CLAT-PG: Delhi HC to hear on July 17 plea challenging 'exorbitant' confirmation fee
A bench of Justice Vikash Mahajan posted the matter for further hearing on July 17, and in the meantime, asked the Consortium of National Law Universities and the University Grants Commission (UGC) to file their counter affidavits.
Last week, a vacation bench of Justice Rajneesh Kumar Gupta agreed to examine the plea challenging "the arbitrary level of exorbitant fees" in the name of non-refundable confirmation fee at every round of CLAT-PG counselling and issued notices to respondent authorities, including the Bar Council of India (BCI).
The plea filed by advocate Siddharth R. Gupta contended that this non-refundable confirmation fee was not only unreasonable, but also violated Articles 14, 19(1)(g) and 21 of the Constitution, and was being levied mechanically without even examining the suitability of a large number of candidates to bear the exorbitant expenditure of participating in the counselling and admission process.
It added that the "exorbitant" non-refundable confirmation fee was also violative of the directions issued by the UGC since all the NLUs are bound by such directions under the provisions of the University Grants Commission Act, 1956.
The petitioner Jatin Shrivastava, a successful candidate of CLAT-PG examination, who has achieved 474 rank in the recently revised results, claimed that he is entirely dependent on education loan for pursuing his LLM degree, which would be sanctioned only after he gets admission in any NLU of his choice and even the loan installments will be transferable only to the NLU concerned and not to the CLAT Consortium.
As per the plea, despite financial distress in his family, the petitioner has deposited the requisite counselling fees of Rs 30,000, and he chose to espouse the cause on behalf of all such large number of candidates who may be facing financial adversities to pay the exorbitant fees of Rs 20,000-40,000 per round of counselling.

Gandhinagar: Prime Minister Narendra Modi will inaugurate 1,449 affordable houses and 130 shops built for Rs 133.42 crore under the Pradhan Mantri Awas Yojana (Urban) during his two-day Gujarat visit on August 25–26. The project, developed under the in-situ slum redevelopment component, will provide modern housing facilities to families living in slum settlements of Ahmedabad's Nikol area. Under PMAY (Urban), Gujarat has so far completed construction of over 15 lakh houses, against a target of 7.64 lakh, with 9.66 lakh houses sanctioned and 9.07 lakh already delivered. The state has also bagged multiple national awards for its performance, including six in 2019 and seven in 2022. Meanwhile, under PMAY (Rural), Gujarat has completed 6 lakh houses since 2016, with an additional 2.39 lakh homes under construction, to be completed by March 2026. Assam CM supports 130th Constitution Amendment Bill, calls it a step to 'restore faith in governance'
Guwahati: Assam Chief Minister Himanta Biswa Sarma, on Thursday, strongly backed the Constitution (130th Amendment) Bill, 2025, calling it a "historic and transparent reform" aimed at restoring public trust in governance. The Bill, tabled in Parliament this week, mandates that if a sitting Prime Minister, Chief Minister or Minister is arrested, they must secure bail within 30 days. Failure to do so, it states, will amount to establishing prima facie legitimacy of the arrest. Chief Minister Sarma, speaking to reporters after the state Cabinet meeting, dismissed Opposition's concerns as "baseless" and asked why anyone would oppose what he termed a fair and clear-cut provision. "This Bill is not about politics; it is about accountability. If a leader is arrested, let them face the law. If they cannot obtain bail within a month, it shows the case has weight. Why should anyone have a problem with such transparency?" he asked. Taking a jibe at the Congress, Chief Minister Sarma alleged that the Opposition was "instinctively rattled" because the Bill curtails the culture of impunity enjoyed by leaders for decades. "Those who treated politics as a shield from the law are obviously nervous. But this government believes nobody is above the law -- not even the Prime Minister, not even a Chief Minister," he said. Chief Minister Sarma added that the provision strengthens democratic accountability by ensuring that cases against high office-bearers are not left in limbo. "Earlier, legal proceedings against Ministers dragged on endlessly, creating suspicion among citizens that the powerful enjoyed immunity. This amendment puts an end to that perception. It makes governance more credible," he stressed. The Chief Minister reiterated that the BJP was committed to pushing reforms that bring governance closer to people's expectations of fairness and justice. "The 130th Amendment Bill is a milestone in cleaning up Indian politics. Only those who fear exposure to the law will oppose it. Congress leader Rahul Gandhi on Thursday alleged that the current government was formed through "stolen votes" and urged people to choose a dispensation that is "truly yours, takes responsibility and is accountable to you". In a post on X, Gandhi shared a five-minute video of him conversing with the youth of Aurangabad in poll-bound Bihar during his 'Voter Adhikar Yatra' and said people must use the power of their votes to protect Mother India and the Constitution. He asserted that a clean voter list is the cornerstone of free and fair elections and asked the people of Bihar not to let their voting rights slip away, as all their other rights rest on this very who was accompanied by RJD leader Tejashwi Yadav, told the youngsters that their votes were being "stolen" and the names of living people were being struck off the electoral rolls by declaring them "dead".
