AP's water resources department struggles to revive Rs 1200 crore stalled projects

Vijayawada: The Water Resources department is struggling to revive canals and projects following a decision to stop all works that were not completed beyond 25 percent progress.
Both the YSRCP and NDA governments took similar decisions to suspend works with little or no progress, resulting in the wastage of several hundred crores of public money. Instead of finding ways to get ongoing works back on track, successive governments have initiated new projects for political reasons. This has not only placed a massive burden on the exchequer but also resulted in the draining of public funds.
Taking the issue seriously, the Water Resources department conducted a study to identify how many works were stalled due to poor progress and the amount already spent on them.
The study found that works worth Rs 1200 crore were left unfinished in recent years. The department noted that the abrupt cancellation of works had only caused wastage of money already spent. "We can suspend works if they did not commence, as there is no loss to the exchequer.
But canceling works that had already started and for which bills were partially paid causes huge losses and does not yield the desired results," said a senior official.
The previous YSRCP government decided to cancel all works that were either not started or had progress below 25 per cent. Surprisingly, some works with progress as high as 24.5 per cent were also suspended under pressure from local leaders. In fact, several SEs and CEs reported progress by splitting work packages, which caused more loss to the exchequer since the overall percentage fell below 25 per cent. "Most works in the Water Resources Department are divided into different packages, and irrigation water can be extended to end-users only if all packages are completed.
While some packages showed 80 per cent progress, others reported only 10-15 per cent. This caused the overall progress to fall short of the 25 per cent target, leading to cancellation of the entire work," explained a senior official.

NEW DELHI: The three Pakistani terrorists who gunned down 26 civilians, including 25 tourists, in J&K's Pahalgam in front of their horror-struck families, were cornered and killed on Monday in a joint operation by the Army, CRPF and police in Dachigam area on the outskirts of Srinagar, home minister Amit Shah disclosed in Lok Sabha on Tuesday. Participating in the debate on Operation Sindoor, Shah identified the three attackers killed in 'Operation Mahadev' as Suleman alias Faizal Jatt alias Anas alias Usama Markaz; Hamza Afghan; and Jibran, all Pakistanis and affiliated to the Lashker-e-Taiba (LeT). Suleman, a top-grade LeT commander and the mastermind of the April 22 Pahalgam attack, was also involved in the Oct 2024 attack at the Z-Morh construction site in Gagangir, in which six labourers and a local doctor were killed, he said. Both Hamza and Jibran were also 'A-grade' LeT terrorists. The three were identified by family members of two locals arrested on June 22 by NIA - Parvaiz and Bashir. The duo had provided food and shelter to them at their 'dhok (seasonal hut)' some 2km from Baisaran prior to the attack. A source said they were paid around Rs 3,000 by the terrorists. Two of the three terrorists were carrying Pakistani voter IDs and the weapons - an M4 carbine and two AK-47s - and chocolates recovered from them further sealed the Pakistani link. The neutralisation of all three Pahalgam attackers marks the culmination of a massive manhunt, which started with Shah's instructions to the forces at a security meeting on April 23 to not allow them to escape to Pakistan. Days after Himachal Pradesh Governor Shiv Pratap Shukla expressed concern about the drug menace in the State, Chief Minister Sukhvinder Singh Sukhu on Tuesday said his government has adopted a zero-tolerance policy towards the drug menace, even as it decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. He made the remark during the Cabinet meeting held under his chairmanship in Shimla. The Departments of Police, Social Justice and Empowerment, and Health elaborated the steps being taken to combat drug abuse in Himachal Pradesh. 'The State government has adopted a zero-tolerance policy towards the drug menace and is fully committed to protecting the youth from falling victim to drug abuse,' said Mr. Sukhu, adding that there's an urgent need of coordinated actions to dismantle drug networks to protect the youth of the State from addiction. The Cabinet decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. Besides, all new government employees will be required to submit an undertaking confirming they do not consume 'Chitta', said an official statement, adding that strict action would be taken against any government employees found involved in drug-related activities. 'It was informed during the meeting that the drug abuse situation in Himachal Pradesh remains under control, with Narcotic Drugs And Psychotropic Substances (NDPS) Act, 1985 cases accounting for nine percent of total cases, significantly lower than Punjab's 20%. Under the tenure of the present government, 45 cases were registered, and properties worth Rs 42.22 crore belonging to individuals involved in drug-related activities were attached. This marks a more than two-fold increase in the number of cases and a three-fold increase in the value of properties seized as compared to previous periods,' it added. The Chief Minister directed the Health Department to intensify its efforts in capacity building, awareness generation, treatment, counseling, follow-up, and rehabilitation of individuals affected by drug addiction. Besides, he emphasized the need for a coordinated approach, asking all concerned departments to work jointly in waging a comprehensive war against substance abuse. He also stressed the importance of regular interstate border monitoring to prevent drug trafficking.
