Tory leader Kemi Badenoch has been accused of hitting the "panic button" with a reshuffle of her top team.

The Conservative chief, who has been struggling to revive her party's gloomy fortunes, brought gaffe-prone Sir James Cleverly back into the fold. The former Foreign Secretary, who stood against Ms Badenoch in last year's Tory leadership contest, will now be Shadow Housing Secretary.

His return to frontline politics means he will now face Deputy PM Angela Rayner, who is also Housing Secretary, in the Commons. In 2023, The Mirror reported the ex-Cabinet minister joked about giving his wife a date-rape drug - just hours after announcing a crackdown on the growing epidemic of drinks spiking.

The top Tory told female guests at a No10 reception that 'a little bit of Rohypnol in her drink every night' was 'not really illegal if it's only a little bit'. A spokesman for the ex-Home Secretary said at the time: "In what was always understood as a private conversation, James, the Home Secretary tackling spiking, made what was clearly meant to be an ironic joke - for which he apologises."
In the autumn of 2022 Sir James suggested getting rid of ex-PM Liz Truss would be a "disastrously bad idea". She announced her resignation seven days later.
The following year the ex-minister- a key face in recent Tory governments - also said he could not remember if he ever described the Conservatives' flagship Rwanda deportation scheme as "batsh**".

And the same year it was claimed he described a Labour MP's constituency as a "sh**hole". A source close to the then-Home Secretary denied the claim at the time. They added: "James made a comment. He called Alex Cunningham a sh** MP. He apologises for unparliamentary language. As was made clear...he would never criticise Stockton."

Among other appointments on Tuesday the Tory MP Kevin Hollinrake, who held the housing brief, became chairman of the Conservative Party. Ex-chairman Nigel Huddleston was appointed Shadow Culture Secretary.
A Labour source told The Mirror: 'After initially claiming her Shadow Cabinet would be in place until the next election, Kemi Badenoch has already hit the panic button." The Tory leader can shuffle as many deckchairs as she likes, but it'll still be the same old faces that were responsible for 14 years of failure. They crashed the economy and ran public services into the ground.'
The Lib Dems added: 'Kemi Badenoch has appointed the very man who said that replacing Liz Truss as Prime Minister would be a terrible idea. It's like appointing an iceberg apologist to a role steering the Titanic.

"The public won't forgive this group of failed former Conservative ministers for the damage they did to our economy and NHS."
On Tuesday the Tory MP Ed Argar also quit as Shadow Health Secretary, citing a "health scare". Ms Badenoch said she was "saddened" that Mr Argar feels "unable to continue" in his position, but agreed "that you must put your health first".
In a letter to the party leader dated July 9, Mr Argar said: "I had a health scare earlier this summer and remain grateful to the doctors and hospital staff who looked after me."
He added: "I have been well looked after, but have also listened to what the doctors said to me, and have listened to my family, and have concluded that lightening my front-bench workload over the coming months, in order to complete my recovery and fully restore my health in that period, is the sensible approach." Mr Argar was replaced by Stuart Andrew, who previously held the culture brief.

Starmer met with President Trump at his resort in South Ayrshire, Scotland, and Victoria was right by his side. ‌ The couple were greeted by Trump as they arrived this afternoon, with Victoria dressed in a cream blazer and tailored maxi skirt as she shook hands with the US President who affectionately put his hand on her arm. ‌ Starmer, 62, who served in Jeremy Corbyn's top team, moved into the limelight in 2020, though his other half has chosen to stay largely out of the public eye. In an interview, Starmer explained how Victoria talks through ideas on how to improve the country with him - but wants to protect her privacy. "She's a streetwise grounded, brilliant, gorgeous woman who wants as far as she can to get on with her own life and to protect it," he told the Sunday Mirror. "She loves working for the NHS. She loves the team that she's working with. And she and I are doing our best to raise two happy and confident children and that matters hugely to us." ‌ Just like her husband, Victoria is a trained solicitor who now works in the NHS as an occupational health worker. The pair married in 2007 - the year before Starmer became Director of Public Prosecutions - and share two children, a son called Tony and a daughter whose name was not made public. The couple met in the early 2000s when working as lawyers, where Victoria had to supply Keir with documents for a case he was working on. But it seems her first impression of the Labour leader was less than impressed. ‌ According to Starmer's unofficial biographer Nigel Cawthorne, author of Keir Starmer: A Life of Contrasts: "He rang her and, having never spoken to her before, queried whether the brief she had sent him was less than '100 percent accurate'. "Unflustered, Victoria firmly held her ground against the caller on the other side of the line, reassuring him that she knew her job and, after putting the phone down, said, 'Who the f*** does he think he is?'" Keir also recalled the first encounter when speaking on Piers Morgan's Life Stories in 2020, explaining: "I was doing a case in court and it all depended on whether the documents were accurate. I [asked the team] who actually drew up these documents, they said a woman called Victoria, so I said let's get her on the line." ‌ He revealed how he ended up hearing her last comment. "She said, 'Who the bleep does he think he is?', then put the phone down on me. And quite right too." Keir reportedly took her for their first date at the Lord Stanley pub, in Camden, where they now live in a £1.75 million townhouse in his Holborn and St Pancras constituency. ‌ The family of Victoria, who grew up in the nearby Gospel Oak area, is originally from Poland with Jewish heritage. Although Keir is an atheist, he has mentioned that their children have been brought up in the faith. In an interview on Radio 4's Desert Island Discs, Keir revealed: "It is perfectly true that my wife's father is Jewish - they came from Poland - and my wife's mother converted when they got married. There is a long tradition of family and faith there. We observe some of the practices, for example, Friday night prayers". And it appears that if ever Keir got into Downing Street, Victoria would be off doing her own thing, according to a Labour insider. "She's quite sassy in that she's quite unbothered by what he's doing," a source told the Telegraph last year. ‌ "If he ever gets into Downing Street, she's going to be very much leading her own life. She's not going to be in the spotlight like Cherie Blair, but more of a background Sarah Brown-type figure. "They have a great dynamic – she spends quite a lot of time taking the mickey out of him because he can be so serious. I've never known her to be particularly political – she's always had her own interests." Trump and Starmer are meeting to discuss the situation in Gaza and trade.

Prime Minister Sir Keir Starmer arrived at Turnberry on Monday for a meeting with Donald Trump. Trump appeared at the front door of Turnberry to greet the Prime Minister and his wife as he arrived at approximately 12.40pm. Standing on the Turnberry steps, the US President said he 'loved this country'. 'My mother was born in Scotland, it's an incredible place – a beautiful place,' he said. 'Our relationship with the UK is unparalleled.' On tariffs on the Scottish whisky industry, the US President said: 'I didn't know whisky was a problem. 'I'm not a big whisky drinker but maybe I should be.' Speaking about the humanitarian crisis in Gaza, Trump said the children 'look very hungry'. He added: 'We are giving a lot of money and a lot of food to Gaza.' Starmer said: 'It's a humanitarian crisis, and people in Britain are revolted by the scenes in Gaza. Britain is working with Jordan on getting direct aid drops in.' The President was also asked about his advice for dealing with the small boats' crisis in the UK. 'If you are stopping the wrong people, my hats are off to you,' Trump said. The President said if the 'boats are loaded up with bad people, and they usually are because other countries don't send their best,' then he said the UK is doing a 'fantastic' thing. Starmer added that his Labour Government has returned '35,000 [immigrants] who have no right to be here'. Trump also suggested he would reduce the 50-day deadline for Russia to agree to a ceasefire with Ukraine. The President said he was 'very disappointed' with Vladimir Putin. 'We thought we had that settled numerous times, and then President Putin goes out and starts launching rockets into some city like Kyiv and kills a lot of people in a nursing home or whatever,' Trump said. 'We're going to have to look and I'm going to reduce that 50 days that I gave him to a lesser number, because I think I already know the answer, what's going to happen.' The Prime Minister travelled to Scotland to meet the US President on day three of his Scotland visit on Monday morning. It is understood that he will discuss Washington's work with partners in Qatar and Egypt during his talks with Trump and seek to determine what more can be done to urgently bring about a ceasefire. They will also discuss the recently agreed US-UK trade deal and the war in Ukraine. After their meeting, the world leaders will travel on together for a further private engagement in Aberdeenshire. The US President will then travel to his second resort, Trump International Golf Links on the Menie Estate. The meeting comes after Trump briefly met European Commission chief Ursula von der Leyen at his Turnberry golf course in Ayrshire on Sunday. They agreed to a trade deal setting a 15% tariff on most European Union goods. Trump said it was the 'biggest deal ever made'. Trump landed at Prestwick Airport on Friday evening for a five-day visit to Scotland and was seen playing golf at his resort over the weekend – on what has been described as a working holiday. Organisers of the protest at The White Horse Inn, in Balmedie, said they object to the golf course receiving £180,000 of public funding for the Nexo Championship next month. Alena Ivanova of Stop Trump Scotland said: 'This message is to Donald Trump but also our elected leaders preparing to meet him: there is no place for Trumpism in Scotland. 'They need to stand up to him instead of kowtowing to this bully – including by handing over hundreds of thousands of pounds of taxpayer money for a golf tournament hosted at Trump International even while he attempts to bully us with tariffs.' A 50-year-old woman was issued with a recorded police warning in connection with alleged threatening behaviour at a Stop Trump Scotland protest outside the US consulate in Edinburgh on Saturday. Sir Keir Starmer has been accused of 'staggering' hypocrisy after flying to the Women's Euros final in a private government jet. The Prime Minister took the Government's VIP Airbus A321 from London to Zurich on Sunday to arrive in time for the final of the tournament. The journey, which cost taxpayers an estimated £35,000, arrived less than an hour before the next scheduled flight from London. In opposition, Sir Keir criticised the Conservatives for their use of government jets, arguing that Rishi Sunak 'doesn't get' what the public want because 'the view on the ground is very different to that from his private jet'. Rachel Reeves, the Chancellor, pledged at Labour's party conference in 2023 to clamp down on official use of government planes to 'save millions of pounds for taxpayers'. But official figures released in June showed Labour ministers had spent three times more on domestic air travel in the first 10 months after the election compared with the equivalent period when Mr Sunak was prime minister. Flight records show Sir Keir took off from London Stansted on the government plane, which is leased by the Cabinet Office to provide VIP transport services for ministers and the Royal family. He landed in Zurich at 2.18pm, less than an hour before the next scheduled flight by Swiss Air and fewer than two hours after an earlier flight operated by British Airways. He was pictured watching the match, in which the England women's team beat Spain on penalties to take home the tournament trophy for the second time in a row. The Ministerial Code, updated by Sir Keir earlier this year, states that members of the Government 'must ensure that they always make efficient and cost-effective travel arrangements'. On Monday, Sir Keir took the same jet from Zurich to Prestwick Airport, which is close to the Turnberry golf resort where he will meet Donald Trump. The second flight is estimated to have cost at least £40,000 and was planned to leave Switzerland one hour and 25 minutes after a commercial flight from Zurich to Edinburgh Airport – which is a one hour and 45-minute car journey from the resort. Later, Sir Keir will fly again from Prestwick to Aberdeen for a visit to another of Mr Trump's hotels near Aberdeen. The Conservatives accused him of 'staggering' hypocrisy after his party repeatedly criticised Mr Sunak for doing the same before the general election. Mike Wood, a shadow Cabinet Office minister, said: 'Yet again, it's one rule for him and one for everyone else with two-tier Keir. 'The hypocrisy is staggering. After acting holier-than-thou in opposition, Starmer has totally changed his tone in government, and still wants to pretend to the public that he is different. 'But the British people will not be fooled – they see Keir Starmer for exactly who he is.' It comes after private jet figures published last month showed Labour ministers had spent £102,000 on domestic private air travel in the 10 months after the general election. Mr Sunak's government spent £36,900 in the same period after he took office in October 2022. The following year, Ms Reeves pledged to 'enforce the ministerial code on the use of private planes ' which she said would 'save millions of pounds for taxpayers in the process' because of the 'extortionate cost' of the flights. She announced in last year's Budget that private jet passengers would pay an additional 50 per cent in tax, to reduce carbon emissions from the sector. A Downing Street spokesman said on Monday that the Government 'never get[s] into operational decisions' on Sir Keir's travel, but that 'the costs of these things we publish in the usual way'. 'We always take an approach to the Prime Minister's travel, that there is value for money for the taxpayer,' the spokesman said.
