2 massive black market services blocked by Telegram, messaging app says
WASHINGTON, May 15 (Reuters) - Two sprawling digital black markets operating on the communications platform Telegram have been removed, the service said on Thursday.
Xinbi Guarantee and Huione Guarantee - Chinese-language markets known for serving cybercriminals and scammers - appeared to be inactive on Thursday.
Telegram provided little further detail in a message to Reuters except to say that "criminal activities like scamming or money laundering are forbidden by Telegram's terms of service and are always removed whenever discovered."
Blockchain research firm Elliptic said the two markets had collectively facilitated more than $35 billion in transactions since 2021, many multiples higher than other black markets such as the drug-focused Silk Road, which drew international notoriety for distributing drugs over the dark web.
"This is a big blow for online fraudsters, who relied on these markets for stolen data, money laundering services and telecoms infrastructure," Elliptic said in a statement.
In a brief English-language statement posted to its website, Huione Guarantee - which at one point rebranded as "Haowang Guarantee" - confirmed that it had been blocked by Telegram starting Tuesday and would "cease operations from now on."
The firm did not immediately return an email seeking comment. Reuters could not immediately locate contact information for Xinbi.
Huione Guarantee is a subsidiary of Cambodia-based Huione Group, which also owns Huione Pay and Huione Crypto, U.S. officials have alleged. Last year, Reuters revealed that Huione Pay had received cryptocurrency then worth more than $150,000 from a digital wallet used by North Korean hacking outfit Lazarus.
The report was followed earlier this month by a U.S. move to bar the Huione Group from the U.S. financial system. In a statement, Treasury Secretary Scott Bessent said the Huione Group was the "marketplace of choice for malicious cyber actors."
The Huione Group did not immediately respond to a message seeking comment.

Diplomatic win for UK hosting US-China trade talks
Sky News understands that the Trump administration approached the UK government to ask if it would host round two of the US-China trade talks. This is a useful 'diplo-win' for the UK. The first round was held in Geneva last month. News of that happening came as a surprise. The Chinese and the Americans were in the midst of a Trump-instigated trade war. President Trump was en route to Saudi Arabia and suddenly we got word of talks in Switzerland. They went surprisingly well. US treasury secretary Scott Bessent and his Chinese counterpart He Lifeng, met face-to-face and agreed to suspend most tariffs for 90 days. But two weeks later, the Trump administration accused Beijing of breaking the agreements reached in Geneva. Beijing threw the blame back at Washington. On Wednesday, Donald Trump and Xi Jinping spoke by phone. The Chinese claimed this call was at the Americans' request. Either way, the consequence was that the talks were back on track. "I just concluded a very good phone call with President Xi of China, discussing some of the intricacies of our recently made, and agreed to, trade deal," President Trump said this week. From that call came the impetus for a second round of talks. A venue was needed. In stepped the UK at short notice. Beyond being geographically convenient, UK government sources suggest that Britain is geopolitically in the right place right now to act as this bridge and facilitator. The UK-China relationship is in the process of a "reset". Other locations, like Brussels or other EU capitals, would have been less workable. Crucially too, for the UK, this is also potentially advantageous as it seeks to get its own UK-US trade agreement, to eliminate or massively reduce tariffs, over the line. 5:08 Talks on reaching the "implementation phase" have been near-continuous since the announcement last month, but having the American principals in London is a plus. Sideline talks are possible, but even the presence of the US team in the UK is helpful. For all the chaos that President Trump is causing with his tariffs, he has instigated face-to-face conversations as he seeks resets. Key players are sitting down around tables - yes, to untangle the trade knots which Trump tied, but this whole episode has pulled foes together around the same table; it has forced relationships and maybe mutual understanding. That's useful. And for this next round, between superpowers, the UK is the host. Also useful.

Firm at centre of NHS corruption scandal moves business to new company as directors jailed
Four men were jailed for a total of 29 years following a major investigation into the award of lucrative NHS contracts to Ayrshire-based telecommunications firm, Oricom. The firm at the centre of a £6m NHS corruption scandal is set to move its business to a new company linked to its jailed directors. Four men found guilty following a major investigation into the award of lucrative NHS contracts to an Ayrshire-based telecommunications firm were jailed for a total of 29 years on Thursday. Oricom directors Adam Sharoudi, 41, and Gavin Brown, 48, secured major deals with the illegal help of NHS telecoms chiefs Alan Hush, 68, and 60 year-old Gavin Cox. The probe was first revealed by the Daily Record after an NHS counter fraud team swooped on Oricom's offices in Irvine in 2015. Now a letter to customers from a current Oricom boss has revealed the service is to be managed by a company called Freestyle Communications Limited. Service Delivery Director David Ross said the change, set to take place from June 19, was 'part of a long-term plan to improve how we deliver your service'. Convicted directors Brown and Sharoudi were named on Companies House as having 'significant control' of Freestyle in May 2023, but filed a cessation in August last year. Prosecutors proved, during a mammoth three-month trial, that contracts for the supply and maintenance of telecoms equipment by Oricom broke rules on financial wrongdoing in the tendering process. Hush was jailed for eight years after being found guilty of nine charges. Cox was locked up for six years for the two jurors convicted him of. Sharoudi was also handed an eight year term having been convicted of seven charges. Brown was jailed for seven years for a total of six. Lord Arthurson said: "The reach and character of the corruption and, in particular, the corrupt relationship engaged by all of you was on a grand scale.' Hush was the telecommunications manager at NHS Lothian and then NHS Scotland video conferencing manager. Cox held the post of head of IT and infrastructure at NHS Lanarkshire. The pair abused their powers as 'public servants' to push deals through. One contract alone was worth £3.1m. In return, Hush got £18,231 of cash bungs and gifts, Cox a total of more than £70,000. All four men had denied the charges, spanning between 2010 and 2015, included bribery, corruption, fraud, theft as well as others under the Proceeds of Crime Act. In Oricom's letter to customers, Ross said the firm was 'moving to a dedicated telecoms management company focused solely on service delivery and support'. He said: 'Your contract terms, pricing, and service all remain unchanged. You'll continue to receive uninterrupted service. You'll still have access to the same support team under the new structure. Over 250 witnesses were also interviewed and tens of thousands of text messages and emails reviewed as part of the probe. Gordon Young, Head of NHS Scotland Counter Fraud Services it was a 'landmark conviction' of 'individuals who sought to exploit the NHS for personal gain'. We approached Oricom for comment.
