'Where we are now is 440 units designed for rental stock. So anyone who occupies here has to pay rental,' said MMC for Human Settlements Kgopelo Hollo.
He said the building has an income threshold of R14 000, but many are not even listed as owners and are not meant to be on the property.
Hollo claims alternative accommodation has been provided at the city hall.
An eviction order was granted in June, which the residents were aware of, he added.
This is the second round of evictions after many were removed from the Pharoe Park flats on Tuesday, leading to two people being arrested after they allegedly set a Home Affairs office in Germiston alight.
The roof of the building collapsed, leaving many without services.

Bloody five days in Cape Town as 16 people killed in various shootings
Sixteen people were killed in a bloody five days in Cape Town this week, but no one has been arrested for the murders. The killings occurred in nine separate shootings. Many are believed to be gang-related. Also on Wednesday, four men aged 20 to 37, were gunned down in Overcome Heights, Muizenberg. Man arrested after girlfriend's decomposing body found in his Limpopo home
A 33-year-old man was arrested in Seshego, Limpopo in connection with the murder of his girlfriend, after her decomposing body was found in his home on Tuesday night. 'Police were called to the scene at about 23:35, where they found the lifeless body of a 26-year-old woman inside the suspect's residence. The victim had sustained multiple injuries. Preliminary investigations suggest that she may have been killed several days earlier, as her body was already in an early stage of decomposition,' said police spokesperson, Colonel Malesela Ledwaba. The man is expected to appear in the Seshego Magistrate's Court on Friday on a murder charge. Provincial police commissioner, Lieutenant General Thembi Hadebe, said the murder was 'deeply disturbing and senseless'. 'We urge communities to report any signs of domestic violence before they escalate to such tragic outcomes,' he added.
