She said rapid development must also be accompanied by the capacity of the education system, basic amenities, and support for the local community structure.
'Without a doubt, rapid development in Kuala Lumpur will continue to expand, but the need to align development approvals with the readiness of supporting infrastructure such as schools, clinics, road networks, public transport pressure and green spaces must be considered from the earliest stages of planning.
'The siloed approach between developers and local authorities must be replaced with comprehensive planning that considers the overall impact on the area,' she said in a Facebook post yesterday.
Earlier, Dr Zaliha chaired the Federal Territories Ministerial Council Meeting, which serves as an engagement platform between her and Kuala Lumpur MPs, together with agencies such as the Federal Territory Kuala Lumpur Education Department (JPWPKL) and PLANMalaysia, to discuss development policies for the federal capital.
'Unlike other states which have executive councillors and assemblymen, the federal territories require a more dynamic approach to policy coordination between the federal government and MPs. As such, this meeting also served as an engagement session with the JPWPKL and PLANMalaysia to foster a stronger and more responsive understanding of policies that reflect on-the-ground realities.
'I also stated that the involvement of MPs in development issues must be more pragmatic, taking into account data, long-term impacts and environmental readiness, and not merely driven by perception or populist approaches that could only affect policy adaptation,' she added.
In a related development, Dr Zaliha said she received a courtesy call yesterday from Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing to strengthen strategic cooperation in the tourism sector within the federal territories.
The discussion between the two ministers focused on efforts to elevate Kuala Lumpur, Putrajaya and Labuan as the country's premier tourism destinations, each with their own unique strengths.
She also invited the Ministry of Tourism, Arts and Culture (MOTAC) to collaborate in promoting the Borneo Flora Festival, which will be held in Labuan for the first time, with a target of attracting over 50,000 visitors.
In addition, Putrajaya Corporation and Tourism Malaysia have also been asked to refine the development of more creative new tourism products in Putrajaya, with the aim of extending tourists' stays and offering fresh and unique experiences to encourage returning visitors. — Bernama

Teachers' early retirement driven by loss of interest, family, and health issues, says deputy education minister
KUALA LUMPUR, Aug 20 — Loss of interest in the profession has been identified as the main reason teachers opt to retire early, besides factors such as family and health problems, said Deputy Minister of Education Wong Kah Woh. He said that based on the ministry's data, a total of 67.44 per cent of teacher who applied for early retirement cited a lack of interest in continuing their teaching career as the primary reason. 'Family problems accounted for 17.43 per cent, followed by health issues (7.69 per cent), work load (5.37 per cent) and personal problems (2.08 per cent),' he said during the question-and-answer session at Dewan Rakyat here today. He was replying to a supplementary question from Datuk Adnan Abu Hassan (BN-Kuala Pilah) about the Ministry of Education (MOE)'s assessment of the effectiveness of current workload management mechanisms, including psychological support, to ensure the well-being of teachers is guaranteed. In reply to the original question from Datuk Mas Ermieyati Samsudin (PN-Masjid Tanah), who asked abut the number of teachers opting for early retirement from 2022 and 2024, Wong said that, as of May, 2,397 teachers had retired early, with the figure for last year being 5,082; for 2023 (6,394) and 2022 (5,306). 'The average number of teachers who retired early from 2022 to 2024 was 5,594 per year,' he said. To address the issue of teacher shortage and ensure their well-being, Wong said the MOE recruits permanent teachers twice a year, while the Education Service Commission opens a teacher application system throughout the year to expedite the recruitment and placement of teachers. 'The MOE has been making improvements to the management functions in MOE schools through the creation of the School Governance Module (MySG) since 2021. The MOE has also developed a job description document since 2016, which explains the accountability of specific tasks and can assist teachers in carrying out their duties more effectively. He said the MOE has also taken a holistic and progressive approach to ensuring teachers remained motivated through the seven-step teacher well-being initiative, which focused on teacher pedagogy, assessment, school operations, examination evaluation and school management and administration. 'The summary of the initiative's implementation survey conducted in December 2024, involving 1,007 schools nationwide, shows that it has been successful. 'The initiative also showed positive results based on the Teacher Wellbeing Index (IKG) study between November 2024 and January 2025. The study involved 23,625 teacher respondents, who scored at a high level of 77.65 out of a maximum scale of 100,' he said. — Bernama

Court shuts the door on Peter Anthony's last appeal — ex-Sabah minister to serve three years over falsified UMS contract
PUTRAJAYA, Aug 20 — Former Sabah Infrastructure Development Minister Datuk Peter Anthony will serve his three-year prison sentence after failing in his bid to review his conviction and sentence for falsifying documents related to a Universiti Malaysia Sabah (UMS) maintenance and service contract. A Court of Appeal three-member panel here, consisting Justices Datuk Azman Abdullah, Datuk Noorin Badaruddin and Datuk Hayatul Akmal Abdul Aziz, today dismissed Peter's review application. In reading the court's decision, Justice Azman said there was no breach of natural justice as the applicant (Peter) had been accorded the right to be heard at his appeal. He added that the absence of the issue relating to a police report lodged by a witness, the late Mohd Shukur Mohd Din, in the broad grounds of the Court of Appeal did not amount to a miscarriage of justice as the matter had been clearly addressed in the appellate court's full judgment. 'We find that there was no miscarriage of justice as P4A (the police report) was argued extensively,' he said. Justice Azman also said the court's assumption has been supported by the Court of Appeal's full grounds of judgment, where the issue on the police report was thoroughly discussed, adding that it was not the court's duty to rehear evidence and facts that have been decided on. In the police report dated Aug 9, 2018, Mohd Shukur, then UMS deputy vice-chancellor, claimed that his statement recorded by the Malaysian Anti-Corruption Commission (MACC) in Kota Kinabalu on July 20, 2017 was untrue, as he had been placed under pressure. He alleged that the last paragraph of his statement was concocted to implicate Peter. The police report was only discovered by Peter after his trial concluded. In February last year, he applied to the Court of Appeal to adduce new evidence under Section 61 of the Courts of Judicature Act 1964. The court admitted the police report, though Mohd Shukur had since passed away. Peter sought a review of the March 4 decision this year by a different Court of Appeal panel which upheld his conviction, three-year prison term and RM50,000 fine imposed by the Kuala Lumpur Sessions Court in May 2022. The 54-year-old has already paid the fine. The Kuala Lumpur High Court had, on April 18, 2023, affirmed the Sessions Court's ruling. Peter then appealed to the Court of Appeal but lost, prompting him to file the present review application. He was charged, in his capacity as managing director of Asli Jati Sdn Bhd, with falsifying a letter from UMS' office of the deputy vice-chancellor dated June 9, 2014 by inserting false statements with the intent to deceive. The offence was allegedly committed at the office of the principal private secretary to the Prime Minister, Perdana Putra, between June 13 and Aug 21, 2014. In today's proceedings, Peter's lawyer Mohamed Haniff Khatri Abdulla argued that the previous Court of Appeal panel had failed to directly address and give proper judicial consideration to the police report, which he claimed had prejudiced his client and resulted in a miscarriage of justice. He contended that although the deliberations were eventually included in the grounds of judgment issued on Aug 1, several months after the court delivered its broad grounds, it amounted to an afterthought. He urged that the case be remitted to the Sessions Court for a retrial. Deputy Public Prosecutor Wan Shaharuddin Wan Ladin, however, submitted that there was no breach of natural justice as the issue of the police report had been extensively argued before the appellate court. He said there were also no special circumstances to justify granting Peter's review application. Following today's ruling, Peter, who is the Melalap assemblyman, is likely to lose his seat as he has exhausted all legal avenues to set aside his conviction and sentence. However, no formal announcement has been made by the Sabah State Assembly on his status. — Bernama

PETALING JAYA : Urimai chairman P Ramasamy today told his PSM counterpart that the views on race espoused by the parties in the loose coalition announced by Bersatu president Muhyiddin Yassin might not be 'inherently problematic'. PSM chairman Dr Michael Jeyakumar Devaraj said yesterday that his party had decided against participating in the coalition – which includes Urimai – as it was not comfortable with how many of the parties involved play on ethnic issues. In response, Ramasamy said to suggest that the parties in the coalition were all 'focussed solely on ethnic issues' was not a fair assessment. 'Even if ethnicity features on their respective agendas, the approaches differ significantly,' he said. 'Malay-based parties may be firm on questions of ethnic hegemony, while Indian-based parties may emphasise the marginalisation of Indians in the country. 'Raising ethnic issues is not inherently problematic – the key lies in what aspects of ethnicity are being addressed,' he said in a Facebook post. On Monday, Muhyiddin said 11 opposition parties had agreed to form a loose coalition aimed at holding the government accountable and pressing Prime Minister Anwar Ibrahim on reform pledges which they claimed had remained unfulfilled. According to Muhyiddin, the coalition will comprise Bersatu, PAS, Gerakan, Pejuang, Muda, the Malaysian Indian People's Party, Putra, Berjasa, Urimai, the Malaysian Advancement Party, and the National Indian Muslim Alliance Party.
