The Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW) convened a special session on Wednesday at the invitation of the Director-General, to consider a request submitted by the State of Qatar -- in its capacity as the representative of the interests of the Syrian Arab Republic before the OPCW -- regarding Israeli attacks on Syria and their obstruction of the implementation of the Chemical Weapons Convention and efforts to dismantle the chemical weapons program of Syria's former regime.
The Qatari delegation to the session was led by HE Dr Mutlaq bin Majid Al Qahtani, Ambassador of the State of Qatar to the Kingdom of the Netherlands and Permanent Representative to the OPCW.
In Qatar's statement delivered during the session, Al Qahtani strongly condemned Israel's grave policies and violations, including its repeated military attacks on the territory of the Syrian Arab Republic. He described these actions as a serious threat to regional and international peace and security, and a blatant violation of international law and the United Nations Charter, particularly Article 2, which prohibits the use of force or the threat of force against the sovereignty and territorial integrity of states.
He pointed out that while Israel has not ratified the Chemical Weapons Convention, it remains a signatory and is therefore obligated to refrain from any actions that would defeat the object and purpose of the Convention, in accordance with Article 18 of the Vienna Convention on the Law of Treaties.
He stressed that this principle represents a firmly established norm in international law, emphasizing that any infringement upon the Convention's core objectives constitutes a legal violation for which Israel bears full responsibility.
He further noted that Israeli attacks on potential chemical sites in Syria -- whether declared or undeclared -- undermine disarmament efforts, jeopardize the safety of OPCW missions, and damage the credibility of the international chemical weapons prohibition regime.
He called for a clear and unequivocal condemnation of such actions and urged the international community to take all necessary steps to end these violations, safeguard the sovereignty of the Syrian Arab Republic, and uphold the integrity of the ongoing verification and dismantlement processes under the Convention.
Additionally, he called on the Executive Council to explore the possibility of dispatching a technical field mission to assess the affected sites, document the damage, evaluate the impact on the Organisation's operations and the safety of its personnel, and provide a factual basis for accountability in line with international law.
In conclusion, Dr Al Qahtani reaffirmed that the international community must not tolerate any conduct that violates the Chemical Weapons Convention, compromises the neutrality and credibility of the OPCW, or undermines the sovereignty and territorial integrity of its Member States.

Tribune News Network Doha The Non-Resident Nepali Association (NRNA) National Coordination Council Qatar successfully held its 11th General Convention at the Crowne Plaza Hotel in Doha, electing a new Executive Committee for the 2025–2027 term. Held with grandeur and broad participation, the event saw Padam Giri elected unopposed as President, leading a 36-member executive team. The biennial convention serves as a platform for the Nepalese diaspora in Qatar to renew leadership and enhance community engagement. The newly elected committee was officially sworn in by Election Commissioner Kamalni Guragain, who administered the oath of office and confidentiality. Padam Giri will lead the council alongside Roshan Aryal as First Vice-President, Subash Thapa as Second Vice-President, and Lila Rai as Third Vice-President. Ram Kumari Tamang was elected Women's Vice-President, with Tank Bahadur B K serving as Youth Vice-President. Shiva Bhujel has taken office as General Secretary, while Prem Kumar Basnet and Mohammad Azad Mansur will serve as Treasurer and Assistant Treasurer, respectively. The secretarial team includes Khemraj Subedi, Isilal Pandit, and Shankarman Rai. Apsana Miya will serve as Women's Coordinator, with Chham Bahadur Chand as Youth Coordinator. In addition, the executive committee includes 19 members representing various sectors of the Nepali community in Qatar. The Audit Committee is headed by Padam Bahadur Ranabhat, with Sajid Eqbal and Hemraj Rijal as members, tasked with overseeing financial transparency. Qatar's representatives to the International Coordination Council (ICC) include Minraj Wagle, Jhavindra Belbase, Shiv Kumar Mahato, and Ishwar Raj Paudel. The convention was held under the patronage of Dr Badri KC, president of the NRNA ICC. It was attended by Salha Al Khalaf from Qatar's Ministry of Labour, officials from the Ministry of Interior, leaders of other expatriate communities, advisors and honorary members of the ICC, as well as representatives from various Nepali organisations across Qatar. Salha Al Khalaf, a distinguished guest at the event, extended his best wishes to the newly elected team and indicated that a follow-up meeting would be scheduled soon to explore future programmes and areas of cooperation. Dr Badri KC affirmed that the newly elected executive team is the official representative body of NRNA Qatar, operating under the Government of Nepal. He expressed confidence that the committee would adhere to the organisation's constitution and follow the directives of the ICC in its operations. Guided by the motto 'For Nepaleas, By Nepaleas,' NRNA Qatar has been at the forefront of various social, cultural, and philanthropic initiatives. The organisation maintains close collaboration with Qatari governmental bodies, charitable institutions, the Nepali Embassy, and other expatriate communities. Padam Giri, the newly elected President, is a veteran community leader who previously served two terms as General Secretary. He is recognised for his institutional experience and his collaborative efforts during significant events such as FIFA 2022 and the COVID-19 pandemic, during which he engaged effectively with Qatari authorities and community groups. The convention was chaired by Organising Committee Coordinator Keshab Karki and facilitated by Member Secretary Roshan Aryal.

PA Media/dpa London Up to 300 children could be evacuated from Gaza and given medical treatment in the UK. The plans are reportedly set to be announced within weeks. A parent or guardian will accompany each child, as well as siblings if necessary, and the UK Home Office will carry out biometric and security checks before travel, the Sunday Times reported. This will happen 'in parallel' with an initiative by Project Pure Hope, a group set up to bring sick and injured Gazan children to the UK privately for treatment. More than 50,000 children are estimated to have been killed or injured in Gaza since October 2023, according to UNICEF. British Prime Minister Keir Starmer said last week that the UK was 'urgently accelerating' efforts to bring children over for treatment. A government spokesperson said: 'We are taking forward plans to evacuate more children from Gaza who require urgent medical care, including bringing them to the UK for specialist treatment where that is the best option for their care. 'We are working at pace to do so as quickly as possible, with further details to be set out in due course.' The UK and Jordan have been working together to air drop aid amid warnings of widespread malnourishment in Gaza. It comes as the UK seeks to put pressure on Israel to change course with a plan to recognise a Palestinian state in September ahead of the UN General Assembly. Starmer has said the Unied Kingdom would only refrain from recognising Palestine if Israel allows more aid into Gaza, stops annexing land in the West Bank, agrees to a ceasefire and signs up to a long-term peace process over the next two months. Concerns have been raised this could see a Palestinian state recognised by the UK without Hamas releasing the remaining Israeli hostages.

NHRC condemns Israeli occupation's violations against Palestinian people

QNA Doha The National Human Rights Committee (NHRC) has reiterated its condemnation of the serious attacks that the Israeli occupation has been continuously committing against the Palestinian people since October 7, 2023, in a flagrant violation of all rules of international humanitarian law and international human rights law obligations, including repeated deliberate attacks against civilians and civilian facilities. In a statement, the committee said that these attacks resulted in the killing of more than 60,000 civilians - the majority of whom were women and children, and the injury of at least 148,722 people in the Gaza Strip, in addition to the injury of over 7,500 civilians in the West Bank during the occupation's raids, arrests and colonist attacks. Chairperson of National Human Rights Committee HE Maryam bint Abdullah Al Attiyah affirmed that the Israeli occupation's ongoing attacks against the Gaza Strip have created an extremely difficult humanitarian reality, such as depriving civilians from their most basic human rights necessary for survival, such as food, safe water, healthcare and adequate housing, by deliberate targeting of homes, hospitals and civilian institutions. She expressed her deep concern about the policy of starving civilians practised by the Israeli occupation authorities through the deliberate denial of access to food and the imposition of severe obstacles and restrictions on relief organisation's work, pointing out that these restrictions led food indicators to exceed the threshold of famine and caused death among the population, especially among children, as a result of hunger and severe malnutrition. Al Attiyah stressed the need for an immediate and comprehensive cessation of attacks against civilians and civilian facilities, and an end to the occupation's policy of starvation and the deliberate denial of basic rights, including the elimination of restrictions imposed on the work of humanitarian organisations to enable them to provide relief assistance to those in need. She welcomed the role that Qatar plays in addressing the humanitarian impact of the Israeli occupation's attacks against the residents of the Gaza Strip, in addition to the country's mediation efforts, in cooperation with Egypt and the US, to achieve a comprehensive and sustainable ceasefire. She called on the international community to act immediately and decisively to end the dire humanitarian conditions that the people of the Gaza Strip are facing. She also warned of the danger of overlooking genocide, war crimes, and crimes against humanity that the Israeli occupation has been repeatedly committing against the Palestinian people, calling for international criminal measures to hold those responsible for these grave violations accountable and to prevent their impunity. The international silence regarding these crimes constitutes a crime in itself, fostering impunity, undermining international efforts to establish criminal justice, and weakening the principles of international law, she continued. Al Attiyah expressed the committee's serious concern about the current situation in the occupied Palestinian territories, particularly in the Gaza Strip, warning that the continuation of this situation threatens the credibility of the entire international system, including human rights mechanisms.
