'[If] you want to talk about robotics to the U.S. government, you need to go to the National Science Foundation, you need to go to the Department of Defense. You don't know where to go,' said A3 President Jeff Burnstein.
This decentralization results in a constellation of challenges felt across the industry but not easily resolved. One of the most significant of these issues is a lack of a domestic supply chain for parts used to build robots, including actuators, sensors, and other specialized components, said Carnegie Mellon University robotics professor Martial Hebert.
'If you look at other countries like China, you can get those middle layer components very quickly and very cheaply. That [supply chain] does not exist in the U.S., or at least not nearly at that scale,' Hebert said.
That vacuum perpetuates a cycle wherein the production base remains small, leading to less usage and further demotivating the creation of a production base, Hebert said.
'Part of the strategy is to break that cycle and to put mechanisms in place to facilitate that,' Hebert said. 'Once we have more substantial infrastructure, [we'll] have the opportunity to experiment with those systems and to innovate with new ideas.'
Multiple experts agree that federal intervention is necessary to boost the U.S. as a leader in the robotics race.
China stands as an example of a nation whose national interest in robotics has paid off. Backed by huge investment and government buy-in, the country now has more automated factories than Japan, Germany and the U.S.
The U.S. too, however, has clear examples that point to symbiosis between the manufacturing industry and government.
The 2022 CHIPS and Science Act provided nearly $53 billion in funding to boost the manufacturing and research of semiconductors in the U.S. According to the U.S. Department of Commerce, the landmark law has resulted in 16 new semiconductor manufacturing facilities as of August 2024 and is 'expected to create over 115,000 manufacturing and construction jobs.'
The CHIPS' Act's future, however, remains in flux under the Trump administration, which has been more critical of using direct subsidies to grow domestic manufacturing.
This isn't the first such example in U.S. history — the computer numerical control equipment industry experienced huge growth in the 1950s thanks to federal involvement.
According to Massachusetts Institute of Technology science and technology policy lecturer William Boone Bonvillian: 'The Defense Department decided it had to have this level of precision machining for all of its missile and rocket programs. The department, by requiring its defense contractors to adopt this technology then using the Defense Production Act to assist them, almost single-handedly created the whole CNC machining industry.'
Past successes underscore the need for further federal leadership to grow specific manufacturing technologies, Bonvillian said.
'The standing of the U.S. in AI and robotics, if you trace it back, is due in large part to national initiatives around both areas. In other words, it won't happen just by market forces,' Hebert said.
What's less clear from such a strategy is how it might interact with the current Trump administration's manufacturing initiatives, which prioritize domestic manufacturing, tariffs to support domestic industries and workforce training, among other measures.
'There's an underlying political challenge, which is that the Trump administration has embarked on a trade tariff policy and has not really embarked on what we could call an industrial innovation policy,' Bonvillian said. 'They're tackling manufacturing problems from a trade perspective.'
Centering robotics, with all their productivity-boosting capabilities, could actually help in the current administration's efforts to grow domestic manufacturing output, Burnstein said.
In the event a national robotics office were established, it might benefit from uniting with other advanced manufacturing technology groups.
That model could follow in the coattails of Manufacturing USA — a network of institutes focused on reducing the gap between research and commercialization across several advanced manufacturing technologies, according to Bonvillian.
A similar kind of partnership could bolster support for a national robotics office and simultaneously give it the resources it needs to execute on the six priorities laid out in A3's strategy, Bonvillian said, including not only the central robotics office and commission, but offering tax incentives, promoting government use of robotics, expanding workforce training, funding R&D and updating industry standards.
It could also offer support on education programming, economic development and industry leadership, Bonvillian added.
'In order to make progress on a lot of these issues, you're going to have to have a coalition involved,' Bonvillian said. 'I think that a coalition kind of model is the right approach, and that's exactly what the manufacturing institutes attempted to do.'

Kleenex tissue maker Kimberly-Clark and pulp producer Suzano are forming a $3.4 billion global consumer and professional tissue joint venture in an effort to bolster their long-term growth strategies, the companies announced Thursday. Suzano has agreed to pay the tissue manufacturer $1.7 billion to acquire 51% of the new entity, which will be based in the Netherlands. The deal includes 9,000 employees and 22 manufacturing facilities across Europe, Asia, the Middle East, South and Central America, Africa and Oceania. Kimberly-Clark will own the remaining 49% and retain its consumer and professional entities in the United States, as well as existing joint ventures in Mexico, South Korea and Bahrain, among other countries. The transaction is expected to close in mid-2026. The joint venture is part of Kimberly-Clark's long-term growth strategy introduced last year, Chairman and CEO Mike Hsu said in a statement. The plan aims to save the company more than $3 billion through improved productivity and accelerate the growth of its brands and businesses, particularly its North America and international personal care segments. More than 40 of Kimberly-Clark's regional brands under its international family care and professional portfolio will be transferred into the joint venture. Additionally, Suzano plans to enter a long-term license with the new company for the use of global brands, including Kleenex, Scott, Cottonelle, WypAll, Viva and Kimberly-Clark Professional, the Brazil-based pulp producer said in its press release. The deal follows Suzano's acquisition of Kimberly-Clark's Brazilian tissue assets and brands in 2023, the paper maker said in its release. The pending transaction aligns with Suzano's long-term cost-effective and growth strategy that's focused on scalable businesses where it can strengthen its operational efficiency. Once the deal closes, approximately two-thirds of Kimberly-Clark's net revenues will come from its personal care categories, progressing its long-term growth, profitability and returns on investment, according to the tissue maker's press release. The joint venture is expected to reduce Kimberly-Clark's exposure to volatile input costs, improving the company's ability to deliver expected and deliverable margins and profitability over time. Kimberly-Clark anticipates $300 million in additional costs from tariffs this year, Hsu said in his remarks during an April earnings call. The majority of products sold in the U.S. are sourced and domestically produced, Kimberly-Clark CFO Nelson Urdaneta said in the earnings call. In terms of raw materials and finished goods, the company's exposure to China, Mexico and Canada was around or less than 10% of its total cost of goods. 'If we factor in all of our raw materials and finished goods imports for our US business, 80% of our total costs in the U.S. are U.S.-based, so only 20% of our U.S. costs are exposed to tariffs,' Urdaneta said. The volatile tariff backdrop is affecting Kimberly-Clark on three fronts. The 145% duty on China drives about two-thirds of the $300 million, Urdaneta said. The U.S.'s reciprocal tariffs account for 10% and retaliatory tariffs from other countries represent 25% of the impact costs, he added. The company is working fast to mitigate the costs, Urdaneta said. Still, he added that Kimberly-Clark is in a much better position to handle many of these headwinds. 'You can't solve that overnight because we're having to reaccommodate some of the elements of our supply chain, and we intend to already be able to address about a third of the impact this year,' Urdaneta said. 'Now it'll take us through 2026 to pretty much be able to address the whole element in a consistent manner based on what's been enacted today.' The joint venture is one of many actions Kimberly-Clark has taken to make progress on its strategy and alleviate tariff costs. Last month, the Scott paper towel maker announced plans to invest more than $2 billion over the next five years in its North America segment, expanding its U.S. manufacturing capacity and modernizing its supply chain. GlobalFoundries commits $16B to expand New York, Vermont facilities

GlobalFoundries announced plans Wednesday to invest an additional $3 billion to expand its semiconductor manufacturing and advanced packaging capabilities in Malta, New York, and Essex Junction, Vermont. The funds will go toward research and development initiatives focused on packaging innovation, silicon photonics and new gallium nitride technologies, according to the press release. The money builds upon the company's previously announced $13 billion investment in the two plants, as well as its upcoming advanced packaging and testing center on its Malta campus. GlobalFoundries has been working on diversifying its supply chain over the past few months to get ahead of a 25% semiconductor tariff threatened by Trump earlier this year. As a result, the company has been turning toward its Malta and Essex Junction facilities to supply its customers, especially in the automotive sector. 'Semiconductors are critical to the future of vehicles, and their importance will only grow,' GM President Mark Reuss said in the June 4 press release. 'GlobalFoundries' investment supports our work to secure a reliable, U.S.-based chip supply — essential for delivering the safety, infotainment and features our customers expect.' As customers weigh the impact of the tariffs, diversifying their supply chains is key to limiting risk exposure, then-GlobalFoundries President and CEO Thomas Caulfield said in a February earnings call. Former COO Tim Breen was named as the company's new CEO effective April 28. 'We need to have the ability to source from different regions,' Caulfield said. 'And I think it's just raising the height of importance of diversification and supply chain with customers.' In November, the Department of Commerce finalized GlobalFoundries' $1.5 billion CHIPS and Science Act funding for its New York and Vermont facilities. The company was also awarded $550 million that will go toward ongoing upgrades and expansions. But as the Trump administration reviews the future of the law, it's unclear whether GlobalFoundries and other awardees will still receive their finalized funding. The company did not immediately respond to a request for comment on the status of its funding. GlobalFoundries' new investment addresses the 'explosive growth' in AI, as the technology accelerates demand for new semiconductor capabilities and processes to power data centers, communications infrastructure and AI-enabled devices, according to the press release. AI is especially driving demand for GlobalFoundries' silicon photonics, GaN, and FDX technologies to power data centers, Breen said in a statement. 'The rapid rise of AI in both the cloud and at the edge is driving the adoption of new technology platforms and 3D heterogeneous integration technologies,' GlobalFoundries said in the press release. 'These advanced solutions are essential to meet the exponentially growing requirements for power efficiency, bandwidth density and performance.' The semiconductor supplier is also collaborating with major companies to reshore production to the U.S. and diversify global supply chains, including Apple, SpaceX, General Motors, AMD, Qualcomm Technologies and NXP. 'At GlobalFoundries, we are proud to partner with pioneering technology leaders to manufacture their chips in the United States — advancing innovation while strengthening economic and supply chain resiliency,' Breen said in a statement. GlobalFoundries additional investment comes after the Commerce Department withdrew $210 million in federal grants that were approved for six U.S. technology and manufacturing hubs, including $23 million for the Vermont Gallium Nitride Tech Hub that the company co-founded with the state and the University of Vermont. The hub focuses on developing and commercializing GaN devices and boosting the semiconductor workforce in the state. Lutnick says Commerce Department ‘renegotiating' CHIPS contracts

The Commerce Department is renegotiating some of the multibillion-dollar contracts to chipmakers funded by the CHIPS and Science Act, Secretary Howard Lutnick said during a congressional budget hearing Wednesday. Lutnick said that he's pushing for funding levels that amount to "4% or less" of a project's total value. "A 10% funding just seemed overly generous and we've been able to renegotiate them," he added. Lutnick cited the example of chipmaker Taiwan Semiconductor Manufacturing Co., which was granted $6.6 billion in CHIPS funding, deciding to increase its U.S. investments. The company unveiled plans in March to invest $100 billion in U.S. manufacturing, on top of a previously announced $65 billion. "So if the question is, 'Are we renegotiating?' The answer is, 'Absolutely, for the benefit of the American taxpayer,'" Lutnick said. The secretary made the comments as senators grilled him over his department's proposal to cut 16.5% of its budget, including a $325 million cut to the National Institute of Standards and Technology, which oversees CHIPS and Science Act funding programs. Lutnick was on Capital Hill Wednesday to defend the department's proposal, part of the federal funding bill currently making its way through Congress. In its budget proposal, department officials said the cut to NIST was due to its "development of curricula that advance a radical climate agenda." The proposal called out NIST's Circular Economy Program, which advances measurement science and related initiatives to promote more sustainable circular economies and supply chains, for pushing "environmental alarmism." While the proposal does not mention the CHIPS program, its staff and future have both been called into question by the White House. The Trump administration has fired dozens of NIST employees that worked on CHIPS initiatives, according to a NextGov report. The president has also publicly called for an end to the law and its funding. "Your CHIPS Act is a horrible, horrible thing. We give hundreds of billions of dollars, and it doesn't mean a thing. They take our money, and they don't spend it," Trump said in a joint address to Congress March 4. The Biden administration rushed to finalize many of the CHIPS contracts during the former president's final weeks in office in a bid to safeguard the funding. However, it remains unclear how much of that money is actually in the hands of awardees. Companies are eligible to receive funds as their respective projects achieve certain milestones, many of which have yet to occur. Lutnick noted during the hearing Wednesday that the department is "planning to distribute money only if we get much more building in America." Democratic Sen. Jeff Merkley of Oregon told Lutnick during the hearing that he worries renegotiating previously finalized contracts could slow down project timelines and unsettle chipmakers that now find the status of their funding in jeopardy. Oregon is home to multiple projects that are set to receive CHIPS funding, including $1.86 billion for Intel's campus in Hillsboro. "To some degree you may be able to strike a better bargain, but at some point it doesn't become a better bargain and we reduce the acceleration of our re-energizing [of] the chip industry," Merkley said.
