Saudi Arabia's Ministry of Municipalities and Housing has announced the launch of a new home delivery permit service for food and non-food delivery businesses, effective July 1, 2025.
The permits will be issued via the Balady platform.
The initiative is part of the Kingdom's broader efforts to improve quality of life and enhance safety and regulatory standards in the delivery sector.
It aims to organise delivery operations within cities by ensuring that businesses meet specific health and technical requirements, thereby fostering a safer and more efficient service environment that boosts consumer confidence.
To qualify for the permit, businesses must meet several criteria, including: Obtaining health certification for all home delivery personnel
Securing approval from the authority responsible for the relevant commercial activity
Displaying the establishment's name or brand on delivery vehicles
Ensuring that vehicles meet technical and health standards for safe transport of goods
The ministry will carry out field inspections to ensure compliance and take regulatory action against violators.
Business owners can apply for the home delivery permit through the Balady platform.

Global project management experts set for major Saudi forum
Leading global players in project management sector and other industry leaders will be in Riyadh next month for the Global Project Management Forum (GPMF), where they will explore how emerging technologies, agile practices, and human capital are reshaping the future of project delivery across sectors.
