
From student leader to power centre in Sangrur

(SAD) formed the govt post-1997, carved a towering presence in Punjab's political landscape, rising from the grassroots of student politics.
A native of Ubhawal village in Sangrur, Dhindsa began his political journey during his college years at Government Ranbir College, Sangrur, in the late 1950s. He was first elected as secretary and later president of the student council. He quickly advanced, becoming the youngest sarpanch in the district at the time.
Dhindsa made his electoral debut in 1972, contesting independently from the Dhanaula assembly constituency (now in Barnala district), where he defeated Rajinder Kaur Bhattal of the Congress.
His rise continued uninterrupted.
In 1977, he shifted to the Sunam assembly seat and was inducted as transport minister in Parkash Singh Badal's cabinet during his first term as CM. Following the 1985 elections, which came in the aftermath of the assassination of SAD president Sant Harchand Singh Longowal following the inking of the Punjab accord, Dhindsa found himself at odds with then CM Surjit Singh Barnala, particularly over the handling of Operation Black Thunder.

He sided with Parkash Singh Badal, and the episode marked the genesis of a prolonged intra-party feud.
The rivalry between the Barnala and Dhindsa factions played out prominently across the Sangrur region, encompassing present-day Barnala and Malerkotla districts. Dhindsa faced a setback in 1997 when he lost the Sunam seat to Congress' Bhagwan Dass Arora, and two years later, Barnala too was unseated by Simranjit Singh Mann in the Sangrur parliamentary constituency.
While Barnala exited active politics to take up gubernatorial roles, Dhindsa continued his upward trajectory, serving as Union minister for sports and for chemicals and fertilisers in the Atal Bihari Vajpayee-led NDA government.
Factionalism, however, lingered.
After Barnala's retirement, his wife Surjit Kaur Barnala floated the SAD (Longowal), while Dhindsa entrenched his own family's political legacy.
In 2000, he launched his son, Parminder Singh Dhindsa, in a bypoll from Sunam following the death of Bhagwan Dass Arora. Parminder, backed strongly by then CM Parkash Singh Badal, secured a thumping victory and retained the seat in subsequent elections in 2002, 2007, and 2012.
In later years, Dhindsa developed differences with Parkash Singh Badal, leading to the formation of SAD (Sanyukt).

Union Cabinet nod to ring road will accelerate Bhubaneswar New City project: CM
Bhubaneswar: The Union Cabinet's approval on Tuesday for the Rs 8,307 crore Capital Region Ring Road has paved the way for early commissioning of the proposed Bhubaneswar New City project, chief minister Mohan Charan Majhi said on Wednesday. Speaking to media persons here, Majhi said that the Ring Road will create a larger Capital Region spanning Cuttack, Bhubaneswar, Dhenkanal, Choudwar and Banki, establishing it as a growth centre. While another internal ring road has been planned for the capital city. "This infrastructure will support Bhubaneswar's growth as an IT, textile and semiconductor hub," he said. "Besides the 111 km greenfield road, recent developments such as the Union Cabinet's Aug 12 approval for two semiconductor units with an investment of Rs 4,009 crore and the Posco-JSW announcement for a steel plant in Odisha, which will see an investment of around Rs 50,000 crore in Keonjhar, have placed Odisha in the fast lane of development," Majhi said, adding, "Odisha's council of ministers and MLAs held a meeting to thank the Prime Minister (Narendra Modi) for giving so much focus on the state. Govt sources stated that the concept would be presented to the ministry of housing and urban affairs (MoHUA) under the Urban Challenge Fund. The project envisions a model city that is inclusive, vibrant and resilient, designed to optimise land value and achieve international branding. In the Union Budget 2025-26, the Centre has allocated Rs 10,000 crore to the Urban Challenge Fund to implement proposals for 'Cities as Growth Hubs', 'Creative Redevelopment of Cities' and 'Water and Sanitation'. The fund will finance up to 25% of the cost of bankable projects. Odisha hopes to secure funding for the new city project from the same. As per the MoU, the consultancy will prepare a master plan and recommend the most suitable product mix to BDA for the project's development. The new city project is one of Odisha's most ambitious urban development initiatives, designed to reshape the capital's future with global collaboration, strategic planning and inclusive infrastructure. "It is a landmark step for Odisha to shape a world-class urban centre, reflecting inclusivity, sustainability and resilience for future generations," Padhee said. The new city is planned on the outskirts of Bhubaneswar, including areas such as Malipada, Daspur and Gothapatna. It is envisioned as an inclusive, sustainable and resilient city with solar infrastructure and the capacity to house two lakh residents. With an estimated Rs 8,200 crore projected investment, the govt hopes to secure funding from multiple sources such as the MoHUA, private investors and external lenders like the Asian Development Bank.
